December 5, 19~ <br /> <br />The following spoke: Attorney Kilgore and Guy Gaskill <br /> <br />On motion of Mr. Smith, the following resolution was adopted, ~ithout dissenting veto: <br /> <br />"A RESOLUTION GRANTING A USE PEP~IIT FOR THE OPERATION OF AN AUTOMOTIVE ~RViCE STATION ON AIRLINE <br />BOULEVARD,UP 68-22 <br /> <br /> ~R~AM, Zayre Corporation has filed an application~cpursuant to Section 4-2 of the Zoning Ordinance of <br />the City of Portsmouth, 1961, for the granting of a use permit as hereinafter described; and <br /> <br /> ~WHBREAS, ~he applicant, the Planning Director and the City Manager have done all things required to be <br />done in connection with said application. <br /> <br />NOW, TItERFORB, BE IT RESOLVBD by the Council of the Eity of Portsmouth, Virginia; <br /> <br />That the usp for which the use permit hereinafter described is sought [1t will not adversely affect <br />the health or safety of persons resideing or working in t~ie neighborhood of the proposed use, <br />will not be detrimental to the public welfare or injurious to property or ~rovemeats in the neighbor <br />hood, and (5~ will be in accord with the purpose of maid Zoning Ordinance. <br /> <br />That Zayre Corporation is hereby granted a use permit, pursuant to Section 4-2 of said Zoning Ordinance <br />for the construction and operation of an automotive service station to be located on the property des- <br />cribed as follows: <br /> <br />Beginning at a point on the:north right-of.way line of Airline Boulevard approximately 520 feet east <br />of the east right-of-way line of City Park Avenue; thence northwest 100 feet to a point; thence north- <br />east 100 feet to a point; thence southeast 100 feet to the north right-of-way l~of Airline Boule- <br />vard; thence southwest along said right-of-way line 100 feet to the point oforigin." <br /> <br />Use Permit 68-25 - Petition of Jack B. l~ilkinson, et al <br /> <br />The following spoke: <br /> <br />Guy Gaskill, C. For the many multitude of reasons you will hear from the people tonight, and I re- <br />gret I cannot be in the c~owd, I will say "ditto" to all of them. <br /> <br /> I would like to express my confidence in you as councilmen, frankly I ~oped for most of your elections, <br />and voted for the ones of you that was possible. I would also like to say many words for the City Planners <br />wl'th their thankless jobs, and am very appreciative of all the consideration you have given our part of the <br />city. <br /> <br /> I can see why no one would want to put money in the Geographical Orphan of the City of Portsmouth, its <br />being placed between two Government facilities is bad enough, hut left. most p~r~ the city is moving out to- <br />ward Suffolk and points west. I don't blame them for moving, hut I wish they wouldn't. This takes away all <br />the pleasure of going to town, as we did in the old days to shop or just to '~ee the sights'*. Everyone has <br />a shopping center or service station or laundramat in their own backyard. <br /> <br /> I have always loved to shop downtown Portsmouth, Leggetts, The Famous, Sears, Betty and Bob all are so <br />nice, and its such a nice drive to get here over the overpass. However, I feel that we are being deprived of <br />all ~f this whenever we have all the conveniences of the c~ty in our ~n back yar~s. <br /> <br /> I won't go into all the details of why I don't want to have this station, but I don't. We DONOT need <br />it. So PLEASE once again go along with the Planning Commission." <br /> <br />On motion of Mr. Holley the following resolution was adopted, ~d by the following vote: <br /> <br />"A RESOLUTION GRANTING A USE PERMIT FOR THE OPERATION OF AN AUTOh~STIVB SERVICB STATION AT THE <br />CORNER OF PORTSMOUTH BOULEVARD AND EL~iURST LANE, UP 68-25 <br /> <br /> WHEREAS, Jack B. Wilkinson has filed an application pursuant to Section 4-2 of the Zoning Ordinance of <br />the City of Portsmouth, 1961, for the granting of a use permit as hereinafter described; and <br /> <br /> WHEREAS, the applicant, the Planning Director and the City Manager have done all things required to be <br />do~e in connection with said application. <br /> <br />NOW, THEREFORE, BE IT RESOLVED by the ~C~ouncil of the City of Portsmouth, Virginia: <br /> <br />That the use for which the use permit hereinafter described is ought (1) will not adversely affect <br />the health or safety of persons residing or working in the neighborhood of the proposed use, <br />will not be detrimental to the public welfare or ~urious to property or improvements in the <br />neighborhood, and (5) will be in accord with the purposes of said Zoning Ordinance. <br /> <br />That Jack B. Wilkinson is hereby granted a use permit, pursuant to Section 4-2 of said Zoning <br />Ordinance, for ~]e construction and operation of an automotive service station to be located on <br />the property described as follows: <br /> <br />Beginning at the sau~mhwest corner of Portsmouth Boulevard and Blmhurst bane; thence south along <br />Elmhurst Lane approximately 200 feet; thence west approximately 200 feet; thence north approximately <br />200 feet to Portsmouth Boulevard; thence east approximately 200 feet to the point of origin." <br /> <br /> <br />
