<br />Of the $1,173,035 in Fixed Charges, $1,060,000 is a transfer item from Public Utilities to the General Fund.
<br />There has also been included for all personnel ±n the Public Utilities.budget a salary increase of 4-1/2%.
<br />This budget reflects a total increase over the 1968-69 budget of $556,830.
<br />
<br /> The Capital Improvement budget amounts to $4,605,455 for the coming fiscal year. It provides for the
<br />pa~a~ent of all debt service and loss of revenue pay~nent to the C~y of Chesapeake. This will be the third
<br />payment of five installments due. Also included is $250,000 for curbs and gutters.
<br />
<br /> While the Five-Year Capital Imp~vement Program falls under this fund, it is not necessary that the
<br />Cotu~cil appropriate the funds at this time. The Cotn~cll should approve the Five-Year Plan. It has been
<br />approved by the Planning Comraission and a letter will be presented under New Business endorsing the program.
<br />
<br /> I recommend the attached ordinance be pla~ed on first reading appropriating funds for the operation of
<br />the City Government for the fiscal year 1969-70. I also recomment that the City Council approve the Five-
<br />Year Capital Improvement Program."

<br /> Motion of Mr. Johnson to approve the ordinance on first reading, with the reservation that he would have
<br />the privilege of reversing his vote on second reading, after the meeting proposed for June 13, 1969.
<br />
<br /> Motion of Mr.~ Smith to amend the motion by adding a section granting "hazardous" pay to policemen and
<br />firemen was ruled out of order by the City Attorney.
<br />
<br /> Vote being taken the original motion of Mr. Johnson was adopted, and the following ordinance approved
<br />on first reading; with one dissenting voze - Mr. Smith.

<br />"AN ORDINANCE TO ;u°PRPRIATE FUNDS NECESSARY FOR OPERATION OF TI~ CITY GOVERNMENT FOR
<br />AND DURING THE FISCAL YEAR BEGINNING JULY 1, 1969, AND ENDING JUNE 30, 19~0."

<br />69-171 - The following hearing on the Cigarette Tax was held:
<br />
<br /> "Pursuant to Section 58-846.1 of the Code of Virginia, 1950, notice is hereby given that the Council
<br />of the City of Portsmouth, Virginia, proposes to increase the tax on the sale of cigarettes to five cents
<br />for each twenty cigarettes or fractional number theroof sold, effective JMly 1, 1969. Citizens will be
<br />given an opportunity ~ooappear and be heard regarding same at a meeting of the Council to be held in the
<br />Council Chambers on June 10, 1969, at 7:30 P.M."

<br />No one spoke.

<br />69-171 - ~he following letter from the City Manager was read:
<br />
<br /> "I submit the attached ordinance and recommend it be placed on first reading. This amends Section 10-10~
<br />of the Code of the City of Portsmouth, increasing the tax on the sale of cigarettes. This increases the tax
<br />by .01¢ making the tax .05¢ per pack.
<br />
<br /> It is estimated that this will produce approximately $100.,000 in revenue that is needed for the 1969-70
<br />budget. This rate has also been adopted by the cities of Norfolk and Virginia Beach."
<br />
<br />On motion of Mr. Holley, the following ordinance was approved on first reading, without dissenting vote:
<br />
<br />"AN ORDINANCE TO AMEND SECTION 10-109 OF THE CODE OF THE CITY OF PORTSMOUTH, VIRGINIA,
<br />1961, INCREASING THE TAX ON TM5 SALE OF CIGARETTES."
<br />
<br />The following reports from the City Manager were read:

<br /> 69-172 - "I submit the attached ordinance and recommend it be placed on first r~ading. This ordinance
<br />amends Section 29.1-205 of the Code of the City, increasing the charges for sewage disposal service.
<br />
<br /> This raises the rate ~6 .20e per hundred cubic feet for the first 15,000 ~ubic feet, ~13¢ per hundred
<br />ct~bic feet for the next quantity in excess of 15,000 cubic but not over one million cubic feet, and .11~
<br />per hundred cubic feet for any quantity in excess of one million cubic feet. The current rates are .18~,
<br />.11~ and .09e. The current minimtun charge is .M0% per month and the new minimum proposed is .85¢ per month
<br />for anyone receiving the minimum bill which 60% of our custo~rs do receive. This means an increa~e of .1Se
<br />per quarter or .60~ per year.
<br />
<br /> This will produce approximately $50,000 annually and is needed for the operation of the sewage system
<br />and the amortization of capi~& improvements in our sewage disposal plant and sewer lines. This will be
<br />effective July 1, 1969."
<br />
<br />On motion of Mr. King, the following ordinance, was approved on first reading, without dissenting vote:

<br />"AN ORDINANCE TO A~ND SECTION 29.1-203 OF THE CODE OF THE CITY OF'PORTSMOUTH, VIRGINIA, 1961,
<br />INCREASING CERTAIN CHARGES FOR SEWAGE DISPOSAL SERVICE."
