Lawrence. <br /> <br />On motion of Mr. King, the following ~rdinance was approved on first reading, (Mr. Barnes abstaining): <br />"ZONING A~ND~NT ORDINANCE Z 70-S" <br /> <br />The following reports from the City Manager were read: <br /> <br /> 70-29 "I submit the attached ordinance and recommend it be placed on first reading. <br />This amends the present ordinance pertaining to underground wiring. This ordinance eliminates <br />the present designated underground wiring districts. It does include an underground <br />district including the fourteen blocks on each side of High Street from the Elizabeth <br />River to Effingham Street. It does provide that in all new construction, the wires are <br />required to be placed underground. <br /> <br /> The suggested ordinance has been reviewed by the Virginia Electric and Power Company <br />and the Chesapeake and Potomac Telephone Company, and their suggestions have been incorporated <br />in the ordinance. While this ordinance reduces the specified underground wiring district, <br />it is planned to submit additional ordinances specifying underground districts. It is planned <br />that these districts will encompass a smaller area than the present designated districts <br />and will be worked out with the utility companies on a schedule that is practical to accomplis <br /> <br /> On motion of Mr. Turner, the following ordinance was approved on first reading, without <br />dissenting vote: <br /> <br /> "AN ORDINANCE TO AMEND SECTIONS 22-1, 22-2, <br />AND 22-12 OF THE CODE OF THE CITY OF PORTSMOUTH, <br />AND WIRES AND UNDERGROUND SERVICE CONNECTIONS." <br /> <br />22'4,22-5, 22-6, <br /> VIRGINIA, 1961, <br /> <br />22~7, 22-9, 22-10, 22-11, <br />PERTAINING TO UTILITY POLES <br /> <br /> 70- SO - 'I <br />This ordinance <br />basis. <br /> <br />submit the <br />establishes <br /> <br />attached ordinance and recommend it be placed on first reading. <br />overtime pay for hourly employees when called out on an emergency <br /> <br /> This clarifies our present ordinance regarding overtime pay for hourly employees when <br />they are required to work in an emergency on holidays. The present ordinance only permits <br />the payment of straight time in emergencies on holidays. It does permit time and a half <br />pay in emergencies for d~ys other than holidaysY, <br /> <br /> On motion of Mr. smith, the following ordinance was approved on first reading, without <br />dissenting vote: <br /> <br />'AN ORDINANCE TO AMEND SECTION 1S OF ORDINANCE NO. 1969-45, PERTAINING TO <br />OVERTIME PAY." <br /> <br /> 70-51 "I submit the attached ordinance and recommend it be placed on first reading. <br />This appropriates $50,000 from surplus in the City Garage Fund. These funds are being <br />used to purchase new trash and garbage load packers and limb chipping machines. <br /> <br /> We are revising our method pertaining to the collection of trash and garbage and tree <br />limbs. Due to the tremendous loads of limbs we have been required to pick up in the past, <br />it is necessary for us to adopt a full schedule for the collection of these limbs. In <br />the past, the trash and garbage trucks have been picking up the limbs after they have com- <br />pleted their assigned routes~ The limb chipping machines will be pulled by the trucks <br />collecting the limbs, reducing them to chips, thereby eliminating the number of runs that <br /> <br /> <br />
