464 <br /> <br />October 13 1998 <br /> <br /> At a Regular Meeting of the City Council on Tuesday, October 13, 1998 <br />there were present: <br /> <br />Vice Mayor Bernard D. Griffin, Sr., Cameron C. Pitts, P. Ward Robinett, Jr. J <br />Thomas Benn III, William E. Moody, Jr., Charles B. Whitehurst, Sr., City Manager <br />Ronald W. Massie, City Attorney G. Timothy Oksman. <br /> <br /> Councilman Benn opened the meeting with prayer, which was followed by <br />the Pledge of Allegiance to the Flag. <br /> <br /> Vice Mayor Griffin called the meeting to order and welcomed all in <br />attendance. <br /> <br /> Motion by Mr. Pitts, and seconded by Mr. Whitehurst, to approve the <br />minutes of a Called Meeting on September 22, 1998, and a Regular Meeting on <br />September 22, 1998, and was adopted by unanimous vote. <br /> <br />98-236 Presentations: <br /> <br />· Proclamation presented to Detective Mills and Betty Wright for "Crime <br /> Prevention Month." <br /> <br />· Proclamation presented to Sandra Becker for "Domestic Violence <br /> Awareness Month." <br /> <br />· Proclamation presented to LeAnne Bokht for "Stop America's Violence <br /> Everywhere Today." <br /> <br />· Proclamation presented to Bill Halprin for "Check Your Smoke Detector <br /> Day." <br /> <br />- Unfinished Business - <br /> <br />98 - ~114 Rezoning application: <br /> <br />(b) Z-98-02 <br /> <br /> BRIGHTON/PRENTIS PARK NEIGHBORHOOD - The Portsmouth <br />Redevelopment and Housing Authority has requested a rezoning <br />from Neighborhood Commercial C-1 and Residential Single.Family <br />RS-75 to Light Manufacturing M-1-R. (Deferred from the July 14, <br />1998 Council Meeting. (Applicant requested withdrawal.) <br /> <br /> Motion by Mr. Robinett, and seconded by Mr. Moody, to permit <br />withdrawal of 98-114 (b), and was adopted by the following vote (Mr. Pitts was <br />absent during the vote): <br /> <br />Ayes: Benn, Griffin, Moody, Robinett, Whitehurst <br />Nays: None <br /> <br />98-194 Street Closure application: <br /> <br />(a) S-98-03 <br /> <br /> HATTONSVILLE NEIGHBORHOOD - Request of the Portsmouth <br />Redevelopment and Housing Authority for closure of portions of <br />Ponderosa Street, Philippine Street, an unnamed street and a 25 <br />foot road (public road). Deferred from the August 11, 1998 Council <br />Meeting. Applicant requested that this item be deferred to the <br />meeting of November 10, 1998. <br /> <br /> Motion by Mr. Robinett, and seconded by Mr. Benn, to defer Item 98-194 <br />(a) to the meeting of November 10, 1998, and was adopted by the following <br />vote: <br /> <br /> <br />
