<br />"A RESOLUTION GRA~TING A USE PERMIT FOR THE CONSTRUCTION AND OPERATION OF A SEI~R
<br />LIFT STATION, UP-69-12
<br />
<br /> WHEREAS, Merrifields Water.Company, Inc. has. made an application pursuant tO Section4-2 of the
<br />Zoning Ordinance of the City of Portsmouth, 1961, for the granting of a use permit as ~hereinafter
<br />desCribed; and
<br />
<br /> ~EREAS, the applicant, the Planning Director and the CitM Manager have done all things required
<br />to be done in connection with said application, and the Planning Commission bas recommended the granting
<br />of said use permit, subject to the conditions hereinafter s-tared.
<br />
<br />NOW, THEREFORE, BE IT RESOLVED by the Council of the City of Portsmouth, Vir~.~nia;
<br />
<br /> A. That the use for Which the use permit hereinafter described is sought (1~ will~nOt a~ersely
<br />affect the health or safety of persons residing or working in the neighborhood of the proposed use,
<br />(2) will not be detrimental to the public welfare or injurious tO property or improvements in the
<br />neighberhood~and (S) will be in accord with the purposes of. said Zoning Ordinance.
<br />
<br /> B. That Merrifields Water Company, Inc. is hgreby granted a use permit, subject to site plan
<br />restrictions, pursuant to Section 4-2 of said Zoning Ordinance, for the construction and operation of
<br />a s~ser lift-stAtion located on the property descrlhed as follows:
<br />
<br /> Beginning 120.56 feet northeast from the northeast co~ner of Swannanoa and Summerset Drives ~tWo
<br />p.~aposed~s~n ~errifields Subdivision, Section S]; thence northeast along ~ammerset Drive S0 feet;
<br />thence southeast 35 feet; thence southwest 50 feet; thence northwest SS feet to the point of origin."

<br />The following reports from the City Manager were read:
<br />
<br /> 69-200 - "I submit the attached ordinan~e and reco~ndit be placed on first reading. This appropriates
<br />$190,000 to provide salary increases for all City employees. ~This will he an additional appropriation to
<br />the budget --appropriation which is on secondreading tonight.
<br />
<br /> This will provide a salary scale for the Fire and P~ice Departments comparable tO the Norfolk scale
<br />as well as a 5% increase to all other City employees, whose scale will also be comparable %o NOrfolk.
<br />
<br /> To provide these funds, it will be necessary that additional revenues be found. There will be an ad-
<br />vertised public hearing at the first Council meeting in July to place an additional 02~ per pack on cigarettes.
<br />This will mean a total increase of 05~ per pack on cigarettes for fiscal 1969-70."
<br />
<br />On motion of Mr. Smith, the following ordinance ~as approved on first reading, without dissenting vote:
<br />
<br />"AN ORDINANCE TO APPROPRIATE $190,000.00 FROM THE GENERAL FUND FOR THE PAYMENT OF WAGES
<br />~D SALARIES."
<br />
<br /> 69-201 - "I submit the attached ordinance and recommend it be placed on first reading. This closes
<br />a paper alley extending from Baldwin Avenue to the rear of the lots on Elliott Avenue. The alley is 12~1/2
<br />feet wide. This has been approved by the Planning Commission and a copy of the report of the viewers is
<br />attached hereto."
<br />
<br />On motion of Mr. King, the following ordinance was approved on first reading, without dissenting vote:
<br />
<br />"AN ORDINANCE TO CLOSE AN ALLEY LOCATED IN HIGHLAND PARK."
<br />
<br /> 69-202 - "I submit the attached ordinance and recommend it be placed on first reading. This closes Bart
<br />Street from a point 90 ft. west of Amelia Avenue eastward to its end near Winchester Mrive, Amelia Avenue
<br />from South Street southward to its end near Bart Street, Amelia Avenue from Clifford Street northward to its
<br />end near Bart Street, and Clifford Street from the cul de sac near Amelia Avenue eastward to its end at the
<br />Seaboard Coast Line Railroad Company right-of-way. These closings have been approved by the Planning Commissio~
<br />and a report of the viewers is attached hereto."
<br />
<br />On motion of Mr. Turner, the following ordinance was approved on first reading, without dissenting vote:
<br />
<br />"AN ORDINANCE TO CLOSE PORTIONS OF A~%'IELIA AVENUE AND BART AND CLIFFORD STREETS."
<br />
<br /> 69-205 - "I submit fl~e attached ordinance and recommend it be placed on first reading. This closes paper
<br />streets known as Main, First, Second, Pine and Maple Streets in the Hedges Manor Sckool site. These closings
<br />have been approved by the R1/~4ning Commission and a report of the viewers is attached hereto,"

<br />On motion of Mr. Holley, the following ordinance was approved on first reading, without dissenting vote:
<br />
<br />"AN 8RD~NANCE TO CLOSE CERTAIN STREETS LOCATED UPON THE HODGES MANOR SCHOOL SITE."
<br />
<br /> 69-204 - "I submit the attached resolution and recommend its adoption. This amends the Crawford Urban
<br />Renewal Plan VA R-SS. This involves the re-parcelization of Parcel 9A to increase its size by some seven feet
<br />and it-has been recommended by the Portsmouth Redevelopment ~ Housing A~thority."
<br />
<br />On motion of Mr. Smith, the following resolution was adopted, without dissenting vote:

<br />"RESOLUTION OF THE COUNCIL OF THE CITY OF PORTSMOUTH, VIRIGNIA, APPROVING THE REDBVELOP~%~NT PLAN
<br />AS AMENDED BY A~NDMENT NO 3, CRAWFORD URBAN RENEWAL PROJECT NO VA. R-SS
<br />
<br /> IC4BREAS, by resolution adopted August 9, 1967, and amended by Amendment No. 1, dated August 13, 1968,
<br />the Council of the City of Portsmouth approved a Redevelopment Plan for the Crawford Urban Renewal Project,
<br />designated as Project Va. R-SS.
