68-327 - "I submit the attached resolution and recommend l~s adoption. This ap~rovos the organization <br />of an Area-Wide Comprehensive. Health Plannzng' Agency, Tb~'s resolution" isa result of- a study made by the <br />Honorable John A. MacKenzie, representing the City of PortSmouth, along ~th representatives of the following <br />p~titical subdivisions: <br /> <br />Accomack County <br />Chesapeake <br />Franklin <br />Isle of ~ight County <br />Nansemond County <br /> <br />This purpose of this Council will be as follows: <br /> <br />Np~folk <br /> <br />South'F~mpton County <br />Suffolk <br />Virginia Beach <br /> <br />Provide assistance to institutions, organizations, agencies of g~oups in the area in <br />developing and maintaining mechani.s~ms for planning operationally as individual service <br />providers and for planning collectively so ss to relate the health programs in the <br />area within a comprehensive framework. <br /> <br />Recommend goals, planning and service priorities and policies for developing and <br />improving the system for providing physical, mental and environmental health services <br />for the area. <br /> <br />Provide continuing liaison and informatio}~atserVices to insure communication of planning <br />progress and decisions to the public and to the Spl~ropriate agencies and organizations <br />in the area which have a role in health planning. <br /> <br />4. Conduct periodic evaluation of all health, planning activities in the area. <br /> <br />5. Contribute to the State planning effort by preparing data and studies that will aid in <br /> the conduct of comprehensive State health planning. <br /> <br />Review and comment upon local applica%ions for grants and upon proposals for initiating <br />or expanding health and health related programs. <br /> <br /> It provides for representation from the politicalsubdivisions with. one member for each population unit <br />of 50,000 persons or a part thereof; but, in ~o event shall the representation of any City or County consti. <br />tu~e a majority of the total voting membership of the Council. <br /> <br /> The operating cost of the Council shall be provided for by a per capita assessment from the participating <br />political subdivisions. I have been further advised that this Council will take over thoactlvttles~ of the <br />Hampton Roads Health Information Referreal Center once the ~rea'Wide ~omprehensive Health Palnning Agency <br />is active." <br /> <br />Judge John A. MacKenzie spoke. <br /> <br /> On motion of Mr. Smith, the following resolution was unanimously adopted: <br /> <br /> 'A RESOLUTION APPROVING ~E FORP[ITION OF AN AREAWIDE COMPREHENSIVE [~ALTH PLANNING AGENCf <br /> <br /> I~C4EREAS, the Council of the City of Portsmouth, Virg~ia, recognizes its responsibility to promote <br />and protect the health and well-being of its citizens; and <br /> <br /> WHEREAS, Public Law 89-~49 makes provision for estFolishment of areawide comprehensive health planning <br />agencies by the localities of a geographic region; and <br /> <br />WHEREAS, the governmental subdivisions known as Accomack County, City of Chesapeake~ City of Franklin, <br />Isle of Wight County, Nansemond County, City of Norfolk., Northampton County, City of Portsmouth, Southampton <br />County, City of Suffolk, and City of Virginia Beach constitute a logical geographic region within which %o <br />undertake the development of an areawide comprehensive health plannin~ agency; and <br /> <br /> WHEREAS, to that end the aforementioned subdivisions have each designated one representative to a <br />committee to further the objective of forming an areawide comprehensiYe health planning agency; and <br /> <br /> WHEREAS, that committee hasagreed to proceed with steps to organize an areawide comprehensive health <br />planning agency. <br /> <br /> NOW, ~tEREFORE, BE IT RF~OLVED by the Council of the City of Portsmouth, Virginia, that it hereby <br />approves and concurs in the decision of the committee of eleven reoresentatives to organize an agency for <br />the expres.s purpose of seeking designation as an areawide comprehensive health planning agencyf <br /> <br /> BE IT FURTHER P~SOLVED, that in recognition of the authorization:by the City of Portsmouth to proceed, <br />that an official representative from Portsmouth shall be named to act on behalf of the City Council subject <br />to final approval by that body." <br /> <br /> 68-328 - "I submit the attached resolution and recommend its adoption. This resolution appoints fi~e <br />viewers for the closing of a portion of Third and Seventh Streets in Churchland. <br /> <br /> These closings have been requested by Creed Miniard, Wilson B. Spruill and Chartes E.
