<br /> NOW, THEREFORE, BE iT RESOLVED by the Council of the City of Portsmouth, Virginia, that Louis Leitner,
<br />R. A. Craig, Jr., Leo Schocklin, Millard Norman, and Herbert Robertson be an¢ointed viewers to view the
<br />hereinafter described portion of said certain street and re¢ort to this Couh~il in writing whether in their
<br />opinion any, and if any, what inconvenience would result frbm vacating and closing the following portion of the
<br />specified street:

<br /> Beginning at a point on the north side of Dunedin Road, 367 feet east of the northest corner
<br />of the intersection of Dunedin Road and City Par~ Avenue and from said point of beginning running
<br />thence along the side of a 26 foot road in an easterly direction 524 feet, more or less, to
<br />another 26 foot road which runs from Portsmouth Boulevard (formerly 01d Suffolk Boulevard) to
<br />Dunedin Road, thence in a northerly direction along said 26 foot road 26 feet, thence in a south-
<br />westerly direction, parallel to Dt~edin Road, 524 feet, more or less, thence S 195045'40" W along
<br />a line 26 feet to the point of beginning.'*

<br /> 68-568 - "I submit the attached agreement bet~men the Norfolk, Franklin and Danville Railway Company
<br />and the' City of Portsmouth, and recommend that the proper City official~ be authorized to sign. This
<br />agreement is for the installation of a %eater line in the right-of-way of the railroad company in the vicinity
<br />of the West Norfolk Road. This water line will serve the large industrial tract located ~n West Norfolk.~'

<br /> Motion of Mr. Smith that the proper city officials be authorized to sign the agreement, was adopted,
<br />without dissenting vote.
<br />
<br /> 68-569 - "Bids were received on November 1, 1968, for the sale of surolus City owned property adjacent
<br />to the Columbia Yacht Corporation at the intersection of Wesley Street and*Industrial ;,venue. This is a
<br />triangular shaped piece of property and the dity has no need for the land except the reservation of an easement
<br />for a sewer line running through the p~pp~y. The Planning Commission has approved the sale of this land.
<br />
<br /> One bid was received for this p~pperty from Coltmbia Yacht Corporation in the amount of $2,200. I
<br />recommend the property be sold to this ~irm for the above amount."

<br /> Motion of Mr. Johnson to concur in the recommendation of the City Manager was adopted, without dissenting
<br />vote.
<br />
<br /> 68-570 - "The following report concerning a request made byresidents of Jordanville Lane to Councilman
<br />Raymond Turner is submitted as requested by the City Council.
<br />
<br /> By~,ietter of August S, 1968, several residents and property owners along Jordanville Lane, requested that
<br />I permit the City Engineer to make this road passable for them. Subsequent investigation by this office
<br />revealed that Jordmaville Lane is in fact, and unimproved dirt path which crosses property owned by the Beazley
<br />Foundations and others. This lane eriginates at West Norfolk Road and is approximately one mile to its end on
<br />Lilly Creek. Jord~nville Lane divides the property of several owners as it twists and turns toward its
<br />c~ination at Lilly Creek.

<br /> By letter of August 19, 1968, the residents of Jordanville Lane were informed that this road was a private
<br />road, and that the City of Portsmouth did not improve and/or maintain private roads. It was pointed out that
<br />in order for the City to add this road to its maintenance schedule, it will be necessary for it to meet current
<br />state standards which require a fifty foot right-of-way with a minimum of thirty feet of pavement.
<br />
<br /> Jordanville Lane is only one of the many such private roads within the boundaries of the City of Portsmouth
<br />that we do not improve or maintain. We have had many requests for such service from other residents of the
<br />City. Should we attempt to bm;rove or maintain Jordanville Lane, we would be obligated to do the same for mny
<br />and all such private roads within our City. I would hesitate to estimate the cost of such a progrmm."

<br />Motion of Mr. Turner to suspend the rules to hear interested persons was adopted.
<br />
<br />Mrs. Rufae Holmes and Rev. Hollis Burwelt, pastor West Norfolk Baptist Church, spoke.
<br />
<br /> Motion of Mr. Holley tha~, in li~t of the in,formation given by the City Manager, action be deferred
<br />until the next meeting of Council~ was adopted, without dissenting vote.
<br />
<br /> 68-371 - "At the Council meeting of October 22, 1968, the Council received a letter from Mrs. Guy E.
<br />Campbell of the Olive Branch Elementary P.T.A, irequesting curbs and gutters, sidewalks and drainage in the
<br />area of the Olive Branch School.
<br />
<br /> Before any curbing and guttering can be put in this area, it will be necessary to put in a proper drainage
<br />system throughout the entire area. A cost estimate for the installation of this system, based on the prelim-
<br />inary drainage plan, is $50,960. Prior to putting in this drainage system, surveys will have to be made and
<br />plans drawn for the system.
<br />
<br /> Curbs, gutters and sidewalks along Mimosa Drive would greatly improve the dangerous situation in existence
<br />at present where children are walking in the street going to and from school. An estimated cost for installa-
<br />tion of curbing and gutters along Mimosa Drive from the cuI-de~sac to Elmhurst Lane, again based on a nrelim-
<br />inary drainage study, is $49,000. This is based on approximately 3,260 lineal feet of curb and ~ltter~ng.
<br />An approximate figure for curb and guttering along other streets in the area can be derived by multiplying the
<br />lineal footage by $15.00. An estimated cost of sidewalks along Mimosa Drive is $6,000. An approximate cost
<br />for sidewalks on other streets in the area could be derived by multiplying the lineal footage by $2.00.
<br />
<br /> In lieu of the above work, it is possible to install a temporary sidewalk along Mimosa Drive so the~
<br />children will not have to walk in the street going to and from scb0ol. This could be a two-~nch thick asnhalt
<br />sidewalk, graded to drain to the street. An estimated cost for such a sidewalk is $5,000, which will not'
<br />solve the problem of the water standing in the area.
<br />
<br /> It is my recommendation that this work receive top priority in our next curb and gutter program, which will
<br />be initiated after JUly 1, 1969."
