October 1. 1968 <br /> <br />68-317 - The following letter from Robert F. McMurran, Judge, Hustings Court, was read: <br /> <br /> "I wish to resign as a member of the Naval Shipyard Museum Board as I find that I will be unable to at- <br />tend the Board meetings onthe days that it meets. <br /> <br /> It has been a real pleasure serving on this Board, and I have certainly personally been enriched by my <br />experience on the Board." <br /> <br /> Motion of Mr. Holley that the resignation Be accepted with regret and that a letter be fomx, arded <br />Judge ~!cMurran thanking him for his services afill that the vacangy on the Board Be referred to a confermnce, <br />was adopted, without dissenting vote. <br /> <br />68-518 - ~e following letter from D. W. Culpepper was read: <br /> <br />"Please present the following statement to the City Council. <br /> <br /> I hereby tender my resignation as of thisdate from the Portsmouth Parking Authority Commission, due <br />to possible conflict of interests." <br /> <br /> Motion of Mr. Smith that the resignation be accepted with regrets and that the vacancy on'the Commission <br />he referred to a conference, was adopted, without dissenting vote. <br /> <br />68-319 - The following letter from C. Donald Porter was read: <br /> <br /> "It is with a great deal of regret that I find it necessary to ask you and the City Council to accept my <br />resignation from the Board of Director~ of the Lightship Museum. <br /> <br /> Upon advice of the 6ommonwealth Attorney and recent opinions of the State Attorney General, I find that a~ <br />the law is presently interpreted, I could be in conflict of interest. <br /> <br /> I would like council to know that t woul like to serve my city knd I will be available as soon as this <br /> ridiculous law is re~pa~d." <br /> <br /> ~o~io~i~f ~r~cEastes that the resignation be accepted with regret and that the vacancy on the ~useum <br />Board be referred to a conference was adopted, without dissenting vote. <br /> <br />The following letter from X. D. Murden, Supt. Water Department was read: <br /> <br /> "I have had the pleasure of serving as a trustee on the "Board of Trustees Port~outh SupplemeBtal <br />Retirement System" for a number of years. It is my understanding that my service on this board wil~ termi- <br />nate with my retirement October 31, 1968. <br /> <br /> This has been one of the many opportunities I have had to work with a fine group who have been seriously <br />concerned with the welfare of the employees, and the system is a sound one accomplishing a real service to our <br />fellow-workers. <br /> <br /> I would be pleased to turn over to my successor the reports, papers, and other records of recent years <br />in order that he may be somewhat informed. <br /> <br />Your assistance in this phase of city government is sincerely appreciated." <br /> <br /> Motion of Mr. Smith that the letter be acknowledged and that appropriate recognition be made and that the <br />vacancy on the Board be referred to a conference, was adopted, without dissenting vote. <br /> <br /> 68-521 - ~%e following letter from Miss B. Jane Garrett, President, Portsmouth Area Mental Health <br />Association, was read: <br /> <br /> "In behalf of the Portsmouth Area Mental Iiealth Association I am requesting permission to present the <br />following resolution to men, ers of the City Council o~ October 1, 1968: <br /> <br /> '~EREAS, the General Assembly of Virginia in its 1968 session has enacted }louse Bills Number 304 and <br />Nuraber 305 which have been approved by the Honorable Mills E. Godwin, Governor of Virginia, and are kno~m <br />as the State of Virginia Mental Hospitals ~nd Institutions Bond Act of 1968 and the State of Virginia }tigher <br />Educational Institution Bond Act of 1968, and <br /> <br /> WHEREAS, under the constitution of the Commonwealtk of Virginia it is necessary that favorable vote of a <br /> majority of all the votes cast for and against these acts at the November 5, t968 general election be ob~ <br />rained in order for these acts to become law, and <br /> <br /> ~%~EREAS, The purpose of these acts is to obtain Eighty-one Millio~ [$81,000,000.00)Dollars on the pledge <br />of the credit of the Commonwealth of Virginia, Thirteen Million Seven ~undred Seventy Thousand <br />of said funds to be used for the advancement and improvement of the State of Virginia Mental hospitals and <br />institutions, and Sixty Seven Million Two Hundred Thirty Thmusand ($67,230,O00.00) of said funds to be used for <br />the advancement and improvement of the State of Virginia higher educational institutions, and <br /> <br /> eRIEREAS, it is vital to the health, welfare and education of the Commonwealth of Virginia that it have <br />the buildings and projects that will be provided by tko funds obtained from the said bond issues~ <br /> <br /> BE IT THEREFORE RESOLVED, that the Portsmouth Area Mental/~alth Pmsociation requests that the Portsmouth <br />City Council go on record endorsing and approving the issuance of said bonds and to ma/<e ~very effort to in- <br />fluence the citizens of Portsmouth to vote in the general election referendum robe held on November 5, 1968, <br />Bo~h for the issuance of the Virginia Mental ~alth Hospitals and Institutions Bond and the Virginia ~igher <br />Educational Institution Bond?" <br /> <br /> <br />
