This .is for the housing of Portsmouth prisoners in <br />the Norfolk jail until ours is completed. <br /> <br /> The previous agreement has expired, therefore .the need for a new agreement. It would not have been <br />necessary to receive authorization to sign the n~w one if it had been substantially the same agreement. How- <br />ever, the new agreement has an additional paragraph requiring ;the City to pay the City Sergeant $225.~0 per <br />month for handling portsmouth prisoners. This is over and above the $4.25 per prisoner day we pay to the <br />City of Norfolk." <br />~nt~on of Mr. Johnson to approve the agreement ~as,:.a4~pt~4, without disS~ting vote. <br /> 68-456 - "I submit the attached agreement between the ~ortsmouth ReHe~elooment and Housing Authority and <br />the City of Portsmouth andrecommend the proper City offic~] s he autho=iz~bt~ si~n. This designates the <br />Housing Authority as the City's agent to handle housing referrals to assist persons displaced by Urban Renewal, <br />Code Enforcement, Highway construction and etc. <br /> <br /> It is required that the City furnish this service for these programs and it is more practicable for the <br />Housing Authority to handle t~is s~9~e t~an to establish a new office in City government. <br /> <br /> We are required to sign this agreement in order fbr the Housing Authority to act for the City." <br /> <br /> On motion of Mr. Eastes that the proper city officials be authorized to sign the agreement was adopted, <br />without~d~senting vote. <br /> <br /> 68-457 - "At the last meeting of the City Council, a petition was referred to me from residents in the <br />Park Manor section of the City. They requested the removal of "certain Unsightly wooden structures in South <br />Park Manor area." <br /> <br /> This matter was referred to the Building Official and the Public Health Director. The Building Official <br />advises the chicken house is on the rear of property where a n~w house is being built. The owner plans to <br />rehabilitate the shed and use for storage purposes. The shed also needs a coat of paint. <br /> <br /> I am also advised by the Building Official that the barn is st~]cturall~ sound and he has. no valid reason <br />to reqmire an~ of these buildings to be torn down. He has advised the owner to repair the fence. <br /> <br /> The Health Department advises the lots are covered with weeds and debris and the Parks Deoartment has been <br />notified to require the owners to clear the property. The owners are also being notified by t~e Health Depart- <br />ment to paint the buildings." <br /> <br />On motion of Mr. Smith, received as information. <br /> <br /> 68-458 - "! submit the attached the attacked ordinance and recommend it be placed on first reading. This <br />authorizes the creation of an Industrial Development Authority for the City of Portsmouth. The nurP0se of this <br />authority is a vehicle for the Portsmouth Port and Industrial Commission to issue Industrial Revenue Bonds. <br /> <br /> ~Cnile the Portsmn~th Port and Industrial Commission has authority to issue revenue bonds, the creation of <br />this Industrial Authority will allow the separation of the revenue bonds issued for industrial development and <br />the revenue bonds issued for the Portsdevelopment. <br /> <br />It is contemplated that ~he same five directors on the Portsmouth Port and Industrial Commzsszonwzll <br /> <br /> <br />
