April 14, 1970 <br /> <br /> 70-154 - The following letter from~H. M. Myers, Jr., Assistant to City Manager, was <br />read: <br /> <br /> "At its regular bi-monthly meeting held on April 6, 1970, the Citizens Advisory Committ~ e <br />unanimously voted to request that the City Council take necessary action to have special <br />emphasis placed on the enforcement of Section ~18-209 of the Portsmouth City Code. It was <br />th~ feeling of members of the committee that this ordinance which requires that bicycles be <br />equipped with a lamp on the front which shall emit a white light visible in clear weather <br />for a distance of at least 500 feet to the front, and with a rear reflector of the type ap- <br />proved by the Superintendent which shall be visible from all distances in clear weather, and <br />from 50 feet to 500 feet to the rear when directly in front of lawful upper beams of head- <br />lamps on a motor vehicle, should be strictly enforced. Members stated that there are many <br />bicycles which are in use between sunset and sunrise which are not properly lighted. <br /> <br /> I was instructed by the Acting Chairman to bring this matter to your attention by <br />letter." <br /> <br /> Motion of Mr. Smith to refer to the City Manager for proper enforcement, was adopted, <br />without dissenting vote. <br /> <br />70-155 - The following letter from Floyd W. Simpson, Sr. was read: <br /> <br /> "I own my home at 6 Reed Street in the City of Portsmouth, and Porter Road is an import- <br />ant route of ingress and egress to my property. About three months ago some people in the <br />neighborhood constructed a basketball backboard on the side of Porter Road which prohibits <br />passing (this is about 500 feet from its intersection with Reed Street). Also, there is <br />presently being erected a picket fence which extends into Porter Road. <br /> <br /> I respectfully request that the City of Portsmouth prohibit anything <br />or erected on Porter Road and that the City Council direct the Department <br />to remove the existing obstructions." <br /> <br />to be constructed <br />of Public Works <br /> <br />The Mayor stated that the City Manager is now investigating this complaint. <br /> <br /> Motion of Mr. Turner to request a report from theCity Manager after the matter has been <br />fully investigated, was adopted, without dissenting vote. <br /> <br /> Mr. Holley requested <br />suitable place to provide <br />playing in the street. <br /> <br />the City Manager to look into the feasibility of finding some othe~ <br />recreation for the children in that area, to eliminate their <br /> <br /> 70-156 - The following resolution commending Miss Janice Marie Austin upon her s~e~l~n <br />as "Miss Portsmouth 1970" was unanimously adopted: <br /> <br />"A RESOLUTION COMMENDING MISS JANICE MARIE AUSTIN UPON HER SELECTION AS <br />'MISS PORTSMOUTH, 1970' <br /> <br />WHEREAS, Miss Janice Marie Austin, a graduate of Woddrow Wilson High School and <br />presently a senior at Longwood College has recently been selected as 'Miss Portsmouth', <br /> 1970, for the City of Portsmouth, Virginia; and <br /> <br /> WHEREAS, during Miss Austin's feur years at Longwood College, she has distinguished <br />herself and her family by holdingnnumerous offices and serving on countless committees <br />and commissions; and <br /> <br /> WHEREAS, <br />Government at <br /> <br />this year Miss Austin holds <br />Longwood College; and <br /> <br />the coveted office of President <br /> <br />of the Student <br /> <br /> WHEREAS, such honors and achievements furnish an extraodinary example for this <br />City's young p~ople and encourage similar achievements by Portsmouth youth. <br /> <br /> NOW, THEREFORE BB IT RESOLVED by the Council of the City of Portsmouth, Virginia, <br />that Miss Austin be hereby commended on behalf of the citizens of this City for her <br />achievements. <br /> <br /> BE IT FURTHER RESOLVED that Miss <br />the City every wish of success in the <br />future endea~ms. <br /> <br />Austin be extended on behalf of the citizens of <br />forthcoming Miss Virginia Pageant and in her <br /> <br /> BE IT FURTHER RESOLVED that a copy of this resolution be spread upon the minutes of <br />this Council and that a copy be presented to Miss Janice Marie Austin." <br /> <br /> 70-157 The following letter from T. E. Masters Jr. Member, Mayor's Youth <br />Employment Commission, was read: <br /> <br /> "The National League of Cities and U. S. Conference of Mayors have worked out a pro- <br />vision with the U. S. Department of Transportation which is designed to provide financial <br />aid to approximately 215 cities to help fill the transportation needs Of the cities' summer <br />youth employment and training activities primarily for disadvantaged youth. <br /> <br /> During the summer of 1969, the National League of Cities and U. S. Conference of Mayors <br />Center for Program Implementation administered a similiar p~oject in 52 cities. It proved <br />a valuable aid to cities in coordinating and expanding their youth activities. This year's <br />project will be restricted to employment and employment training. <br /> <br /> <br />
