Ten grants will be awarde(
by the Federal Government for the development of two integrated systems plus eight related s~b-systems. The
computer-oriented municipal information sub-systems will be developed in the following categories:
1. Public Safety
2. Human Resources I)evelopment
3. Physical and Economic Development
4. Public Finance.
F or cities to qualify for these grants, they must have a population
between 50,000 and 500,000 and must have demonstrated that it .already has a substantial investment in the terms
of human and material resources in the development of the municipal informationsystem. The municipal informa-
tion system must be integrated by function rather than on a departmental basis, and must be oriented toward
situation and events rather than any particular municipal department.
The objectives of this program are to improve the information and de -
ci~ion making capabilities of municipalities, to provide a broader approach in the research and development
of municipal information systems, particularly the standardization of data and inventories of data, and to
develop economic solutions to the problems of data acquisition and data management.
We feel that the City of Portsmouth has developed its data processing
systems to the degree that it meets the criteria extablished by HUD to qualify for one of t~e sub-system grants.
This grant would amount So approximately $300~000. I recommend ~hat we submit a proposal for a grant to develop
one of the management information sub-systems."

Motion of Mr. Johnson to concur in the recommendation of the City Manager was

adopted, without dissenting vote.

UNFINISHED BUSINESS -

69-262 The following ordinance, approved on first reading at last meeD'lng, was

taken up and read:

"AN ORDINANCE TO APPROPRIATE $245,000.00 FROM THE GENERAL CAPITAL
IMPROVEMENT FUND FOR CONSTRUCTION OF SANITARY SEWER FORCE MAINS AND
GRAVITY SEWERS ON CAVALIER BOULEVARD AND GREENWOOD DRIVE"

On motion of Mr. Smith, the ordinance was adopted, and by the following vote:

Ayes: Barnes, Eastes, Holtey, Johnson, King, Smith, Turner
Nays: None

taken up and read:

69-263 - The following ordinance, approved on first reading at last meeting~ was

"ANORDINANCE TO APPROPRIATE $9,392.00 FROM THE GENERAL FUND AS
THE CITY'S PRO-RATA SMANE FOR THE OPERATION OF THE TIDEWATER
'REGIONAL HEALTH PLANNING COUNCIL DURING 1969-1970"

On motion of Mr. Johnson, the ordinance was adopDed, and by the following vote:

Ayes:
Nays:

Barnes, Eastes, Holley~ Johnson, King, Smith, Turner
None

69-264 - Motion of Mr. Eastes to go into the election of three members to the
Southeastern Virginia Planning District Commission was adopted, without dissenting vote.

Mr. Holley nominated A P Johnson,Jr. for a three year term.
