This resolu- <br />tion must be submitted to the Commission who will, in turn, request the U. S. Corps of Engineers to make this <br />study. It will be done at no charge to the City. <br /> <br /> The flood plain study will be used as a guide to future land use olans in the City. It will furnish us <br />with information as to the requency df flooding as. well as the areas a~fected throughout the City." <br /> <br />On motion of Mr. Turner, ~ae following resolution was adopted, without ~issenting vote: <br /> <br />"A RESOLUTION Ab~HORIZING APPLICATION FOR A FLOOD PLAIN b~AGE~T STUDY BY T[~ UNITED STATES <br />AP~vfY CORPS OF ENGINEERS <br /> <br /> WHEREAS, the b~ited States A~y Corps of Engineers is ordered to make floodplain mmuagement studies <br />when requested to do so by a local government; and <br /> <br /> ~{BREAS, the City of Portsmouth deems it necessary and in the public interest to have the benefit, of such <br />a study in connection with the development of its cDmpreh~sive plan. <br /> <br />NOW, THEREFORE, BE IT RESOLVED BY THE COUNCIL OF TP~ CITY OF PORTSM0b?H, VIRGINIA: <br /> <br />That an application onbehalf of the City of Portsmouth be made to the United S~ates Army Corps <br />of Engineers t~rough the Virginia Department of Conservation and Economic Development for a Flood <br />Plain Management Study. <br /> <br />That A. P. Johnson, Jr., City Mmnager, is hereby authorized and directed to execute and file such <br />application, to execute such contract or contracts aS may be necessary, to provide such information <br />and furmish such documents as may be required by the United States Army Corps of Engineers and <br />Virginia Department of Conservation and Economic Development, and to act as the authorized representa- <br />tive of the applicant in the accomplishment of the Flood Plain Managment Study." <br /> <br /> 69-96 "I submit the attached resolution and recommend its adoption, This requests the State H~ghway <br />Department to acquire the right-of-way for the construction of the Crawford Street donnector. This will providt <br />ro~ State participation in the cost of t~e acquisition of the right-of~way." <br /> <br />On motion of Mr. Smith~ the following resolution was adopted, without dissenting vote: <br /> <br />"RESOLL~ION REQbq{STING THE STATE HIGH~?AY CO~,i~ISSIONER TO ACQUIRE THE RIGHT-OF-I:¢AY FOR <br />THE CP~IWFORD STREET CONNECTOR PROJECT <br /> <br /> W~HEREAS, Section 33-57 of the Code o~ V~_g~nma~ 1950, as amended, authorizes the State Highway Cormn~issioner <br />to acquire rights-of-way for the construction, reconstruction, alteration, maintenance =n~ repair of public <br />highways within municipalities on projects which are constructed with State or Federal ~artic~pation;-and <br /> <br /> ~t~qEREAS, the aforesaid statute further provides that the State Highway Commissioner may exercise such <br />authority only upon receipt of official reqnest from the city or town involved. <br /> <br /> NOW, ~{EREFORE, BE IT RESOLVED, ~f %~ C6~% 8~ the City of Portsmouth hereby requests the State High- <br />way Co~missioner to acquire the necessary rights-ofLway for Crawford Street Connector Project U000-!24-101 <br />PE-101R/~ 201, C-501 within the ~orporate Limits of said City and to convey the title to such ~gb~-0f-wBy <br />to the City of Portsmouth upon completion of the project. The City of Portsmouth agrees to reimburse the State <br />Highway Department for fifty percent (50%) of all costs incurred in the acquisition and conveyance of Such <br />rights of way and it is understood that such acquisitions will be handled by the Commissioner under established <br />policies and procedures and his decision in all instances shall be final." <br /> <br />- ~FINISHED BUSINESS - <br /> <br /> 69-19 , Motion of Mr. Eastes to go into the election of members to the Community College Board was <br />adopted. <br /> <br />Mr. Eastes nominated Dr. }{arvey N. Johnson, Sr., Dr. M. E. Alford, and George K. Eberwine. <br /> <br />On motion of Mr. Turner, nominations were closed. <br /> <br /> Vote being taken, those nominated were eledted members of the Community College Board, representing <br />Portsmouth. <br /> <br /> 69-19 - Motion of ~4r.
