<br /> 69-173 - "I submit the attached ordinance and recommend it be placed on first reading. This amends Sec-
<br />tion 57A-20 of the Code of the City increasing the rate of charges for water service. The new rates will be
<br />as follows: For the first 15,000 cubic feet used in any one month ~- .35¢ per hundred cubic feet; for any next
<br />quantity between 15,000 cubic feet and one million cubic feet USed in any one month -- .22¢. per hundred cubic
<br />feet; for any next quantity in excess of one million cubic feet used in any one month -- .17¢ per hundred cubic
<br />feet. The minimum charge will be $1.52 per month.
<br />
<br /> This means that consumers receiving a minimum bill, of which 60% of our customers do, will receive an in-_ .
<br />crease of .36¢ per quarter or an increase of $1.44 a year.
<br />
<br /> ~TSese new rates do not apply to the City of Suffolk. ?~e additional ftmds are needed for the operation oil
<br />the water system and the amortization of capital projects."

<br />On motion of Mr. King, the following ordinance was approved on first reading, without dissenting vote:

<br />"AN ORDINANCE TO AMEND SECTION $7A-20 OF THE CODE OF THE CITY OF PORTSMOUTH, VIRGINIA, 1961, TO INCREASE
<br />THE RATE OF CHARGES FOR WATER SERVICE."

<br /> 69-174 - "I submit the attached ordinance and recommend it be placed on first reading. This amends Sec-
<br />tion 10-56, 41, 49 and 60 of the Code of the City changing the tax year of the City from a calendar year to a
<br />fiscal year, commencing on the first day of July of each year. This ordinance is necessary in order that we
<br />can adopt the real estate tax, p~rsonal property tax, and machinery and tool tax at the time the budget is
<br />adopted. This makes the effective date of the annual assessment July I of eac~h year."

<br />On motion of Mr. Holley, the following ordinance was approved on first reading without dissenting vote:

<br />"~N ORDINANCE TO A~END SECTIONS 10-36, 10-41, 10-49 and 10-60 OF THE CODE OF THE
<br />CITY OF PORTSMOUTH, VIRGINIA, 1961, CHANGING -THE TAX YEAR OF THE CITY FROM A
<br />CALENDAR YEAR TO THE FISCAL YEAR CO~NCING ON THE FIRST DAY OF JULY OF EACH YEAR."

<br /> 69-175 - "I submit the attached ordinance and recommend it be placed on first reading. This establishes
<br />the real estate tax, tangible personal property tax, and machinery and tool tax in the City for fiscal year
<br />beginning July 1, 1969 and ending June 30, 1970.
<br />
<br /> This establishes a rate of $2.25 per hundred on real estate, $4.00 per hundred on personal property, and
<br />$3.00 on machinery and tools. These are the same rates that are currently in effect.
<br />
<br /> The adoption of this ordinance is necessary for the operation of the City Government for fiscal year be-
<br />ginning July 1, 1969."
<br />
<br />On motion of Mr. Holley, the following ordinance was approved on first reading,_without dissenting vote:
<br />
<br />"AN ORDINANCE IMPOSING AND COLLECTING TAXES ON RHAL ESTATE, TANGIBLE PERSONAL PROPERTY,
<br />AND NIACHINBRY AND TOOLS ~{ITHIN THE LIMITS OF THE CITY OF PORTSMOUTH, VIRGINIA, FOR TH5
<br />PURPOSE OF RAISING REVENUE FOR THE SUPPORT OF THE GOVERNMEN~r AND THE PUBLIC FR~B SCHOOLS
<br />AND TO PAY INTEREST AND SINKING FUND ON THE PUBLIC DEBT FOR THE FISCAL YEAR BEGINNING
<br />JULY 1, 1969, AND ENDING JUNE 50, 1970."

<br />On motion of Mr. Holley, rules were suspended to hear from interested persons.

<br /> 69-176 - "I submit the attached ordinance and recommend it be placed on first.reading. This establishes
<br />the compensation plan for the employees of the City other than Firemen and Policemen. ~his provides a 4-1/2%
<br />increase for these employees effective July 1, 1969."
<br />
<br />On motion of Mr. Turner, the following ordinance was approved on first reading, without dissenting vote:
<br />
<br />"AN ORDINANCE FOR PROVIDING FOR THE CLASSIFICATION OF EN~LOYMENT AND A COMPENSATION
<br />PLAN FOR EMPLOYEES OF THE CITY OTHER THAN FIRE5~N AND POLICEMEN."
<br />
<br /> 69-177 - "I submit the attached ordinance and recommend it be placed on first reading. This ~rovides the
<br />compensation plan for Firemen and Policemen of the City. It provides for an increase of 4-1/2% for these
<br />employees and to be effective July 1, 1969."
<br />
<br />Motion of Mr. Holley to approve the following ordinance on first reading:
<br />
<br />"AN ORDINANCE PROVIDING FOR THE CLASSIFICATIO~~ OF EMPLOYMENT AND A COMPENSATION
<br />PLAN FOR FIREMEN AND POLICMMEN OF THE CITY OF PORTSMOUTH."
<br />
<br /> Motlon of Mr. Smith to include $100.00 per month per man in both the Police and Mire Departments, as
<br />hazardous pay, was lost, there being no second.
<br />
<br /> Vote being taken on the original motion, the ordinance was adopted,/and by the following vote:

<br /> 69-178 - "I submit the attached ordinance and recommend it be placed on first reading. This appropriates
<br />$54,000 from the Capital Improvement Fund for the relocation of sanitary sewers within the London-Glasgow Street
<br />highway project.
<br />
<br /> It is necessary that these sewers be relocated in order that the highway can be constructed. This is the
<br />second phase of this work. ~ae City Council previously authorized sewer construction work between Effingham and
<br />Green Streets. This project covers the sewers to be relocated west of Godwin Street along this new highway.
