<br /> WHERHAS, the Government has approved the~said application subject to certain conditions and has submitted
<br />to the Applicant a certain Contract for Grant identified as Contract No. VA. OSA-71 [G) (the "Contract"), for
<br />approval and execution by the Applicant, which said Contract is satisfactory.
<br />
<br /> NO~,?THEREFORE, BE IT P~SOLVED BY THE CoUncil of the City of Portsmouth, Virginia, that the said Contract,
<br />a copy of which is attached hereto, be and the same is hereby approved. The City Manager is hereby authorized
<br />and directed to execute the said Contract in ~he name and on behalf of the Applicant, in as many counterparts
<br />as may be necessary, and the City Clerk is hereby authorized and directed to affix or impress the official seal
<br />of the Applicant thereon and to attest the same. The proper officer is directed to forward the said executed
<br />counterparts of the said Contract to the Government, together with such other documents evidencing the approval
<br />and authorization to execute the same as may be required by the Government."

<br /> 69-294 - "Bids were received on September 24, 1969, for renovation of the old Armory for a Neighborhood
<br />Facilities Center. Four bids were received as follows:
<br />

<br />J. S. Floyd 194,980
<br />Paul Martin 182,000
<br />C. W. Morgan 181,495
<br />
<br /> The Department of Housing and Urban Development has awarded the City a grant in the amount Of $171,000
<br />for improvements to this facility. With architect's fees, this would bring the total cost of this project to
<br />approximately $195,000. This will require the City to expend approximately $24,000 in local funds.
<br />
<br /> I recomnend that the City finance the additional cost of this project and a contract be awarded to the Iow
<br />bidder, C. ~.V. Morgan. It is necessary that this award be subject to approval by the Department of Housing and
<br />Urban Development."

<br /> Motion of Mr. Johnson to concur in the City Manager's recommendation to award the contract to the low
<br />bidder, C. W. ~organ~ was adopted, without dissenting vote.
<br />
<br /> 69-295 - "I submit the attached ordinance and recommend it be placed on first reading. This grants sick
<br />leave to City emplOYees at the rate of six (6] days annually, with amaximum accumulation of 120 days. The
<br />current ordinance grants five [5) days' sick leave, with an accumulation ~f 48 days. The new benefits are to
<br />be effective January 1, 1970.
<br />
<br /> By the adoption of this ordinance, this will make our sick leave benefits comparable to the other political
<br />subdivisions in the area."
<br />
<br />On motion of Mr. King, the following ordinance was approved on first reading, without dissenting vote:

<br />"~N ORDINkNCE TO AMEND THE CODE OF TNB CITY OF PORTSMOUTH, VIRGINIA, 1961, BY AMENDING
<br />SECTION 2-34 PERTAINING TO SICK LEAVE ALLOWED TO OFFICERS AND EMPLOYEES OF THE CITY OF
<br />PORTSMOUTH."
<br />
<br /> 69-296 - "I submit the attached ordinance and recommend it be ~laced on first reading. This appropriates
<br />$3500 for the purchase of land needed for the construction of a sewer pumping station. This pumping station
<br />is to be located on GreenwOod Drive near the Seaboard Coast Line Railroad tracks. This is in accordance with
<br />our overall sewer improvement program."

<br />"~q ORDINANCE TO APPROPRIATE $5,500 FROM THE GENERAL CikPITAL IMPROVEmeNT FUND FOR THE
<br />PURCHASE OF LAND FOR A SEWER PUMPING STATION IN PORTSMOUTH ACRES."
<br />
<br /> 69-297 - "I submit the attached ordinance and. recommend it be placed on first reading. This appropriates
<br />$10,100 for the pmrchase of traffic signals.
<br />
<br /> It is necessary that we replace the traffic signals at Frederick Boulevard and Portsmouth Boulevard, and
<br />Frederick Boulevard and Deep Creek Boulevard. The present equipment has deteriorated to the point that these
<br />signals must be replaced.
<br />
<br /> Since these intersections are approximately S00 feet apart, additional equipment will be included in the
<br />new installation that will coordinate these tn4o lights, relieving heavy back-ups that occur during periodso6f
<br />heavy traffic. There are no funds appropriated in the current budget for these traffic signals."

<br />On motion of Mr. King, the following ordinance was approved on first reading, without dissenting vote:

<br />"AN ORDINANCE TO APPROPRIATE $10,i00 FR~{THE GENERAL CAPITAL IMPROVEMENT FUND FOR
<br />THE PURGHASE AND INSTALLATION OF TRAFFIC SIGNALS AT THE INTERSECTIONS OF FREDERICK
<br />kND PORTSMOUTH BOULEVARDS AND DEEP CREEK ~ND FREDERICK BOULEVARDS."
<br />
<br /> 69-298 - "I submit the attached ordinance and recommend it be placed on first reading. This appropriates
<br />$250,000 to cover construction work being accomplished by the employees of t~e Water Department under our agree~
<br />ment with the Department of Housing and Urban Development for water improvements. Under our agreement with the
<br />Department of Housing and Urban Development, where the Federal Government is participating in 50% of the cost
<br />of these water improvements, it is required that we segregate the funds.
<br />
<br /> This is a part of the 2-1/2 million dollars being spent improving the water system over which the Federal
<br />Government is paying 50% of the cost. Previous appropriations hav~ been made under this agreement for contracts
<br />that have been awarded to private construction companies."
<br />
