October 27,. 1998 <br /> <br /> At a Regular Meeting of the City Council on Tuesday, October 27, 1998, <br />there were present: <br /> <br />Mayor James W. Holley III, Vice Mayor Bernard D. Griffin, Sr., Cameron C. Pitts, P. <br />Ward Robinett, Jr., J. Thomas Benn III, William E. Moody, Jr., Charles B. <br />Whitehurst, Sr., Deputy City Manager C. W. McCoy, City Attorney G. Tim~ <br />Oksman. <br /> <br /> Vice Mayor Griffin opened the meeting with prayer, which was followed <br />the Pledge of Allegiance to the Flag. <br /> <br />Mayor Hoiley called the meeting to order and welcomed all in attendance. <br /> <br /> Motion by Mr. Pitts, and seconded by Mr. Whitehurst, to approve <br />minutes of a Called Meeting on October 13, 1998, a Regular Meeting on October <br />13, 1998, and a Called Meeting on October 2'1, '1998, and was adopted <br />unanimous vote. <br /> <br />98-244 Presentations: <br /> <br />· Introduction of Dr. Kenneth St. Andr6, Public Health Director <br />· Recognition of the Highland Biltmore Young Marines Delegation <br />· Exchange of presentations by Mayor Holleyand the Bulgarian Delegation <br />· Presentation of special lapel pins to newly appointed Boards <br /> Commissions members <br /> <br />an, <br /> <br />98-245 Adoption of a motion to appoint Carolyn E. Cotton as Deputy City Clerk. <br /> <br /> Motion by Mr. Robinett, and seconded by Mr. Pitts, to appoint Carolyn E. <br />Cotton as Deputy City Clerk, and was adopted by the following vote: <br /> <br />Ayes: Benn, Griffin, Moody, Pitts, Robineff, Whitehurst, Holley <br />Nays: None <br /> <br />- New Business - <br /> <br />98-246 Boards and Commissions <br /> <br />There were no appointments. <br /> <br />98-247 Items Submitted by Council Members <br /> <br />Mr. Benn reminded Council of the Armed Forces Appreciation Luncheon <br />scheduled for October 28th at the Holiday Inn, and of the Navy League <br />Luncheon scheduled for Monday, November 9th also at the Holiday Inn. <br /> <br />· Mr. Whitehurst spoke of the success of the Mayor's Roast and of I. C. <br /> Norcom's Grand Reunion where over 800 people were in attendance. <br /> <br />Mr. Griffin expressed his appreciation for the letters sent to him regarding the <br />Highland Biitmore community and regarding space needed at the Churchland <br />Library, and indicated that he had forwarded them to management. <br /> <br />98-248 Non-Agenda Speakers <br /> <br />1. <br /> <br />Vicki Lorraine, 601 Nansemond Street, thanked Council for attending the <br />South Hampton Roads Coalition on Aging's Second Annual Legislative <br />Reception, held on Monday, October 19, '1998. Portsmouth had the <br />greatest representation. <br /> <br /> <br />
