<br /> This mak~s~City Park Avenue from Park Manor to City Park Drive a one-way street, making it illegal to
<br />drive south on City Park Avenue, between Parr Manor Road andCity Park Drive. It also designates City Park
<br />Drive a one-way street, m~king it illegal to drive clockwise on City Park Drive.

<br /> ~ae ordinance also eliminates King Street as a one-way street between Water Street and a point 245 feet
<br />east of the center line of Court Street. This amendment is necessary due to the construction of the Civic
<br />Center and the parking lot between Crawford Street and Court Street at the Middle Street Mall."

<br /> 68-311 - "I recommend the proper City officials be autt~orized to sign a deed of release on a drainage
<br />easement on property at 4258 ~rtsmouth Boulevard. TIli~ 10 foot drainage easement was obtained in 1951, for
<br />drainage purposes on Portsmouth Boulevard. Since the improvements have been made ~o Portsmouth Boulevard,
<br />this easement is no longer needed."

<br /> Motion of Mr. Holley to concur in the recommendation of the City Manager was adopted, without dissenting

<br /> 68-312 - "I submit the attached resolution and recommend its adoption. This authorizes the filing of
<br />an open-space application with the Department of Housing and Urban Development.
<br />
<br /> We hope to acquire approximately 38 acres of land directly north of the new Merrifield school site.
<br />land would be used for recreational purposes and in conj%mction with the operation of the new Junior High
<br />School. We can obtain approximately $78,000.00 from the Federal government towards the purchase of this
<br />property."

<br />"A RESOLUTION Ab~FMORIZING TttE PILING OF AN APPLICATION FOR A GRANT TO ACQUIRH 0PEN-SPAC£ LAND
<br />
<br /> B?HEREAS, Title VII of the Housing Act of 1961, as amended, provides for the making of grants by the
<br />tlousing and Home Finance Administrator to States and local public bodies to assist them in the acquisition
<br />of permanent interests in land for open-space uses whet such assistance is needed for carrying out a unified
<br />or officially coordinated program for the provision of ooen-snace land as part of the comprehensivelyp~tanned
<br />development of the urban area; and
<br />
<br /> WHEREAS, the City of Portsmouth (herein sometimes referred to as "Applicant") desires to acquire the fee
<br />simple interest to certain land kno%~n as the ~{errifields Tract which land is to be held and used for permanent
<br />open-space land for recreational and park uses; and
<br />
<br /> Wt~REAS, Title VI of the Civil Rights Act of 1964, and the regulations of the Housing and Home Finance
<br />Agency effectuating that Title, provide that no person shall be discriminated against became of race, color,
<br />or national origin in the use of the land acquired; and
<br />
<br /> WHEREAS, it is recognized that the contract for Federal grant will impose certain obligations and respon-
<br />sililities upon the Applicant and will require among other thins ~1) assurances that families and individuals
<br />displaced as a result of the ooen-soace land project will be relocated into decent, safe, and sanitary housing,
<br />(2) compliance with Federal labor standards, and (3) compliance with Federal requirements relating to equal
<br />employment opportunity; and
<br />
<br />I~EREAS, it is estimated that the cost of acquiring said interest will be S148,600.00.
<br />
<br />NOW, THEREFORE, BE IT RESOLVED by the Council of the fity of Portsmouth, Virginia:
<br />
<br />That mn application be made to the Housing and Home Finance Agency for a grant in an amount
<br />authorized by Title VII of the Housing Act of 1961, as mm,nd,d, which amount is presently estimated
<br />to be $74,300.00, and that the Applicant will pay the balance of the cost from o~l-~er z"unds available
<br />to it.
<br />
<br />That the City Manager is hereby authorized and directed to execute and to file such application
<br />with the ~using and Nome Finance Agency, to provide' additional information and to furnish such
<br />documents as may be required by said Agency, to execute such contracts as are required by said
<br />Agency, and to act as the authorized correspondent of the A~plicant.
<br />
<br />That the proposed acquisition is in accordance with the plans for the allocation of land for open-
<br />space uses, and that~ should said grant be made, the Applicant will acquire, and retain said land
<br />for the use (s) designated insaid application and approved b~!'t~eNousing and Home Finance Agency.
<br />
<br />That the United Sta~es of America and the Housingahd Home Finance Administrator be, and they hereby
<br />are,.assured of full compliance by the Applicant ~itb regulations of the Nousing and Home Finance
<br />Agency effectuating Title VI of the Civil Rights Act of 1964."

<br /> 68-313 - "I submit the attached agreement betweentthe Seaboard Coast Line Railread Company and the City
<br />of Portsmouth and recommend that the proper City o_zlctals be authorized to sign. This agreement covers the
<br />installation of a sc~aer line under the right-of~way of the Seaboard Coast Line tracks in the vicinity of the
<br />five mile pest.
