Siceloff and others was read and, on motion of ~r. Halley,
referred to the City ~anager:

"We, the undersigned, r~quest that the Portsmouth City Council instruct the City Planning Commission to
make a comprehensive study of the area between Portsmouth Boulevard and Dunedin Road running from City Park
Avenue to the swamp next to Rolling~ood, before more rezoning is permitted, as to the proper and most beneficial
zoning for this area.

In our opinion all of Portsmouth Boulevard in this area ~ill eventually be rezoned for business or apart-
ments. If this becomes fact our three private residences on City Park Avenue will be virtually confined in an
entire business area or an apartment project as we will be the .only owners of private-residences within th~s

As long as the area on Portsmouth Boulevard is being zoned in a piece by piece fashion, the City of Ports-
mouthwill be confronted with allowing separate and multiple entrances to Portsmouth Boulevard. These additiona
entrances will add to an existing traffic problem of entering and leaving the Boulevard.

If this area were to be zoned for and developed in its entire~y, as a single type of zoning the additional
entrances to Portsmouth Boulevard could possibly be restricted to one additianal entrance to the Boulevard and
the rest of the required entrances to the area be from City Pa:kkAvenue mhd Dunedin Road. Due to the area south
of Portsmouth Boulevard becoming increasingly populated a good portion of the people patronizing the area would
never have to enter the traffic on Portmmouth Boulevard. We feel that the City would realize more revenue from
the area if it were to be developed in this manner rather than various types of zoning be allowed, especially
on a piece by piece basis."
