September 9th, 1969 <br /> <br />At a regular meeting of the City Council, held on September 9th, 1969, there <br /> <br />Jack P Barnes, George D. Eastes, James W. Molley, BurrelL R Johnson, <br />Isaac W King, R Irvine Smith, Raymond Turner, A.P. Johnson , Jr., <br />City Manager and William J. O'Brian, Jr., Assistant City Attorney. <br /> <br />The meeting was opened with prayer by Mr. King. <br />Minutes of the previous meeting were read and approved. <br />The following reports from the City Manager were read: <br /> <br /> 69-271 - "In July of 1968 we submitted an .application for Hill-Burton funds for <br />the construction of a new Health Center. These funds were not approved during the past fiscal year for the new <br />Center. Therefore, we are requesting now that an application again be submitted during this fiscal year. <br /> This application will be for a substantially larger grant as we now find it <br />necessary to double the size of the new Health Center. This will move the clinics that are now being conduct- <br />ed in the Portsmouth General Hospital into the new Health Center. This ms necessary as the hospital needs the <br />space currently being used for the clinics. <br /> The sstimated cost for the new Health Center is $786,450.00. We are requesting <br />fifty per cent of this amount in Hill Burton funds. We will then be able to recover approximately sixty five <br />per cent of the local share through the Medicaid Program, making the ne~ cos~ of local funds to the City approx- <br />imately $120,000. '- <br /> <br /> I recommend the adoption of the attached resolution. <br /> <br />sentiug vote: <br /> <br />On motion of Mr. Turner, the following resolution was adopted, without dis - <br /> <br />"A RESOLUTION AUTHORIZING APPLICATION FOR GRANT FOR FEDERAL FUNDS <br />UNDER THE MILL-BURTON ACT <br /> <br />Virginia: <br /> <br />WHEREAS, the Hill-Burton Act authorizes the making of grants of <br />Federal funds to any local public body or agency to assist in <br />financing the cos~ of construction of Community Health Centers; and <br />WtEEREAS, the City of Portsmouth (herein sometimes referred to as <br />"applicant") deems it aecessary and in the public interest To con - <br />struct a Community Health Center and to undertake such project with <br />Federal grant assistance. <br />NOW, THEREFORE, BE IT RJESOLFED by the Council of the City of Portsmouth, <br /> <br />1. That an application on behalf of the City of Portsmouth be made to the United States De- <br />par~men~ of Health, Education and Welfare, through the Virginia Department of Health for a <br />grant under the Hill-Burton Act in an amount equal ~o 55% of the construction costs of the <br />Community Mealth Center, such construction costs now estimated to be $786,450. <br />2. That A.P. Johnson,Jr., City Manager, is hereby authorized and directed to execute and <br />file such application, to execute such coktract or contracts as may be necessary, to pro- <br />vide such information and fu~sh such documents ~S may be required by the united States <br />Department of Health, Education and Welfare and the Virginia Department of Health, and <br />ro act as the authorized representative of the applicant in the accomplishment of the <br />Community Health Center project. <br />3. That in accordance with Title VI of the Civil Rights Act of 1964, no person shall, <br />on the ground of race, color, or nation origin, be excluded from participation in, be <br />denied the b~nefits of, or be subject to discrimination in the undertaking and carrying <br />out of this project." <br /> <br /> 69-272 - "Provisions have been made by the Elizabeth River Tunnel Commission <br />for students attending Old Dominion University and Norfolk State College to obtain half-fare rates through the <br />Elizabeth River tunnels. At the present time this reduction in fare is not available to the students attending <br />the Community College in Portsmouth. <br /> I am in receipt of a communication from the President of Region 22 <br />Community College requesting the City Council to take whatever action they can to obtain the half-fare rate for <br />students attending Region 22 College. I recommend that the attached resolution be adopted. I further ~ecom - <br />mend that the cities of Norfolk, Virginia Beach and Chesapeake be requested to adopt similar resolutions." <br /> <br />senting vote: <br /> <br />On motion of Mr. Smith, the following resolution was adopted, without dis - <br /> <br />"A RESOLUTION URGING T~E ELIZABETH RIVER TUNNEL COMMISSION TO <br />PERMIT CERTAIN COLLEGE STUDENTS REDUCED RATES FOR PASSAGE <br />THROUGH ITS TUBLYELS. <br /> <br /> WREREAS~ the provision of higher education to young people of the United <br />States is a necessity vital to t~e continued growth and welfare of our society; and <br /> ~ WHEREAS, the cost of such education should be minimal to ~he'students con - <br />cerned i~ order that as many of the qualified ones as possible can take maximum advantage of educational op- <br />portunities; and <br /> WHEREAS, many young people of the Chesapeake-Norfolk-Virginia Beach area, <br />unlike the students attending Old Dominion University and Norfolk State College are unduly penalized by the <br />necessity of having to pay full tunnel tolls each day in journeying to and from Frederick College; and <br /> WHEREAS, this is an extra financial burden whfch should be liCfed and which <br />can by law be waived ~by the Elizabeth River Tunnel Commission if it so despres; and <br /> <br />WHEP~AS, the General Assembly of Virginia, in the 1968 session just ended~ <br />made it abuldantly clear by resolution that it was most desirable that such tolls be waived for college students <br /> <br /> <br />
