If this request is handled on a local basis, it will cost the City $120,950,00; howeve~ if the State
<br />would pay ADC funds at 100% of need, which would equal the $50.00 requested, it would cost this locality only
<br />$15,724.00. It ~pears that the Welfare Rights Organization should concentrate its efforts on the State to
<br />pay on the bais of 100% of need.
<br />
<br /> The National Welfare Rights Organization is demanding additional funds over those provided under the
<br />Federal-and-State-regulated welfare program. To meet the demands would be opening the door to subsequent ones
<br />for additional local payments.
<br />
<br /> No Federal or State reimbursement would be forthcoming for our expenditure of these local funds. We also
<br />are advised by the State Department of Welfare that if the demands are met on a recurring basis by local govern.
<br />ment, it could even cause a reduction in the Federal and State funds now received. This could impose greater
<br />hardship on the local welfare recipients than they now contend is the case.
<br />
<br /> There is no equity in requiring local taxpayers to pay this 100% cost in welfare payment that can be
<br />handled by State mid Federal Governments at smaller cost to the City. Therefore, I must suggest that this
<br />grant not be allowed."
<br />
<br /> Motion of Mr. Turner that the Council petition the State Welfare Board to pay their fair share of Welfare
<br /> funds in order that the Council may make the appropriation requested.

<br /> Substitute motion of Mr. Smith that the request not be granteds as a result of the City Manager's re-
<br />port that all Welfare recipients would suffer if it were granted, was adopted, with one dissenting vote -
<br />that of )~r. Holley.

<br /> Mr. Turner stated that he was voting for it because of the ~tatement of ~he City ~anager that all Wel-
<br />fare recipients would suffer, if it were granted.

<br /> Motion of Mr. Turner that the Council draw a resolution similar to the one adopted by Norfolk, which
<br />resolution would, in effect ask the State to pay 100% of Welfare needs, which would cut the City's contri-
<br />bution, in this ~nstance~ from $120,950.00 to $15,724.00 was lost for lack of a majority vote. The vote was:

<br /> Motion of Mr. King that the Council petition the State to take over all Welfare costs, as approved by the
<br />Virginia League of Municipalities, was adopted, without dissenting vote.

<br /> 69-291 - "On Thursday, September 25, 1969, bids were opened for the sale of a parcel of City-owned land
<br />fronting on Portsmouth Boulevard as described on City Plate 619, Parcel 24. Thispropertywas advertised for
<br />sale with an easement restriction that will not allow the construction of a building on the property. Two ~ids
<br />were received as follows:

<br /> I have discussed with the successful bidder the intended use of this property and I am satisfied that it

<br /> Motion of ~r. Holley to concur in the recommendation of the City Manager was adopted, without dissenting

<br /> 69-292 - "Bids were received on August 26, 1969, to sell surplus City-owned land located on Hill Avenue
<br />in Pinners Point. This parcel of land is being ~old in conjunction with an additional adjacent parcel titled
<br />in the name of the Portsmouth Port and Industrial Commission. The land is being sold subject to aperpetua]
<br />easement for a sewer force main with easement 55 feet in width, and 110 feet i~ length, parallel with Hill
<br />Avenue, and located 109 feet west of the westerly side of Hill Avenue. The bid also requires that a miniraum
<br />of $60,900 be spent in improvements within 18 months or the land will revert back to the City.
<br />
<br /> One bid was received from Robert W. Foley in the amount of $9,250. Mr. Foley will also pay the Portsmouth
<br />Port and Industrial Commission $9,250 for the parcel of land titled in their name, and the funds credited to
<br />the Gity of Portsmouth,
<br />
<br /> This land is to be used in connection with zhe shipment of automobiles through the Portsmouth Marine
<br />Terminal. I recommend that the property be sold."

<br /> Motion of Mr. Johnson to concur in the recommendation of the City Manager was adopted, without dissenting
<br />vote.
<br />
<br /> 69-293 - "I submit the attached resolution and recommend its adoption. This authorizes the execution of
<br />a contract with ~ha Department of Housing and Urban Development for a g?ant to acquire Open Space land. ~he
<br />grant is for $74,413 equal to 50% of the acutal cost of the land being acquired,
<br />
<br /> ~e lar[d is adjacent to the new Mermifields School and it is required that it shall be used for Open Space
<br />for park and recreational purposes."
