<br /> At a regular meeting of the City Council, held on October 8, 1~68, there were present:

<br /> Jack P. Barnes, George D. Eastes, James W. Molley, Burrell R. Johnson, Isaac W. King, R. Irvine Smith,
<br /> Raymond Turner, A. P. Johnson, Jr., C~ty Manager and M. A. Korb, Jr., City Attorney.
<br />
<br /> The meeting was opened with prayer by Rev. Percy ~ite, pastor of Broad Street Methodist Church.
<br /> Minutes of meeting held on October 1, 1968 were read and app~d.
<br />
<br /> 68-523 - An awardc-was presented by Police Chief H. P. Crowe, to Mayor Barnes - special citation for
<br />pedestrian program activities, given by the American Autom6bile Association.
<br />
<br /> 68-524 - Mr. Hastes presented an award from Admiral Davies, Carrier Division 20, who had recently visited
<br />Portsmouth, England and returned with a plaque honoring the cities in America which were named for Portsmouth,
<br />England.
<br />
<br /> 68-301 - The following hearing on zoning changes was held:
<br />
<br /> Petition Z 68-29 -Bel Aire, Inc. by Attorney Norman Olitsky.
<br />
<br /> Mr. Olitsky and Mr. F. Wayne McLeskey, developer, spoke for the application.
<br />
<br /> Ashton W. Davis, 5117 Garland Drive, spo~i~:~opppmition.
<br />
<br /> Motion of Mr. Holley that the petition be approved.
<br />
<br /> Substitute motion of Mr. Smith%hat it be referred I/~ck to the Planning Commission for another public
<br />hearing was adopted, and by the following vote:
<br />
<br /> Ayes: four
<br /> Nays: twe
<br />
<br /> One, Mr. Johnson, abstaining.
<br />
<br /> The following re~orts from the City Manager were read:
<br />
<br /> 68-525 - "I submit the attached ordinance and recommend it be placed on first reading. This amends
<br />Section 25-25 of the City Code, pertaining to the fee schedule for the use of the Armory.
<br />
<br /> This recommendation is based on consolidating the several fees now provided for in the current ordinance.
<br />At the present~ there is a separate fee for:
<br />
<br /> 1. The rental.
<br /> 2. Tables.
<br /> 5. Use of the kitchen.
<br /> 4. Inside supervision by the National Guard.
<br /> 5. Police ~rotection.
<br />
<br /> All items with the exception of ~olice protection would he included in the flat rental fee.
<br />
<br /> The new fee schedule will increase all of the lq~ntal categories by $100. It is necessary that we pur-
<br />chase 50 tables and 20 additional folding chairs for use at the Armory. The above will cost approximately
<br />$1,850.00."

<br /> On motion of Mr. King, the following ordinance was approved on first reading without dissenting vote:
<br />
<br /> "AN ORDINANCE TO ~\{END SECTION 25-25 OF THE CODE OF THE CITY OF PORTSMOUTH, VIRGINIA, 1961,
<br /> PERTAINING TO THE SCHEDULE OF FEES FOR USE OF THE NATIONAL GUARD AIIMORY."
<br />
<br /> 68-526 - "I submit the attached ordinance and recommend it be placed on first reading. This establishes
<br />the Portsmouth Highway Safety Commission, and sets forth the duties of the organization as required by an
<br />act adopted at the last session of the General Assembly.
<br />
<br /> This commission is required to study all the asoects of highway safety in the City, recommend to the City
<br />Council plans for the formulation of a Highway Safety Program, review periodically the opemation and the
<br />effect of the City's Highway Safety Program, promote public interest in the understanding of highway safety,
<br />and perform such other duties relating to highway safety as may he assigned to it by the City Council.
<br />
<br /> The commission will consist of nine members appointed by the City Council, of which at least one must be
<br />from the following:
<br />
<br /> School system
<br /> Police
<br /> Judiciary or traffic engineering
<br /> Medical service field
<br /> City Council
<br />
<br />The balance of the appointees to be private citizens.
<br />
<br /> This commission must formulate a Highway Safety Program forM~bmisslon to the State Division of Highway
<br />Safety in order that the City can participate in State and Federal funds available for highway safety."
<br />
<br /> On motion of Mr. Smith, the following ordinance was approved on first reading, without dissenting vote:
