"On December 17th you have for second reading zoning application Z-68-$3. I urge you to reconsider
the approval you gave to this measure on December Std.

Three times this application has been defeated by the overwhelming objection of the people in this area.
As many as s~venteen hundred people ha~e signed petitions against it. You represent these people and they
have told you they do not want "row" houses in their midst.

Since annexation and reappraisal of property in this area, people are wondering if the}- will have to
bear all the expense of annexation. ~hen you make th~ argument that additional tax revenue will come from
rezoning this land agains~ the wishes of the voters, t~n they know the City Council does not respect their
wishes. The wedge of disunity is driven deeper.

Do not tell us again that we do not know what is good for us. ~e are the voters and believe that the
will of the people is, as it has always been the guiding ~and of our governments. If this premise no
longer prevails, you will approve the change. I prefer to believe you will not."
