~ 27. 1969 <br /> <br />On motion of Mr. Smith, t~e following resolution was adopted, without dissenting vote: <br /> <br />"A RESOLUTION CRAlfrING A USE PERMIT FOR THE CONSTRUCTION OF AN ADDITION ~ND THE OPERATION <br />THEREOF FOR A NURSING HOME ON ARM~STEAD DRIVE, UP 69-7 <br /> <br /> WHEREAS, ~he William T. Hall Memorial Convalescent Home has made an application pursuant to Section 4-2 <br />of the Zoning Ordinance of the City of Portsmouth, 1961, for the granting of a use permit as hereinafter <br />described; and <br /> <br /> ~fHEREAS, the applicant, the Planning Director and the City Manager have done all things required to be <br />done in colhnection with said application, and the Planning Commission has recommended that the granting of <br />said use permit, subject to tile conditions hereinafter stated. <br /> <br />NOW, THEREFORE, BE IT RESOLVBD by the Council of the City of Portsmouth, Virginia; <br /> <br />That the use for which the use permit hereinafter described is sought (1) will not <br />adversely affect the health or safety of persons residing or working in the neighborhood <br />of the proposed use, [2) will not be detrimelital to the public welfare or injurious to <br />property or improvements in the neighborhood, and (5) will be in accord with the purposes <br />of said Zoning Ordinance. <br /> <br />That the William T. Hall btemorial Convalescent Homes is hereby granted a use permit <br />subject to site plan res~rictionsj pursuant to Section 4-2 of said Zoning Ordinance, <br />for the construction and operation of an addition to a nursing andconvalescent home <br />located on the property described as follows: <br /> <br />Beginning at a point on the south right-of-way line of Armistead Drive which point <br />is approximately 155 feet east of the intersection of said right-of-way line and the <br />projection of ~e center line of Dahlia Street, north; thence south 118 feet; thence <br />~est along a rear property line 295 feet; thence north 118 feet to the south right- <br />of-way line of Armistead Drive; thence east along said line 295 feet to the point of <br />origin." <br /> <br />Use Permit 69-8 - Petition of National Investors Corporation <br /> <br /> Mr. Kilgore spoke and requested that the petition be referred back to the Planning Commission along with <br />Zoning Petition Z 69-17. <br /> <br />On motion of Mr. Johnson, the request was granted. <br /> <br />Use Permit 69-9 - Petition of the Emily Green Home for the Aged <br /> <br />No one spoke. <br /> <br />On motion of Mr. King, the following resolution waa adopted, without dissenting vote: <br /> <br />"A RESOLUTION GRANTING A USE PERMIT FOR T}~ CONSTRUCTION OF ~N ADDITION _&ND THE <br />OPERATION THEREOF FOR A NURSING HOME ON WESTMORELAND AVENUE, UP 69-9 <br /> <br /> WHEREAS, the Emily Green Hom~. for the Aged has made an application pursuant to Section 4-2 of the <br />Zoning Ordinance of th ~Clty of Portsmouth, 1961, for the granting of a use permit as hereinafter des- <br />cribed; and <br /> <br /> ~EREAS, the applicant, the Planning Director and the City Manager have done all things required <br />to be done in connection with said application, and the Planning Commission has recommended the grantipg <br />of said use permit, subject to the conditions hereinfffter stated. <br /> <br />NOW, THEREFORE, BE IT RESOLVED by the Council of the City of Portsmouth, Virginia; <br /> <br />That the use for which the use permit hereinafter described is sought (1) will not <br />adversely affect the health or safety of persons residing or working in the neigh- <br />borhood of the proposed use, (2) will not be detrimental to the public welfare or <br />injurious to property or improvements in the neighborhood, and (3) will be in accord <br />with the purposes of said Zoning Ordinance. <br /> <br />That the Emily Green Home for the Aged is hereby granted a use permit, subject to site <br />plan restrictions, pursuant to Section 4-2 of said Zoning Ordinance, for the construc- <br />tion and operation of an addition to a nursing and convalescent home located on the <br />property described as follows: <br /> <br />Beginning at a point on the west right-of-way line of Westmoreland Avenue approximately <br />60 feet north of the northwest corner of Westmoreland Avenue and King Street; thence <br />north along said right-of-way line appromimately 210 feet to a point; thence west along <br />a line to Baines Creek; thence southwest along said creek to the north right-of-way <br />line of King Street extended; thence east along said right-of-way tine to a point approx- <br />imately 90 feet west of the west right-of-way line of Westmoreland Avenueg thence north <br />approximately 60 feet to a point; thence east approximately 50 feet to the point of <br />origin." <br /> <br />69-158 - Hear-lng on the following ordinance: <br /> <br />,,AN ORDINANCE TO AMEND THE ZONING ORDINANCE OF THE CITY OF PORTSMOUTH, 1961, BY <br />A~ND1NG SECTION S-8 THEREO$}~ PROVIDING DIMENSIONAL REQUIREMENTS FOR THE <br />CONSTRUCTION OF ROW HOUSBS IN THB RESIDENTIAL R-60 AND R-60-A DISTRICTS." <br /> <br />The Planning Commission recommends approval. <br /> <br /> <br />
