P,{ARCH 6, 1967: <br /> <br />NOVE~{BBR 5, 1968: <br /> <br /> DECEMBER 1968 and <br />· ~{AY tY, 1969: <br /> <br />JULY 1, 196g: <br /> <br /> Evening meeting at St. Andrew's Methodist Church open to general public at which the <br /> Planning Director presented a talk titled "Our Land Use Plan for Portsmouth Boulevard <br /> West of Alexander's Corner" followed by a long discussion period. <br /> Planning Commission resolves to recommend denial of request by owners of ten-acre lot for <br /> high-density multi-family R-60 but indicates that a recent Law Department finding of no <br /> provisions in medium density R-75 for row house (towne house) development precludes con- <br /> sideration of a more acceptable alternative. <br /> Cigy;~Ce~ncil continues its consideration of matter and then refers it back to the Planning <br /> Commission for further review. <br /> Planning Commission agenda item indicates willingness of agency at its open public meeting <br /> to consider any suggestions whatsoever. Only one person spoke, and he had no suggestion <br /> to offer. <br /> <br />AUGUST 5, 1969: Planning Commission a~min reviews matter and instructs its Director to prepare history; <br /> thus offering no new suggestions and leaving in tact its earlier recoF~endations.'" <br /> Motion o~ Mr. Smith to concur in the recommendation of the P~anning Commission to grant C-1 zoning at <br />the intersection of Portsmouth Boulevard and Hedges Perry Road,. and to place the following ordinance on first <br />reading, was adopte~, with one dissenting vote and one abstaining: <br /> <br /> "ZONING A~NDS~NT ORDINANCE Z 68-51" <br /> (Mr,.Johnson abstaining because of his iRterest in real estate business and as a resident of adjoining <br />land - Mr. Barnes dissenting.) <br /> Motion of Mr. Johnson that the strip of land fronting on Portsmouth Boulevard between City Park Avenue <br />and Shes Street be referred to the Planning Commission for advertising for C-1 Zoning, to determine if the <br />people in the vicinity prefer this. <br /> Motion of Mr. Holley to permit interested people to speak, was adopted. <br /> Attorney Donald Kilgore, G. E. Siceloff and R ~ Melchor spoke. <br /> <br /> Mr. Johnson withdrew his motion. <br /> <br /> 69-255 - The following letter from the Director of Planning was read: <br /> "At its regular monthly meeting on August 5, 1969, the Planning Commission considered a request that <br />Parcel 44, Tax Plat 205, a vacant lot formerly used by the City for recreational purposes, be declal~surpl~s. <br /> Having been informed that the Recreation Advisory Board has alE~ady declared this surplus so far as their <br />program is concerned, the Planning Commission resolved to recommend disposal of this lot." <br /> Motion of Mr. King to authorize the City Manager to advertise the property for sale was adopted, without <br />dissenting vote. <br /> 69-256 - The following letter from the Portsmuuth Redevelopment and Housing Authority w~S read: <br /> ~ was requested, I wish to advise that the term of Mr. Vernon E. W~mbrough, Jr., Commissioner of the <br />Portsmouth Redevelopment and Housing Authority, expires on September 12, 1969. Commissioner Wimbrough served <br />the unexpired term of Mr. C. Phillip Snodgrass. <br /> As was additionally requeBted, I wish to advise that Commissioner Wimbrough has attended 21 meetings out <br /> of a possible 25 since his appointment on July 25, 1968. <br /> As Chairman of the Authority, I wish to commend to you the service of Commissioner Wimbrough who, while <br /> serving for a limited time, has made a major and significant contribution to the progress by the Authority. <br /> would strongly recommend his reappointment." <br /> Motion of Mr. King to go into the election of a member to the Housing Authority was adopted~ <br /> Mr. Smith nominated Vernon E. Wimbrough to succeed himself on the Housing Authority. <br /> <br /> On motion of Mr. King, nominations were closed. <br /> Vote being taken, Mr. Wimbrough was unanimously re-elected to the Portsmouth Redevelopment and Housing <br />Authority for a term of four years, expiring September 11, 1975. <br /> 69-257 - The following letter from T. ~ Noel, Vice-President of The Bank of Virginia, was read: <br /> "with regret, I hereby submit my resignation as a member of The Portsmouth Bond Commission, effective at <br />the convenience of the City Council. Although I continue to reside in Portsmouth my main business interests <br />are now centered in Norfolk and I believe resignation is appropriate. <br /> It is hoped that Ira E. Price, Vice-President of ~le Bank of Virginia, in Portsmouth ~i be considered <br />favorably by the Council as my successor on the Commission. As evidenced by our cooperation with the City, <br />you are well aware of our vital interest in and our desire to be represented in the financial affairs 6~ the <br />City of Portsmouth." <br /> Motion of Mr. Smith to accept Mr. Noel's resignation with regret and that a letter of appreciation for hi~ <br />services be sent him, was adopted, without dissenting vote. <br /> <br /> <br />
