1070 <br /> <br /> 70-10 - "The property located at 305 High Street has been donated to the City of Portsmouth on condition <br />that the outstanding taxes against the property be relieved. These taxes amount to $436.28 and I recommend <br />that they be relieved. The subject property zs involved in the Crawford Urban Renewal Project and is needed <br />in the development of the new stores to be constructed on the Middle Street Mall. <br /> <br /> I fur~gh~r recommend that I be authorized to convey the property located at 305 High Street to the <br />Portsmouth Parking Authority. It ~s necessary to tmansfer the title to the property to the Parking Authority <br />in order that they can exchange this land for property owned bM the developer. The property to be trans- <br />ferred to the Parking Authority is needed to construct a service alley for the new stores. This will eliminate <br />the need for service trucks using the parking lot." <br /> <br /> On motion of Mr. Johnson to concur in the recommendation of the City Manager was adopted, without dis- <br />senting vote. <br /> <br /> 70-11 - "I recommend that I be authorized to barricade Page Street at its intersection with Southern <br />Avenue to vehicular traffic. The Portsmouth Port and Industrial Commission has requested the closing of Page <br />Street at this intersection in order that they can control traffic into the Marine Terminal. By the elimi- <br />nation of vehicular traffic at this intersection, it will allow the Port Commission to control its vehicular <br />traffic on Mill Avenue and assist the Po~t Commission i~ the elimination of pilferage at the Marine Terminal." <br /> <br /> ~!otion of Mr. <br />vote. <br /> <br />King to concur in the recommendation of the City Manager was adopted, without dissenting <br /> <br />- UNFINISHED BUSINESS - <br /> <br />69-419 - The following ordinance, approved on first reading at last meeting, was taken up and read: <br /> <br />"AN ORDINANCE TO APPROPRIATE A TOTAL OF $7,227,652s30 FROM ~lE GENERAL CAPITAL IMPROVEb~NT FUND <br />FOR VARIOUS I~ROVE~NTS." <br />See page 70 <br />69-428 - The following resolution was presented by the Mayor to John T. Nix: <br /> <br />"A RESOLUTION CO[~NDING JOHN T. NIX FOR HIS EFFORTS IN CONNECTION WITH THE INDUSTRIAL <br />DEI~LOP}~NT OF THE CITY OF PORTSMOtffH <br /> <br />_ WHERE~S, John T. Nix has ~een in the forefront of the port and industrial development of the City <br />of Portsmouth for many ears; and <br /> <br /> ~EREAS, largely through his sole efforts, one of the fines marine terminals in the world has been <br />built in Portsmouth; and <br /> <br /> W~EREAS, the said John T. Nix has been instrumental in furthering the industrial development of <br />Portsmouth. <br /> <br /> NOW, THERBFORE, BE IT RESOLVED by the Council of the City of Portsmouth, Virginia, that the appreciation <br />of the citizens of Portsmouth be hereby expressed to the said John T. Nix for the economic beefits~which <br />have accrued to the City of Portsmouth as a result of his untiring efforts in the fields of port and industrial <br />development. <br /> <br /> BE IT FURTHER RESOLVED that a copy of this resolution be presented to the said John T. Nix by the Mayor <br />as a token of the esteem in which he is held by the people ~ this City." <br /> <br />NEW BUSINESS - <br /> <br /> 70-14 - Report on audit of the accounts of the Clerk of the Hustings Court, by the Auditor of Public <br />Accounts (Commonwealth) was presented and on motion of Mr. Turner, received as information. <br /> <br /> 70-15 - The following letter from the Mt. ~ermon Southside Community League was read, and on motion of <br />Mr. Turner, received as information: <br /> <br /> "We, the officers and members of the Mt. Rermon Southside Community League, do wish to thank you for <br />the time a~.d energy you devoted to our commanity during the years we havebeen in existence. We h~p~ that <br />1970 will bring the same relationship between the league and the council as has been experienced in the past. <br /> <br /> · We can never fully express our appreciation to you for the stand you took in our behalf in the Conserva- <br />tion Program. Thanks a million." <br /> <br />70-16- The following letter from the Pirector of Planning was read: <br /> <br /> "At its regular monthly meeting on Jmnuary 6, 1970, the City Planning Commission publicly considered <br />and actedupon the following street closure petitions, recommending approval subject only to .retention of <br />essential utility easements: <br /> <br /> S-69-12 Petition of Attorney Donald Kilgore for Mrs. May L.
