22. 1969 <br /> <br /> On motion of Mr. Turner, the following ordinance was approved on first reading, without dissenting <br /> <br />vote: <br /> <br />"AN ORDINANCE TO AMEND THE CODE OF T~E CITY OF PORTSMOUTH, VIRGINIA, 1961, BY ~4ENDING <br />SECTIONS S4-4, 54-28, 34-36, $4-43, 34-48, 34-52, AND 34-36, PBRIAINING TO THE OPERATION <br />OF TAXICABS AND THE LICENSING OF DRIVERS THEREOF~ AND BY REPEALING SECTION 34-SS, PERTAINING <br />.TO THE ISSUANCE OF BADGES." <br /> <br />UNFINISHED BUSINESS - <br /> <br /> 69-218 - The following ordinance, approved on first reading at last meeting was taken up and read: <br /> <br /> "AN ORDINANCE TO APPROPRIATE $50,604.00 FROM THE GENERAL PL~D FOR OPERATION <br /> OP THE OFFICE OF THE HIGH CONSTABLE." <br /> <br /> On motion of Mr. Bastes, the ordinance was adopted, and by the following vote: <br /> <br /> Ayes: Barnes, Bastes, Holley, Johnson, King, Smith, Turner <br /> Nays: None <br /> <br /> 69-219 ~ The following ordinance, approved on first reading at last meeting, was taken up and read: <br /> <br /> "AN ORDINANCE TO APPROPRIATE $9,540.00 FROM THE GENERAL FUND AS THE CITY'S CONTRIBL~ION <br /> TO THE sOUTHEASTERN TIDEWATER OPPORTUNITY PROJECT." <br /> <br /> On motion of bM. Johnson, the following substitute ordinance was adopted, and by the following vote: <br /> <br /> "AN ORDINANCE TO AMEND SECTION 10 OF ORDINANCE NO. 1969-46 INCREASING THE WITNESS FEE <br /> FOR POLICE OFFICERS REQUIRED TO APPEAR IN COURT I~EN NOT ON A ~£GULAR ASSIGNED PERIOD <br /> OF DUTY." <br /> <br /> Ayes: Barnes, Bastes, Nolley, Johnson, King, Smith~ Turner <br /> Nays: None <br /> <br /> Norman Olitsky, Attorney, spoke thanking the Mayor, Council and City Manager for their patience and <br />cooperation in working together over a period of time for a common cause. He also expressed the thanks of the <br />Fire and Police Departments. <br /> <br />? NEt*;~' BUS'hNESS - <br /> <br /> 69-243 - Tho following letter from Margaret R. Jones, Deputy City Treasurer, was read: <br /> <br /> "Herewith is a list of delinquent Personal Property Taxes for the year ~968 to be furnished you as <br />required by the City Ordinance. Total amount delinquent $46,631.60. <br /> <br /> /~le original of this list has been given to Mr. David M. Grant, Delinquent Tax Collector, for the City." <br /> On motion of Mr. Smith, received as information. <br /> <br /> 69-244 - ~ne following letter from Alex Hargroves, President Portsmouth Anglers Club was read: <br /> <br /> "We the members of the Portsmouth Anglers Club, Inc. would like to know if it ~s not possible for the <br />toilets at the boat ramp in City Park to be kept open seven days a week. ~lis would be a big help to <br />boaters and we are sure it would be greatly appreciated." <br /> <br /> ~e City Manager stated that the condition complained of had been corrected. <br /> <br /> Motion of Mr. Smith that Mr. Hargroves be advised of the Manager's action was adopted, without dissenting <br />vote. <br /> <br /> 69-245 - Tile following letter from the Merrifields Civic League was read: <br /> <br /> "We request the privilege of having a representative of the Merrifields Civic League speak before the <br />regular City Council meeting on Tuesday, July 227 1969. <br /> <br /> At a regular meeting of the Merrifields Civic League, a resolution was passed that we make certain requests <br />of the City of Portsmouth regarding its acquisition of the water supply system in Merrifields." <br /> <br /> <br />
