This requests the General Assembly <br />of Virginia to appropriate sufficient funds for water pollution abatement construction ~<:enable cities in <br />Virginia to take full advantage of Federal Grants. At the present time, localities are eligible ~o receive <br />Federal funds for approximately 33% of the cost on sewer projects. If the State would provide 25% of the cost <br />of these construction projects, localities would then be abl~eto receive approximately 50% of the cost in <br />Federal funds. This would then make the net cost of the project to the locatities~approximately 20%. <br /> <br /> During the next. fiscal year, the Federal Government is appropriating $800,000,000 for these sewer projects <br />throughout the United States. If %2he State of Virginia would participate, it would mean additional Federal <br />funds to the cities in the State of Virginia of approximately $18,000,000 during the next:~-fiscal year," <br /> <br />On motion of Mr. Smith, the following resolution was adopted, without dissenting vote: <br /> <br /> "KESOLUTION REQUESTING THE GENEkRL ASSEMBLY OF VIRGINIA TO APPROPRIATE SUFFICIENT FUNDS FOR <br />WATERGRANTsPOLLUTIONABATEMJ~NTFoR THIS PURPOSE CONSTRUCTION TO ENABLE VIRGINIA TO TAKE FULL ADVANTAGE OF FEDERAL . <br />percentum (55%) of water pollution abatement construction costs, y r t <br />(25%} and the local agency the remaining twenty per centum (20%) of such costs; and <br /> <br />WHHREAS, without state participation, the federal contribution is limited to thirty per centum (5~%); and <br /> <br /> WHEREAS, the utilization of federal funds for the purposes would be~ of great benefit to the development <br />of Virginia, the conservation of its natural resources, and the health of its citizens. <br /> <br /> NOW, THEREFORE, BE IT RESOLVED bythe Council of the City of Portsmouth, Virginia, that it hereby requests <br />the General Assembly of Virginia to appropriate sufficient funds for water pollution abatement construction <br />costs to enable the state and its political subdivisions and other governmental agencies to take advantage <br />of the federal grants available under the Federal ~ater Pollution Control Act. The necessary annual state <br />contribution is estimated to be $7,800,000.00. <br /> <br /> BE IT FURTHER P~SOLVED that the City Clerk is hereby authorized and directed to send a c~tified copy <br />of this resolution to the Senate and the House of Delegates of 'the General Assembly of Virginia." ~ <br /> <br /> 70-6 - "I submit the attached resolution and recommend its adoption. This appoints viewers for the <br />closing of various streets in the Norfl%side No. 1 Urban Renewal Project. These street Closings have been <br />quested by the Portsmouth Redevelopment and Housing Authority in order that they can develop the Nor%hside No.1 <br />Urban RenewalProj oct in accordance with the proposed plan. These closings have been approved by the Planning <br />Commission. <br /> <br /> Before the City Council finally authorizes the closing of these streets, an agreement will be executed <br />between the City and the Housing Authority for the use of these streets.until such time ~l~;~t is necessary <br />that they be physically closed." ~ <br /> <br /> On motion of Mr. King, the following resolution was adopted, without dissenting.vote: <br /> <br /> <br />
