July 22, 1969 <br /> <br /> At a regular meeting of the City Council, held on July 22, 1969, there were present: <br /> <br />Jack P. Barnes, George D, Eastes, Janes W. Holley, Burrell R. Johnson, Isaac W. King, R. Irvine Smith, <br />Raymond Turner, A. P. Johnson, Jr., City Manager, and M. A. Kerb, Jr., City Attorney, <br /> <br />The meeting was opened with prayer by Mr. Ring. <br /> <br />Minutes of the meeting held on July 8, 1969 were read and approved; <br /> <br />69-238 - The following public hearing on zoning and use permits were held: <br /> <br />Petition Z 69222 - Goldye and Martin Sati~Ky by Agent E. Stuart Ball <br /> <br />No one spoke in regard to the petition. <br /> <br />On motion of Mr. Holley, the following ordinance was approved on first reading, without dissenting vote: <br />"ZONING A~iENDMENT ORDINANCE Z 69-22" <br /> <br />Petition Z 69-23 - Cobia Corporation by Attorney Jefferson B. Brown <br /> <br />Attorney Broom §poke. <br /> <br />On motion of Mr. King, the following ordinance was approved on first reading, without dissenting vote: <br />"ZONING ~qENDMENT ORDINANCE Z 69-23" <br /> <br />U~e Permit 69-14 - Petition of Cobia Corporation by Attorney Jefferson B. Brown <br />Attorney Brown spoke. <br /> <br /> On motion of Mr. Smith, the following resolution was adopted, without dissenting Vote: <br /> <br /> "A RESOLUTION GRANTING A USE PERMIT FOR THE OPERATION OF AN AUTOMOTIVE SERVICE <br /> STATION AT 4312 ~ST NORFOLK ROAD, UP-69-14 <br /> <br /> ~{EREAS, Cobia Corporation has made an application!pursuant to Section 4-2 of the Zoning Ordinance of <br />the City of Portsmouth, i961~ for the granting of a use permit as hereinafter described; and <br /> <br />WHEREAS, the applicant, the Planning Director and the City ~nager have done all things to be done in <br />connection with said application, and thekPlanning ~O~Ss~n~asLre~6mme~.¢d~tke granting of said use permit, <br />subject to the conditions hereinafter stated. ' ' <br /> <br />NOW, THEREFORE, BE IT RESOLVED by the Council of the City of Portsmouth, Virginia: <br /> <br />That tke use for which the use permit hereinafter described is sought (1) will not <br />adversely affect the health or safety of persons residing or working in the neighbor- <br />hood of the proposed use, ~2) will not be~detrimental to the public welfare or <br />injurious to property or i~mprovements in the n~ighborhood, and (3) will be in accord <br />with the purposes of said Zoning Ordinance. <br /> <br />B. That Cobia Corporation ~' <br /> · s hereby granted a use permit, pursuant to Section 4-2 of said <br /> Zoning Ordinance, for the reopening and operation of an existing automotive service <br /> station located on the property kno~m as 431~ West Norfolk Road in the City of Portsmouth." <br /> <br />On motion of Mr. Turner, the following ordinance was approved on first reading, without dissenting vote: <br />"ZONING AMENDMENT ORDIN;C~CE Z 69-24" <br /> <br />The following reports from the City Manager were read: <br /> <br /> 69-239 - "I submit the attached ordinance and recommend it be placed on first reading. This appropriates <br />$266,700 from the General Capital Improvenent Fund. T~hese funds are to be used for architect's fees ~Dr the <br />design of the Hedges Manor High School. <br /> <br /> T~.'is is the school necessary for the City to build to meet the requirements of the Federal Court. It is <br />anticipated that the school will be completed by September, 1971." <br /> <br />On morion of Mr. Smith, the following ordinance was approved on first reading, without dissenting vote: <br /> <br />"AN ORDINANCE TO APPROPRIATE $266,7000.00 FROM THE GENERAL CAPITAL IMPROVEMENT FUND FOR THE <br />ARCHITECTS' FEES FOR THE DESIGN AND CONSTRUCTION OF THE~ES MANOR NIGH SCHOOL." <br /> <br /> 69-240 - "I submit the attached ordinance and recommend it be placed on first reading. This amends sections <br />of the City Code pertaining to operation of taxicabs and the licensing of drivers. <br /> <br /> This increases the number of taxicabs allowed in the City from 60 tO 62, with the two additional cabs re- <br />quired to operate at the Churchland and West Norfolk cab stands. <br /> <br /> /"me ordinance further elimin~R~$ the requirement for the taxi driver badge. A permit will still be re- <br />quired showingall pertinent data with a picture of the driver, The permit is to be prominently displayed in <br />the ~ab. At the present time, thereis a fee of $5.00 for the badge and $5.00 for the taxi driver permit. The <br />fee for the permit is being changed to $10.00 since there will be no badge in the future." <br /> <br /> <br />
