<br /> At a regular meeting of the City Council, held on November 12, 1968 there were present:
<br />
<br /> Jack P. Barnes, George D. Bastes, James W. Holley, Burrell R. Johnson, Isaac W. King, R. Irvine Smith,
<br /> Raymond Turner, A. P. Johnson, Jr., City Manager, and M. ~. Kerb, ~r., City Attorney.
<br />
<br /> The meeting was opened with prayer by Rev. Charles C. Vache', pastor of Trinity Episcopal Church.
<br /> Minutes of the regular meeting of October 22, 1968 and called meeting of October 25, 1968 were read and
<br />approved.
<br />
<br /> The following reports from the City Manager were read:
<br />
<br /> 68-563 - "I submit the attached ordinance and recommend it be placed on first reading. This changes the
<br />meeting date of the City Council for the month of December of each year, from the second and fourth Tuesday
<br />of each month to the first and third Tuesday.
<br />
<br /> This is recommended as almost every year it is necessary to change the Council meeting because of the
<br />Christmas and New Year holiday. This ~mendment affects the month of December only."
<br />
<br />On motion of Mr. Turner, the following ordinance was approved on first reading without dissenting vote:
<br />
<br />"AN ORDINANCE TO P~iEND SECTION 2-6 OF q14~E CODE OF THE CITY OF PORTSMOLrfH, V~GINIA, 1961, CHANGING
<br />THE MEETING DATE OF THE CITY COLhNCIL."
<br />
<br /> 68-564 - "I submit the attached ordinance and recommend that it be placed on first reading. This amends
<br />SectiOn 62 of the License Tax ordinance by inserting a category for automatic s~oeshine machines.
<br />
<br /> This is a new type coin-operated machine being installed in barbershops. Since their is no specific
<br />category for this type of machine, it falls in the $50.00 license tax category for coin-operated machines.
<br />The proposed ~mendment will require a license tax of $10.00 for each machine."
<br />
<br />On motion of Mr. Johnson, the following ordinance was approved on first reading, without dissenting vote:

<br />"~M 0RDIN~CE TO ~4END SECTION 62 OF THE LICENSE TAX 0RDtNJ~CE OF THE CITY OF PORTSMOUTH,
<br />A LICENSE TAX ON COIN-OPERATED MACHINES FOR CLEANING AND POLISHING SHOES."

<br />1965, IMPOSING
<br />
<br /> 68-5~5 - "I submit the attached ordinance and recommend that it be placed on first reading. This closes
<br />portions of ~aird and Seventh Streets in Churchland. The~e closings have been approved by the Planning
<br />Commission and a report of the viewers is attached hereto."
<br />
<br />On motion of Mr. Eastes, the following ordinance was approved on first reading, without dissenting vote:
<br />
<br />ORDINANCE TO CLOSE A PORTION OF THIRD ;aND SEVENTH STREETS iN CHURCHL;~XSD.''
<br />
<br /> 68-366 - "t submit the attached resolution and recommend its adoption. This appoints five viewers for
<br />the closing of a portion of Philippine Street and all of Cross Street. These are unimproved streets and
<br />the closings have been approved by the Planning Commission."
<br />On motion of Mr. King~ the following resolution was adopted without dissenting vote:
<br /> ."RESOLUTION FOR APPOINTING VIEW~RS FOR CLOSING CROSS STREET AND A PORTION OF P~ILt~PINE STREET~
<br />
<br /> WHEREAS, Sweetbriar Development Corporation has made application to vasate and close the hereinafter
<br />described portions of Cross and Philippine Streets located in the Hattonsville area and it appearing that
<br />notice of the application and request for the appointment of viewers was duly ~psted on October 23, 1968, on
<br />the bulletin board of the Court of Hustings for the City of Portsmouth, on the bulletin board of the Circuit
<br />Court of the City of Portsmouth, and on the bulletin board of the MuniCipal Court of the City of Portsmouth.
<br />
<br /> NOW, THEREFORE, BE IT RESOLVED, by the Council of the City of Portsmouth, Virginia, that Graydon D.
<br />Meginley, James V. McGehee, L. A. Clark, Loyed W. Gardner and Zalmon I.Blachman be appointed viewers to view
<br />the hereinafter described portions of Cross and Philippine Streets and report to this Council in writing
<br />whether in their opinion any, and if any, what inconvenience would result from vacating and closing the
<br />following portions of the specified streets:
<br />
<br /> I. Philippine Street beginning at a point which lies 204.22 feet, more or less, in a southwesterly
<br />direction from the intersection of the centerlines of Ponderosa ~formerly Lincoln} Street and Philippine Street
<br />running thence along the entire width of Philippine Street in a southwesterly direction to its terminus;
<br />
<br /> 2. Cross Street from its beginning on the eastern side of Philippine Street thence running northeasterly
<br />to its terminus at the right-of-way of the Seaboard Coastline Railroad."
<br />
<br /> 68-367 - "I submit the att~ahdd resolution and recommend its adoption. This appoints viewers for the
<br />closing of an unnamed street paralleling Dunedin Road. 'This is an unimproved street and the closing has been
<br />approved by the PlanninggCommission."
<br />On motion of Mr. Johnson, the following resolution was adopted, without dissenting vote:
<br /> "A RESOLU~FOR APPOLNTING VIEWERS FOR CLOSING A PORTION OF A CERTAIN STREET PARALLEL TO
<br /> D~qEDIN ROAD
<br />
<br /> WHEREAS, Catalina Development Corporation and Roberta Land Corporation have made application to vacate
<br />and close that hereinafter described portion of a certain street located in the East Southdale area and it
<br />~opearing that notice of the application and request for appointment of viewers was duly posted on October 1,
<br />1968, on the bulletin board of the Court of Hustings for the City of Portsmouth, on the B~ulletin board of the
<br />Circuit Court of the City of Portsmouth, and on the bulletin board of the Municipal Court of the City of
<br />Portsmouth.
