<br />At a regular meeting of the City Council, held on June 24, 1969, there were present:
<br />
<br />Jack P. Barnes, George D. Bastes, James W. Holley, Burrell R. Johnson, Isaac W. King; R. Irvine
<br />Smith, Raymond Turner, A. P. Johnson, Jr., City Manager, and M. A. Korb, Jr., City ~ttorn~y.
<br />
<br /> The meeting was opened with prayer by Mr. King.
<br /> The Chair acknowledged and commended a group of high school students known as Able and Ambitious Students
<br />who were attending the meeting in connection with their study of government.
<br />
<br />69-199 - The following public hearing on zoning was held:
<br />
<br />Use Permit 69-10 - Petition of Jordan E. Turner Oil Company.
<br />
<br />No one spoke regarding the petition.
<br />
<br />On motion of Mr. Johnson, the following resolution was adopted, without dissenting vote:
<br />
<br />"A RESOLUTION GRANTING A USE PEr, lIT FOR THE OPERATION OF AN AUTOMOTIVE SERVICE STATION
<br />AT THE CORNER OF WOODROW STREET AND VIRGINIA.AVENUE, UP-69-10
<br />
<br /> ~,MEREAS, Jordan E. Turner Oil Company has made an application pursuant to Section 4-2 of the
<br />Zoning Ordinance of the City of Portsmouth, 1961, for the granting of a use permit as hereinafter
<br />descriRed; and
<br />
<br /> II~tBRBAS, the applicant, the Planning Director and the City Manager have done all things required
<br />to be done in connection with said application, and the Planning Commission has recommelid the granting
<br />of said use permit, subject to the conditions hereinafter stated.
<br />
<br />NOW, THEREFORE, BE IT RHSOLVBD by ~h~ Council ofthe City of Portsmouth, Virginia;
<br />
<br />That the use for which the use permit hereinafter described is sought (1) will not
<br />adversely affect the health or safety of persons residing or working in the neigh-
<br />borhood of the proposed use, (2) will not be detrimental to the public welfare or
<br />injurious to property or improvements in the neighborhood, and (3) will be in accord
<br />with the purposes of said Zoning Ordinance.

<br />That Jordmn E. Turner Oil Company is hereby granted a use permit, subject to site
<br />plan ~estrictions, pursuant to Section 4-2 of said ZoniBg Ordinance, for the operation
<br />of an automotive service station located on t. ha pmotxerty described as follows:
<br />
<br />Beginning at the northeast corner of Woodrow Street and Virginia Avenue; thence east
<br />86 feet along Woodrow Street to the Norfolk and Portsmouth Belt Line Railroad right
<br />of way; thence north along said right-of-way approximately 248 feet to the Seaboard
<br />Coast Line Railroad right-of-way; thence wouthwest approximately 102 feet along said
<br />right-of-way to Virginia Avenue; thence south 186.7 feet along said street to the
<br />point of origin."

<br />Use Permit 69-11 - Petition of F. Colon Hodgson.

<br />On motion of Mr. Bastes, the following resolution was adopted, without dissenting vote:

<br />"A RESOLUTION GRANTING A USE PERMIT FOR THE OPERATION OF AN AUTOMOTIVE SERVICE STATION
<br />AT THE CORNER OF AIRLINE BOULEVARD AND CHOWAN DRIVE, UP-69-11
<br />
<br /> WHEREAS, F. Colon Hodgson has made an application pursuant to Section 4-2 of the Zoning
<br />Ordinance of the City of Portsmouth, 1961, for the granting of a use permit as hereinafter described;
<br />and
<br />
<br /> I'~BREAS, the applicant, the ~lanning Director and the City Manager have done all things required
<br />to be done in connection with said application, and the Planning Commission has recommended the grant-
<br />ing of said use permit, subject to the conditions hereinafter stated.

<br />Beginning at the northeast corner of Airline Boulevard and Chowan Drive; thence east
<br />along Airline Boulevard 217.47 feet; thence north 133.31 feet; thence west 198.90
<br />feet to Chowan Drive; thence south along said street 200 feet to the point of originS"
