Johnson, the ordinance was adopted, and by the following vote: <br /> <br /> Ayes: Eastes, Jobanson, King, Smith, Turner <br /> Nays: None <br /> <br />69-288 - The following ordinance, approved on first reading at last meeting, was:taken up and read: <br /> <br />"AN ORDINANCE TO VACATE THAT PORTION OF THE PLAT OF CAVALIER MP~NO.R, SECTION 22, DESIGNATED <br />THEREON AS LOTS 64 THROUGH 76 INCLUSIVE, ;~ND THAT PORTION OF THE PLAT OF CAVALIER <br />SUBDIVISION OF LOTS 126A ;~ND 127, SECTION 21, DESIGNATED THEREON AS PARCEL mA~.'' <br /> <br />On motion of Mr. King, the ordinance was adopted, and by the following vote: <br /> <br /> Ayes: Eastes, Johnson, King, Smith, Turner <br /> Nays: None <br /> <br />69-290 . The following resolution requested at the last meeting of Council, was read: <br /> <br />"RESOLUTION REQUESTING THE COMMONWEALTH OF VIRGINIA TO ASS~ THE E~IRE COST AND OPERATION <br />OF ALL ~ELFARE PROGRAm, S IN VIRGINIA <br /> <br /> I{H~REAS, the administration of all welfare programs in Virginia are governed by regulations promulgated <br />by the appropriate federal and state agencies and the:e is no local discretion in these matters; and <br /> <br /> WHEREAS, the benefits of these various programs are increased from time to time without the concurrence <br />of local governmental units; and <br /> <br /> WHEREAS, these increased benefits mean increased local cost which in turn increase the tax burden of <br />each citizen; and <br /> <br />~EREAS, residency is no lOnger a requirement for eligibility for welfare benefits. <br /> <br /> NO~{, THEREPORE BE IT P~SOLVED by the Cotmcil of the City of Portsmouth, Virginia, that it hereby strongly <br /> urges the Commonwealth of Virginia to assume the entire cost and operation of all.welfare programs in Virginia <br />for the following reasons: <br /> <br />1. Localities have no control over the a~ministration and operation of these programs. <br /> <br />2. Localities are suffering severe financial strain resulting from increased cost of all kin~, but <br /> especially increased welfare benefits. <br /> <br />Operation by the state would result in greater efficiency and economy in the administration of <br />these programs. <br /> <br /> BE IT FURTHER RESOLVED that a copy of this resolution be forwarded to the Governor of Virginia and each <br />member of the Portsmouth delegation to the General Assambly of Virgiiia." <br /> <br /> On motion of Mr. Turner, the resolution was adopted, without dissenting vote. <br /> <br />69-295 - The following ordinance, approved on first reading at last meeting,wwas taken up and read: <br /> <br />"AN ORDINANCE TO A~END THE .CODE OF THE CITY OF PORTSMOUTH, VIRGINIA, 1961, BY A~ENDING <br />SECTION 2-34 PERTAINING TO SICK LEAVE ALLOWED TO OFFICERS AND E~.~LOYEES OF ~i4E CITY OF <br />PORTSMOUTH." <br /> <br />On motion of Mr. Turner, the ordinance was adopted, and by the following vote: <br /> <br />Ayes: Eastes, Johnson, King, Smith, Turner <br />Nays: None <br /> <br />69-296 - ?ne following ordinance, approved on first reading at last meeting, was taken up and read: <br /> <br />"AN ORDINANCE TO APPROPRIATE $5,500 FROM THE GENERAL CAPITAL IMPROVE~MBNT FUND ROR~'~E <br />PURCHASE OF LAND FOR A SEWER P~PING STATION IN PORTSMOUTH ACRES." <br /> <br />on motion of ~r.
