<br /> 68-413 - "I submit the attached ordinance and recommend it be placed on first reading. This appropriates
<br />$150,00.00 for the p~r~chase of open space land adjacent to the new Churchland Junior ~iigh School.
<br />
<br /> We have recently filed an application with the Department of Housing and Urban Development for this open
<br />space project and they will pay 50% of the cost.
<br />
<br /> We will acquire approximately thirty-eight acres of land to be used for recreational purposes. Under the
<br />financial arrangments with the owner of the property the City will pay approximately $50,000,00 before
<br />January 1, 1969 and the balance when the Federal Government makes their funds available.~
<br />

<br />issuance of $5,500,000.00 of General 0bligation Bonds.

<br /> We will also at the same time issue $8,000,000.00 in General Obligation Bonds to redeem the temporary
<br />notes that were issued for the payment on annexation. YOu will recall these bonds were not issued, hoping
<br />for a more favorable bond market.

<br /> It is anticipated these bonds will be sold in Fibruary, 1969. The issuance of these bonds has been
<br />~oproved by the Bend Commission,"

<br />On motion of Mr. Holley the following ordinance was approved on first reading, without dissenting vote:

<br />"AN ORDINANCE AUTHORIZING THE ISSUANCE OF FIVE MILLION FIVH HUNDRED THOUSAND ~$5,500,000.00~ DOLLARS
<br />OF BONDS OF THE CITY OF PORTSMOUTH, VIRGINIA, TO BE KNOWN AS GENERAL OBLIGATION BONDS, FOR THE PURPOSE
<br />OF PROVIDING FUNDS FOR THH CONSTRUCTION OF SCHOOLS, CERTAIN 0TIER PUBLIC BUILDINGS, AND STREHTS, FOR
<br />URBAN RENEWAL PURPOSES, AND TO PAY CERTAIN ANNEXATION COSTS PURSUanT TO THE ORDER ENTERED IN THE CIRCUIT
<br />COURT OF THE CITY OF CHESAPEAKE, VIRGINIA, ON OCTOB~R 2, 1967, ANNEXING CERTAIN TERRITORY TO THE CITY
<br />OF PORTSMOUTH, EFFECTIV~ JANUARY 1, 1968."

<br /> 68-415 - ~I submit the attached ordinance and recommend it be placed on first reading. This establishes
<br />the tax rate for the year 1969 on Real Estate at a rate of~per hundred, Personal Property at a rate of
<br />$4.00 per hundred and Machinery and Tools at a rate of $3.~G per hundred. These are the same rates as are
<br />cnrrently in effect.

<br /> I am further proposing that the Real Estate tax rate be effective for only six months amd then adopt it
<br />on a fiscal year b~sis to coincide with the City budget. T~e rate wili again be adopted with the 1969-70
<br />budget."

<br />~OR THE SUPPORT OF THE GOVERN~5=~NT AND THE PUBLIC FREE SCltOOLS AND TO PAY INTEREST AND .SINKING FUND
<br />ON THE PUBLIC DEBT FOR THE YEAR BEGII~%IING JANUARY 1, 1969."

<br /> 68-416 - "~ submit the attached ordinance and recommend it be placed on first reading. This imposes a
<br />tax On shares of stock of ban~s, located in the City of Portsmouth for the year 1969.
<br />
<br /> The Sta~e Code provides that cities can adopt this type of ordinance, thereby receiving 40¢ on each
<br />share of bank steck. This tax is paid by the bank and not by the stockholder."
