<br />On motion of b!r. Eastes, the following ordinance was approved on first reading, without dissentingvote:

<br />"AN ORDINAI.~CE TO APPROPRIATE $212,445.00 FROM THE GENERAL CAPITAL IHPROVEb{ENT FUND FOR TF~ PURCHASE
<br />OF MOBILE CLASSROOMS FOR THE'SCHOOL BOARD."

<br /> 68-305 - "I submit the attac~ed ordinance and recommend it be placed on first reading. This appropriates
<br />$6,000.00 for improvements to Fire Headquarters om Effinghzm Street and the Jamestown Avenue Fire Station.
<br />
<br /> At Fire Headquarters, the electrical circuit is not sufficient for this building, and it is necessary
<br />to spend approximately $2.500.00 to correct this condition~
<br />
<br /> At the Jamestown Aven~a Fire Station, the appa~tus doors need to be modified. The height has to be
<br />increased to accommodate the new aerial platform that has been purchased. The doors will also be changed
<br />from manual to electrically operated doors."

<br />On motion of Mr. Smith, the following ordinance was approved on first reading, without dissenting vote:

<br /> 68-506 - "t submit the attached ordinance and recommend it be placed on first reading. This authorizes
<br />the issuance of $2,500~000.00 of utility revenue bonds. Since revenue bonds require a vote of electorate,
<br />t~is is submitted to you at this time in order that it can be placed on the ballot for the November election.
<br />
<br /> The purpose of these revenue bonds would be to complete the.sewer fines for all sections of the City,
<br />including the area recently annexed, that are without sewers.
<br />
<br /> lie do not anticipate that all of these bonds would be issued at one time, but only as needed to complete
<br />the sewer projects as outlined in the Capital Improvements Budget."

<br /> 68-307 - "I submit the attached ordinance and recomm~end it be placed on first reading. This amends the
<br />City Code pertaining to weeds, debris and abandoned automobiles.
<br />
<br /> This prohibits weeds in the e[cess of 15 inches within SOO feet of any building and gives the City
<br />authority to go ~pon the property of known owners who refuse to cut or remove weeds or debris after such
<br />notice has been given. It further authorizes the charging of the cost for clearing the property to the
<br />owner. This also makes it a misdemeanor to allow weeds or debris to remain between the property line and
<br />any street or alley adjacent thereto.
<br />
<br /> This ordinance also prohibits the storing of abandoned'vehicles in residential aneas unless they are
<br />proper~Y enclosed in a bulldln~.
<br />
<br />On motion of Mr. King, the following ordinance was approved on first reading, without dissenting vote:

<br />THE CITY OF PORTSMOLFf/-I, VIRGINIA, 1961, PERTAINING TO WEEDS, DEBRIS ~ND ABANDONED VEHICLES."

<br /> 68-508 - '!I submit the attached ordinance and recommend it be placed on first reading. This amends
<br />the building code pertaining to the disposal of debris from the demolition of buildings.
<br />
<br /> It provides that a permit must be ~otained to wreck or demolish any building or structure, and before
<br />the permit canbe oh~i~ied, it must be approved by the ~ilding Official as to where the material will be
<br />d~ped. It also requires the forfeiture of a $5,000.00 bond if the permittee fails to comply with the
<br />conditions of the permit granted."

<br />On motion of Mr. Turner, the following ordinance was approved on first reading, without dissenting vote:

<br />"ANORDINANCE TO ~4END SECTIONS 10g.1, 106.2 ~ND 114 OF ~{E BUILDING CODE OF THE CITY OF PORTSMOUTH,
<br />1967, PERTAINING TO BUILDING ~ND DEMOLITION PERMITS, BONDS AND PENALTIES FOR VIOLATIONS, ~SPECTIVELY."
<br />
<br /> 68-309 - "I submit the attached ordinance and recommend it be placed on first reading. This amends
<br />the City Code pertaining to land fill operations. This is a companion ordinance to the previous ordinance.
<br />
<br /> It requires a license for a land fill operation and prohibits the dumping of any garbage in a land
<br />fill operation. It also establishes regulations as to how a land fill shall be maintained, including the
<br />proper fencing when required."
<br />
<br />On motion of Mr. Holley, the following ordinance was approved on first reading, without dissenting vote:
