<br /> NOW, THEREFORE, BE IT RESOLVED that the Council of the City of Portsmouth, Virgi-
<br />nia, urges the Elizabeth River Tunnel Cofamission to act expeditiously to permit students attending Frederick
<br />College from homes located in the Chesapeake- Norfolk-Virginia Beach area to travel at a reduced rate through
<br /> 69-273 - "I submit the attached ordinance and recoramend that it be placed on
<br />first reading. This appropriates $76,500. for the purchase of eight (8) portable classrooms at a cost of approx-
<br />imately $13,200~ per classroom. The School Board has requested an appropriation of $105,600. However, we have
<br />a balance in appropriations of approximately $30,000. for portable classrooms that has not been expended. There-
<br />fore, we only need the $76,500. for the purchase of the eight portable classrooms. Four (4) of these portable
<br />classrooms have already been installed at the All J Mapp Jr. High School. The location of the other four has not
<br />been determined at this time."

<br /> On motion of Mr. Smith, the following ordinance was approved on first reading,
<br />without dissenting vote:

<br /> IMPROVEMENT FUND FOR THE PURCHASE OF MOBILE CLASSROOMS FOR THE

<br /> 69-274 - "I submit the ~ttached ordinance and recommend that it be placed on
<br />first reading. This ordinance appropriates $4,000~ for the purchase of parking meters. This is an annual
<br />appropriation needed as we are purchasing these meters as the revenue is received from the meters. This covers
<br />the meters purchased for the parking lot to the east of the~ Federal Building. This will be the third year we
<br />have been paying on the meters and the payment will be completed during this fiscal year."

<br /> On motion of Mr. King, the following ordinance was approved on first reading,
<br />without dissenting vote:

<br />"AN ORDINANCE TO APPROPRIATE $4,000.00 FROM THE GENERAL FUND FOR THE
<br />PURCHASE OF PARKING METERS"
<br />
<br /> 69-275 - "The United States Department of Housing and Urban Development is re -
<br />questing cities to submit proposals for the development or urban information systems. Ten grants will be awarde(
<br />by the Federal Government for the development of two integrated systems plus eight related s~b-systems. The
<br />computer-oriented municipal information sub-systems will be developed in the following categories:
<br /> 1. Public Safety
<br /> 2. Human Resources I)evelopment
<br /> 3. Physical and Economic Development
<br /> 4. Public Finance.
<br /> F or cities to qualify for these grants, they must have a population
<br />between 50,000 and 500,000 and must have demonstrated that it .already has a substantial investment in the terms
<br />of human and material resources in the development of the municipal informationsystem. The municipal informa-
<br />tion system must be integrated by function rather than on a departmental basis, and must be oriented toward
<br />situation and events rather than any particular municipal department.
<br /> The objectives of this program are to improve the information and de -
<br />ci~ion making capabilities of municipalities, to provide a broader approach in the research and development
<br />of municipal information systems, particularly the standardization of data and inventories of data, and to
<br />develop economic solutions to the problems of data acquisition and data management.
<br /> We feel that the City of Portsmouth has developed its data processing
<br />systems to the degree that it meets the criteria extablished by HUD to qualify for one of t~e sub-system grants.
<br />This grant would amount So approximately $300~000. I recommend ~hat we submit a proposal for a grant to develop
<br />one of the management information sub-systems."

<br /> Motion of Mr. Johnson to concur in the recommendation of the City Manager was
<br />
<br />adopted, without dissenting vote.
