<br />69-517 - The following letter from Mrs. William J. Smith was read:
<br />
<br /> "I noted with great interest the attached editorial, which appeared in the Sunday, September 28, 1969, edi
<br />tion of the Virginian-Pilot° From this article, I learned that our city is the only one in this area that does
<br />not have an ordinance forbidding pe6ple from keeping trailers and campers on front driveways.
<br />
<br /> Two years ago we ourchased a home in Hatton Point, and until July of this year had been very happy living
<br />there. At that time, a family moved in next door to us with a large cramping trailer, which has been parked
<br />on the driveway since. This has greated great d~appiness in this neighborhood, as it is the only such item
<br />in the entire subdivision. Certainly, all of our property values have been lowered.
<br />
<br /> We moved here from a _different area of the country, and in our particular neighborhood there trai~swere
<br />prohibited, and it was even required that garage doors be kept closed when not in use. This creates great
<br />pride, because your neighborhood always looks itssbest.
<br />
<br /> I would like to go on record as requesting %hat the ~ity Council take favorable action on banning any
<br />large equipment of this type from the fronts of houses.
<br />
<br />Thank you very much for your consideration of this matter."
<br />
<br /> Motion of Mr. Smith to refer to the City Manaser for survey and appropriate recommendation was adopted,
<br />without dissenting vote.

<br />69-518 - The following letter from Frank M. Dawson was read:
<br />
<br /> "HELP! Portsmouth's sewa~age system surrounds the residents on Cypress Road, but we seem to be the for-
<br />gotten few.
<br />
<br /> Extensive sewerage and water mains have been and are being installed in two later annexed areas - while
<br />we still wait.
<br />
<br /> The residents of Cypress Road, most of whom have lived on the street for 15 years, are being faced with
<br />increasing septic tank and drainage line problems. (For many it will be a he~q hazard if they do not act
<br />soon.) The cost of these repairs .for the average home-owner equals a sewerage hook-up. We do not want to re-
<br />pair one day only to find the city is putting in sewerage the next.
<br />
<br />WE PREFER AND NEED NOW CITY SEWEP~GE - NG~ SOME STOPGAP )~ASURE OF OUR ~l~ DEVISING,
<br />
<br /> An answer should be given as to when the sewerage system will be installed to prevent a serious financial
<br />burden of increased cost and taxes especially for those of a fixed income. Many of the residents, along with
<br />myself, have called the city engineer for information and received answers like "nexr year", "it's being
<br />planned", or "it won't happen for six years or more". ~le can't wait six years or even twc years; we need it
<br />
<br /> Personally, I enjoy Portsmouth, but there appears to be an increasing disregard~for the residents of this
<br />area which goes from the s~$erage problem to the re-zoning ~xemptions to the new assessment which got a cursory
<br />hearing.
<br />
<br />Again, I say help."

<br /> Motion of Mr. Johnson that the City Manager look into this c~nditi~n and advise Mr. Dawson of the progress
<br />being made, was adopted, without dissenting vote.
<br />
<br />69-319 - The following letter from Dr. M. E. Alford, Supt. of Schools, was read:
<br />
<br /> "The council's reception of the students representing the Able .and Ambitious Program will enhance these
<br />students'~ participation in civic affairs. Bspecially~do I appreciate the encouraging comments that you offered
<br />them. Such opportunities as that orox~ded by the council will serve to develop outstanding leadership ability
<br />in the young people who hold withi~ their hands the future of our city."
<br />
