<br />"RESOLUTION APPOINTING VIEWERS FOR THE CLOSING OF CERTAIN STREETS AND ALLEYS WITHIN THE -BOUNDARIES
<br />OF THE NORTHSIDB REDEVELOPF~BNT PROJECT

<br /> WHERBAS, Portsmouth Redevelopment and Housing Authority has made appplicat~on to vacate and close the
<br />hereinafter described portions of certain streets located within the boundaries of the Nerthside Redevelopment
<br />Project and it appearing that notice of the application and request for the appointment of viewers was duly
<br />posted on December 50, 1969, on the bulletin board of the Court of Husings for the City of Portsmouth, on the
<br />bulletin board of the Circuit Court of the City of Portsmouth, and on the bulletin board of the Municipal
<br />Court of the City of Portsmouth.

<br /> NOW, THEREFORE, BB IT RBSOglr~D by the Cotmcil of the City of Portsmouth, Virginia, that Frank N. Bilisoly,I
<br />L. A. Clarke, Luther Tapp, James V. McGehee and James Choate, be appointed viscera to view the hereinafter !
<br />described portions of certain streets and alleys and report to this comncil in writing whether in their opinionI
<br />any, and if any, what inconvenience would result from vacating and closing the following portions of the speci-
<br />fied streets and alleys:

<br /> 1. Glasgow Street, more particularly identi.f, ied as follows: Beginning at the intersection of
<br />the southern right-of-way line of Glasgow Street and the eastern right-of-way line of Green Street; thence
<br />from said point of beginning running North 3050'56'' West 32 feet to a point, said point being the northern
<br />right-of-way of Glasgow Street as it intersects the eastern right-of-way line of Green Street; thence
<br />running North 87°05'25'' East along the Northern right-of-way line of Glasgow Street a distmnce of 254.44 feet
<br />to a point; thence running South 5o30'29" East 52 feet to a point; thence running South 87005'07', West along
<br />the southern right-of-way line of Glasgow Street 234.44.

<br /> 2. JGlasgow Street, more particularly identified as follows: Beginning at the southwestern intersection
<br />of Effingham Street and Glasgow Street; thence running North 3o54'15'' West 60 feet to a point; thence running
<br />South 87° West a distance of 299.50 feet to the point of intersection of Fort Lane and Glasgow Street; thence
<br />running South 5°54'15'' East 60 feet to a point on the Southern right-of-way line of Glasgow Street; thence
<br />running North 86o59'57'' East 359.70 feet to the said point of beginning.

<br /> 3. Fort Lane, more particularly identified as follows: Beginning at the southeastern intersection of
<br />Glasgow Street and Fort Lane; thence running North 3o16'54'' West 144.89 feet, more or.less, to a point; thence
<br />running South ~6°46'48" West 1.25 feet to a point; thence running southerly along the arc o£ a e~rve to the
<br />right, said curve having a radius of 420 feet, a distance of 154.74 feet to a point; thence continuing souther-
<br />ly along the arc Df a curve to the left, said curve having a radius of 560 fee%, a distance of 15.45 feet to
<br />a point, said point being on the southern right-of-way line of Glasgow Street; thence running North 86o59'57''
<br />~ast 40 feet, more or less, to the said point of beginning.

<br /> 4. Chestnut Street, more particulary identified as follows: Beginning at the nort~estern intersection
<br />of Chestnut Street with Glasgow StreetL thence from said point of beginning running North 87° Bast 40.91 feet
<br />Bo a point; thence running Southerly along the arc of a curve to the right, said cul~e ~av~hg ~7~a~us of 560
<br />feet~ a distance of 24.52 feet to a point; thence continuing southerly along the arch of a curve to the left,
<br />said curve having a radius of 420 feet, a distance of 165.70 feet to a point, said point being located on the
<br />western right of way line of Chestnut Street; thence running North 3°16'$4" West 184.57 feet to the said point
<br />of beginning.
<br />
<br /> 5. A certain unnamed alleyway which runs North from the North side of Glasgow Street between Effingham
<br />Street and Chestnut Street, and which connects with an ent~yway into Cedar Grove Cemetery.
<br />
<br /> 6. North Street as it lies between the intersection of said North Street with the western right-of-way
<br />line of Fort Lane and the eastern boundary of the Oak Grove Cemetery, said western boundary of the Oak Grove
<br />Cemetery being 55 feet West of the Western right-of-way line of Armstrong Street.
<br />
<br /> 7. Those two certain alleyways running East and West through the center of the blocks bounded generally
<br />on the ~ast by Fort Lane, on the West by Primrose Street, on the North by North Street, and on the South by
<br />Glasgow Street.
<br />
<br /> 8. Glasgow Street, which is bounded generally on the East~by the western right-of-way line of Chestnut
<br />Street and on the West by the intersection of Glasgow Street with the eastern right-of-way line of the new
<br />Glasgow-London Street Expressway.
<br />
<br /> 9. Armstrong Street, which is bounded on the South by the northern right-of-way line of Glasgow Street,
<br />/tnd on the North by a line which is parallel with the northern right-of-way line of North Street and is 144
<br />feet, more or less, North of the said northern right-6~-way of North Street.
<br />
<br /> 10. Primrose Street, which is bounded on the SQuth by the northern right-of-way line of the Glasgow-
<br />London Street Expressway northern right,of-way line; on the. North by a line which is 30 feet South of the
<br />southern right-of-way line of Holladay Street.
<br />
<br /> 11. Hatton Street, which is, bounded on the South by the northern right-of-way line of the London-Glasgow
<br />Street Expressway northern boundary line, and on the North by a line which is 58 1/2 South of the southern
<br />right-of-way line of Holladay Street.
<br />
<br /> 12. Godwin Street, which is bounded on the South by the northern right-of-way line of the London-Glasgow
<br />Street Expressway, and on the North by the southern bomldary line of the Oak Grove Cemetery."
<br />
<br /> 70-7 - "I submit the attached resolution and recommend its adoption. This appoints five viewers for the
<br />closing of a portion of Fitzgerald Street. This closes Fitzgerald Street at its intersection with Manly
<br />Street for a distance of lOO feet. This closing has been requested by the School Board and has been approved
<br />by the Planning Commission."

<br />On motion of Mr. Johmson, the following resolution was adopted, without dissenting vote:
