August 12_ 1960 Motion of Mr. $oknsen to go into the election of a member to the Portsmouth Bond Commission was adopted. Mr. Johnson nominated Ira E. Price, Vice-President of The Bank of Virginia. On motion of Mr. Eas.tes, nominations were closed. Vote being taken Mr. Price wasunanimously elected a member of the Portsmouth Bond Commission for the unexpired term of Mr. Neal,. which term expires March 1, 1971. 69-258 - The following letter from the Citizens Advisory Committee was read: "At the Citizens Advisory Committee meeting held on August 4, 1969 a presentation of a proposed program initiated by the Portsmouth Public School System was presented by Mr. T. E. Mas~ers, Jr. This pro,ram entitled PORTS {Portsmouth Operation Rescue of Teenage Skills) would provide work incentive which would assist our under- achievers in finding suitable employment and education which would allow them to find their place in our society After review and consideration, the Citizens Advisory Committee unanimously concurred that we would commend this program to you 'and urge that all be done in your power to insure its funding and implementation as being in the best interest of the citizens of the City of Portsmouth. It is further re{uested that you take all necessary action with the appropriate congressional representatives to seek their assistance in this matter. After considering the presentation, it was felt that the request for approximately one hundred seventy thousand dollars L$170,000.00) to implement this program was a just request in view of the urgent need within our City. Thanking you for your assistance in this matter, I remain" Motion of Mr. King to'commend the Citizens Ad=isletM committee for their efforts in this project, was adopted, without dissentin~ vote. 69-259 - The following letter from the Superintendent of Schools was read: "The School Board of the City of Portsmouth adopted the following resolution at its regular meeting on Thursday, August 7, 1969: The school board respectfully requests p rmlss~on from City Council to apply for, receive and expend funds from the federal, state and other sources not included in 1969-70 sch?eol budget.,, Motion of -~r.
