M~ 27 1969 <br /> <br />No one spoke. <br /> <br />On motion of Mr. Eastes, the ordinance was approved on £~rst reading, without dissenting vote. <br />69-159 - Hearing on the following ordinance: <br /> <br />"AN ORDINANCE TO ~4HND THE ZONING ORDINANCE OF THE CITY OF PORTSMOUTH, 1961, by ~%fl~NDING <br />SECTION 4-2 THEREOF, PERTAINING TO THE PROCEDURE FOR SECURING USE PE~,~ITS." <br /> <br />The Planning Commission recommends approval. <br /> <br />No, one spoke. <br /> <br />On motion of Mr. Johnson, the ordinance was approved on f~rst reading, without dissenting vote. <br />The following reports from the City Manager were read: <br /> <br /> 69-160 - "I submit the attached ordinance and recommend it be placed on first reading. This appropriates <br />$7,500 for engineering services in connection with the Olde To~e Conservation. Project. <br /> <br /> These engineering services have been rendered in the design and plans for the waterfront bulkhead. A <br />small section of this bulkhead between London and Glasgow Streets extended falls in the Olde Towne Conservation <br />Project. It is therefore necessary that this part of the bulkhead be a cost in this project. The balance of <br />the bulkhead is in the Crawford Urban Renewal Project and financed 100% with Federal funds." <br /> <br />On motion of Mr. King, the following ordinance was approved on first reading, without dissenting vote: <br /> <br />"AN ORDINANCE TO APPROPRIATE $~,500.00 FROM THE GENERAL CAPITAL IMPROVEMENT FUND FOR <br />THE ENGINEERING WORK ON THAT PORTION OF THE BULKHEAD PROJECT LOCATED WITHIN THE OLDE <br />TOWN PROJECT AREA." <br /> <br /> 69-161 - "I submit the attached resolution and recommend its adoption. This appoints five viewers <br />for the closing of paper streets in the Hodges Manor School site. These closings have been requested by <br />the School Board, and the Planning Commission has approved the closings." <br /> <br />On motion of Mr. Eastes the following resolution was adopted, without dissenting vote: <br /> <br />"RESOLUTION APPOINTING VIEWERS FOR CLOSING OF CERTAIN STREETS ON /I~E SOUTH SIDE OF <br />CHEROKEE ROAD <br /> <br /> WHEREAS, The School Board of the City of Portsmouth has made application to vacate and close the here- <br />inafter described portions of certain streets located on the South side of Cherokee Road and it appearing <br />that notice of the application and r~quest for the appointment of viewers was duly posted on May 8, 1969, <br />on the bulletin board of the Court of Hustings for the City of Portsmouth, on the bulletin board of the <br />Circuit Court of the City of Portsmouth, and on the bulletin board of the ~Municipal Court of the City of <br />Portsmouth. <br /> <br /> NOW, THEREFORE, ? IT RESOLVED by the Council ~f the City of Portsmouth, Virginia, that Frank N. Bilisoly, <br />L. A. Clarke, Luther qapp, Millard Norman andbgpM~. Gardner, be appointed view?rs to view the hereinafter~ <br />described portions of certain streets and alleys and re~ort to this council in writing whether in their opinlon <br />any, and if any, what inconvenience would result from vacating and closing the following portions of the <br />specified streets: <br /> <br />1. Main Street from 01d Cherokee Road to First Street. <br /> <br />First Street from the western terminus bordering property of the Church of Jesus Christ <br />Latter ~ay Saints to the western boundary of Elmhurst Lane extended; also from the easter <br />boundary of glmhurst Lane extended to the intersection of Main and First Streets. <br /> <br />3. Second Street from the eastern boundary of the property line of Manor View Corporation <br /> to the western boundary ~f property owned by the City of Portsmouth. <br /> <br />4. Pine Street from the proposed El~urst Lane extended to Second Street. <br /> <br />S. Maple Street from First Street to Second Street." <br /> <br /> 69-162 - "I submit the attached resolution and recommend its adoption. This authorizes condermamtion pro- <br />ceedings for the right-of-way of the London-Glasgow Street Highway. We have not been able to agree on a price <br />on one parcel and it is necessary that this be condemned." <br /> <br />"A RESOLUTION TO RROVIDE FOR THE ACQUISITION OF CERTAIN PROPERTY BY THE CITY OF PORTSMOUTH <br />UNDER EMINENT DOMAIN PROCEEDINGS PURSUANT TO CHAPTER 229 OF THE ACTS OF ASSEMBLY OF 1966, <br />SAID PROPERTY BEING NECESSARY FOR THE CONSTRUCTION, WIDENING ~ND IMPROVBMENT OF STATE <br />HIGHWAY ROUTE S8 FROM THE INTERSECTIMN OF AIRLINE BOULEVARD AND HIGH STREET TO THE INTER- <br />SECTION OF LONDON AND BFFINGHA~ STREETS <br /> <br /> ~iERHAS, in cooperation with the Federal and State governments, State Highway Route 58 is b~ing constructe~ <br />widened and improved from the intersection of Airline Boulevard and High Street to the intersection of London <br />and Effingham Streets in the City of Portsmouth, Virginia; and <br /> <br /> Wt~REAS, part of said highway has been designated as a Limited Access Highway in accordance with the <br />provisions of Article 5, Chapter 1, Title $5, of the 1950 Code of Virginia as amended; and <br /> <br /> WHERHAS, one of the obligations of the City of Portsmouth with respect to said project is the provision <br />of the land necessary for the construction; and <br /> <br /> <br />
