<br /> At the regular meeting of the City Council, held on February 11, 1969, there were present:
<br />
<br /> Jack P. Barnes, George O. Bastes, James W. Holley, ~urrell R. Johnson, Isaac W. King, R. Irvine Smith,
<br /> Raymond Turner, A. P. Johnson, Jr., City Manager, M. A. Kerb, Jr., City Attorney, and R. D. Ottavio,
<br /> City Auditor.

<br />........ The meeting was opened with prayer by Rev. Jeremy Galloway, pastor, St. Andrew's Methodist Church.
<br />
<br /> 69-40 - The Boy Scouts of America were represented by Russell Pond, ?~ebelo, Boy Scout Pack 213, who
<br /> read an article in regard to Boy Scout Week.
<br />
<br />Mayor Barnes, presenged the following proclamation, *.hzcn was received by Russell Pond:
<br />
<br /> '5~HEP~AS, the 59th anniversary of the founding of the Boy Scouts of America occurs on Saturd~M,
<br />February 8, 19691 and
<br />
<br /> WHEREAS, the Boy Scouts of America has affected the lives of more than 40 million boys and men since
<br />its beginning in 1910 and now has an active enrollment of over 5 1/2 million; and
<br />
<br /> W/qEREAS, tlxe Portsmouth & Gosport Districts of the Boy Scouts of America is serving more than 3,500
<br />active Cub Scouts, Boy Scouts, Explorers, and volunteer adult leadersl and
<br />
<br /> WHEREAS, more than 77 ~eligious, school, civic, and other community organizations in the city of
<br />Portsmouth have been chartered to use the Scout program; mid
<br />
<br /> ~a~REAS, the Boy Scouts of America and the Tidewater Council are now engaged in a challenging program,
<br />"BOYPOWER '76, designed'to make Scouting and its values available to the many boys now without the opportu-
<br />nity to be Scouts; and
<br />
<br /> WHHRHAS, the Boy Scout movement has proved itself as a great force for the youth of the Hnited States
<br />by encouraging the ability of boys to do things for themselves and others, by training them in Scoutcraft,
<br />and by teaching them in patriotism, courage, self-reliance, and kindred virtues: Npw, therefore, be it
<br />
<br /> RESOLVED, That I, Jack P. Barnes, Mayor, of the City of Portsmouth in the State of Virginia, do
<br />hereby proclaim the week of February 7th to 15th as Boy Scout Week and Saturday, February 8th, as Boy Scout
<br />Anniversary Day; and be it further
<br />
<br /> RESOLVED, Yhat our citizens recognize the dedicated and devoted service being performed for our
<br />community by ~olunteer Scout leaders and express our ~ppreciation to the institutions using the Cub Scout,
<br />Boy Scout, and Explorer programs for the benefit of the youth of our community.
<br />
<br /> IN TESTIMONY WHEREOF, I have hereunto sigued my name officially and caused the seal of the City of
<br />Portsmouth tc be affixed, this 7th day of February, 1969."
<br />
<br /> 69-40.1 - Mayor Barnes announced that a proclamation .had been ~resented reuresentatives of the DeMolay
<br />orgauization, prior to the Council meeting.
<br />
<br />The following reports from the City Manager were read:
<br />
<br /> 69-41 - "I submit the attached ordinance and.recommend it be placed on first reading. This establishes
<br />the Craney Island Study Commission.
<br />
<br /> This Commission will be composed of seven members, three of which will he from the Planning Commission.
<br />The term of this Commission will begin on March 15, 1969, and shall continue until a final report is sub-
<br />mitted to the City Council. The purpose of this Commission will be to formulate and develop a plan for the
<br />use of the Craney Island fill area, whould it become available to the City of Portsmouth at any time in the
<br />future."
<br />
<br />On motion of Mr. King, the following ordinance was approved on first reading, without dissenting vote:
<br />
<br />"AN ORDIN;dqCE CRHATING THE CR~NEY ISLAND STUDY COP&fISSION, PROVIDING FOR THE APPOINTMENT OF AND
<br />PRESCRIBING THE TERMS OF OFFICE OF ~I/~E M~MBERS OF SA~D COb[~ISSION, PROVIDING FOR THE FILLING OF
<br />VACANCIES ON SAID CO~4ISSION, FOR THE CO[vKOENSATION O~ ~EMBERS, FOR THE ORGANIZATION OF SAID
<br />CO~4ISSION, ;uND PRHSCRIBING TItE DUTIES OF SAID CO~4ISSIO~."
<br />
<br /> 69-42 - "I sub¢it t}e attached prd~ance a~d rec.r~mend it be placed o~ first reading. This appropriates
<br />$81,000 from the General Capital Imurovement Fund for repairs to the ChurchlandBridge.
<br />
<br /> At a previous Council meeting, you approved contracts for repairs to the structural part of the bridge,
<br />along with the necessary painting of all metal work."
<br />
<br />On motion of Mr, Smith, the following ordinance was approved on first reading without dissenting vote:
<br />
<br />"~ ORDINANCE TO APPROPRIATE $81,000.00 FROM THE GENMRAL CAPIT;~L IMPROVHMSNT FUND FOR REPAIRS
<br />TO THE CHURCiiL~ND BRIDGE."
<br />
<br /> 69-45 - "I sffmmit the att~h-~ed agreement between the Norfolk, Franklin and Danville Railway Company
<br />and the City of Portsmouth, and recommend the proper City officials be authorized to sign. The Water Depart-
<br />merit desires to install a 24 inch water line under the railroad company's tracks at Route 557. It is
<br />necessary to execute this agreement in order that ~e can construct a new water line do~ Route 557, across
<br />Hedges Ferry Bridge, into the City."
<br />
<br /> Motion of Mr. Holley to authorize the properofficials to sign the agreement was adopted, without
<br />dissenting vote.
