<br /> 69-44 - "I am in receipt of a report from the City Tra..fzc* ~ Engineer, recommending that five additional
<br />taxicab stands be designated at the following locations:

<br />1. West Norfolk, on Progress A~enue
<br />2. Portsmouth Marine Terminal
<br />$. Kings Highway and Turnpike Road
<br />4. George Washington Highway and Green Street
<br />5. Crawford ~arkway and Effingham Street
<br />
<br /> These locations have been carefully studied by the Traffic Engineering Department and the need for these
<br />cab stands has been proven.
<br />
<br /> Under the law, it requires that I submit this to the City Couneil for approval, and if approved, we can
<br />officially mark these areas as taxicab stands and collect the required fee. I recommend approval."

<br /> ~otion of Mr. Smith to concur in the City Manager's recommendation was adopted, without dissenting vote.
<br />
<br /> 69-43 - "I submit the attached ordinance and recommend it be ~laced on first reading. This establishes
<br />mall and mall transit streets. ~
<br />
<br /> The purpose of this ordinance is to regulate traffic on any streets that are d~s&gnated as mall stre~s.
<br />It prohibits the operation or parking of vehicles on these streets, excepting emergency vehicles, public utilit'
<br />vehicles and construction equipment. It will be necessary for all other vehicles to obtain a hermit when it is
<br />necesary for them to pperate on mall streets. This ordinance is being requested at this time, as we are in the
<br />orocess of developing Middle Street as a mall street."

<br />On motinn of Mr. Turner, the following ordinance was approved on first reading without dissenting vote:

<br /> "Pursuant to the request of council, I have completed a survey of the enactments of the state- m~d city
<br />bearing upon firearm regulation and control. The subject enactments are listed below and are followed hy
<br />appropriate comments. Ail references which are not set out in full in the text are to the City Code and the
<br />Virginia Code of 1930, as amended.
<br />
<br />CITY ENACTMENTS PERTAINING TO FIREAP~.{ REGULATION AND CONTROL.
<br />
<br />Sec. 5-13. It shall be unlawful for any person to shoot missiles of any description from any bow, sling, bean
<br />shooter, air rifle, spring gun, p~stol, shot gun or other instrument or weapon at any of the birds for which a
<br />bird sanctuary is provided ~n section 3-11 or othem~ise such birds, their nests or eggs.
<br />
<br />Sec. 6-53. It shall be unlawful for m%y person to hunt or fish within the grounds of any city cemetery or to
<br />discharge any fireworks, in or over the same, or to enter or leave the gre~ds ~xcept by way of the roads.
<br />
<br />Sec. 58-1. It shall be unlawful for any person to fire or discharge any pistol, gun or other firearms of any
<br />kind in the city, except peace officers in t~e performance of their duties.
<br />
<br />Sec. 38-5. It shall be unlawful for any person to purchase for, sell, lease, give or lend to any person under
<br />the age of eighteen years an air rifle. ~
<br />
<br />See. 38-4. It shall be unlawful for any parent, guardian or other person having the care, control or custody
<br />of a person under the age of eighteen years, knowingly to permit or suffer any child under the age of eighteen
<br />years to own, use or have in his possession within the city an air rifle. The fact that a child under the age
<br />of eighteen years is fnmnd with, or is proven to have had, in his possession, an ~ir rifle shall be prima facie
<br />evidence that ~he parent, guardian or other person having control of such child did knowingly permit or suffer
<br />the child to own, use or have in his possession an air rifle.
<br />
<br />Sec. 38-5. If any person carry about his person, hid from common observation, any p~stol, dirk, bowie knife,
<br />switchblade knife, razor, slungshot, metal knucks or any weapon of like kind, he shall upon conviction thereof
<br />be fined not less than twenty dollars nor more than five hundred dollars and, in the discretion of the jury
<br />or the court trying the case without a jury, may, in addition thereto, be committed to jail for not more than
<br />twelve months, and such pistol, dirk, bowie knife, switchblade knife, razor, slungshot, metal knucks or weapon
<br />of like kind, shall, by order of the court be forfeited to the city and may be seized by an officer as forfeited,
<br />and such as may be needed for police officers and conservators of the peace shall be devoted to that purpose, and
<br />the remainder shall be destroyed by theofficer'having them in charge.
<br />
<br /> This section shall not apply to any police officer, sergeants, sheriffs, officers or gumM~s of the peni-
<br />tent%ary or other institutions or camps of the state corrections system, conservators of the peace other than
<br />notaries public or to carriers of United States mail in the rural ~istricts or to any collecting officer while
<br />in the discharge of his official duty.
