On motion of Mr. Eastes, the following resolution was adopted, without dissenting vote: "A RESOLUTION GRANTING A USE PER~iIT FOR THE~ OPERATION OF AN AUTOMOTIVE SERVICE STATION AT THE CORNER OF HIGH STREET, WEST, AND TYRE NECK ROAD, UP 68-25 WHEREAS, THe American Oil Company has made an application pursuant to Section 4-2 6f the Zoning Ordinance of the City of Portsmouth, 1961, for the granting of a use permit as hereinafter described; and I~EREAS, theapplicant, the Planning Director and the City Manager have done all things required to be done in connection with said application, and the Plarming Comission has recomme~fled the granting of said use permit, subject to the conditions hereinafter stated. NON, THEREFORE, BE IT RESOLVED hythe Council of the City of Portsmouth, Virginia: Ae That the use for which the use permit hereinafter described is sought (1) will not adversely affect the health or safety of persons residing or working in the neighborhood of the proposed use, (2) will not be detrimental to the public welfare or injurious to property or improvements in the neighborhood, and (5) will be in accord with the purposes of Said Zoning Ordinance. That the Americam:Oil Company is hereby, granted ause permit, pursuant to Section 4-2 of said Zoning Ordinance, for the purpose of constructing and operating an addition to an existing and operating a~motive service station located on the property described as follows: Beginning at the southwest corner of High Street, West and Tyre Neck Road; thence south along the west right-of-way line of T~ Nech Road 15~ feet; thence west 150 feet; thence north 150 feet to lligh Street, West; thence east along said street 150 feet to the point of ' ~ ~ origin. Use Permit 68-26 - Petition of James V. Bickford No one spoke in regard to the petition. On motion of Mr. Johnson,. the following resolution was unanimously adopted: "A RESOLUTION GRANTING A USE PERMIT FOR T[~ CONSTRUCTION AND OPERATION OF A SEWAGE PLB~ING STATION ON PROPERTY IN THE CHURCHLAND ~ST SUBDIVISION, UP 68-26 WHEREAS, James V. Bickford has filed an application pursuant to Section 4-2 of the Zoning Ordinance of the City of Portsmouth, 1~61, for ttwa granting of a use permit as hereinafter described; and WHEREAS, the applicant, the Planning Director and the City Manager have done all things required to be done in connection with said application, and the Planning Commission has recommended the granting of said use permit, subject to the conditions hereinafter NON, THEREFORE, BE IT RESOLVED by the Council of the City of Portsmouth, Virginia: That the use for which the use permit hereinafter described is sought (1) will not adversely affect the health or safety of persons resid&ng or working in the neighborhood of the proposed use, (2) will not be detrimental to the public welfare or injurious to property or improvements in the neighborhood, and (5) will be in accord with the purposes of said Zoning Ordinance. Bickford ~s hereby granted a use permit, subject to site plan restrictions, pursuant to Section 4-2 of said Zoning Ordinance, for the construction and operation of a sewaga-'pumping station on property in the subdivision of Churchland West and more particularly described as follows: Beginning at a point on the rear property line of properties fronting Magnolia Drive approximately 715 feet south of its intersection with Towne Point Road; thence ~outheast 86.56 feet to a point; thence northeast 45.65 feet to a proposed street; thence south 15.15 feet along said street; thence southwest 142.07 feet to the rear property line of properties fro~tibg Magnolia Drive; thence north- east 53.55 feet along said line to the point of orig~n." CP 68-5 - }~J~D USE MAP, PARKVIEW CONSERVATION PROJECT, JUNE 1968 PORTSMOUTH REDEVELOPMENT AND HOUSING AUTHORITY, EXHIBIT NO. RP-2, URBAN RENEWAL PROJECT VA. R-48, CODE NO. R-215"~: a document to be cnnsidered for adoption as an amendment to the City of Portsmout5 Comprehensive Plan in terms of further defining and clarifying CP-I-bb, the Land Use Plan for the Northslde General Neigtiborhood R~m~al Plan. One purpose of this hearing will be to determine if there is any conflict between proposals contained in the document noted above and the officially-adopted Comprehensive Plan. The area in question is bounded on the north by Scott's Creek and the U. S. Naval Ho%nitat, on the east by the line of Parkview Avenue to Bay Street from the U. S. Naval Hospital; Bay Street from Parkview Avenue to a line along tke rear of properties fronting Elm Avenue to Ann Street; Ann Street to Fort Lane, Fort Lane from Ann S~reet to NortHside No. 1, on the south by Northside No. 1, and on the wes~ by Oak Grove Cemetery and Scott's Creek. Motion of Mr. Smith to concur in the recommendation of the Planning Con~nlssion to approve the amendment ~prS~mpthhensive Plan, was adopted, without dissenting vote. The following reports from the City Manager were read: 68-411 - "I submit the attached ordinance and recommend it he placed on first reading. This appropriates $5,500.00 for improvements to the Health Department building at Green and London Streets.
