The Mayor's least 1S00 youth participating in Youth Employment CommiSsion of Portsmouth is seeking to locate jobs for at in Portsmouth this summer and feel that our city program can benefit from this Youth Transportation Project. The basic prerequisite for participation is evidence of an effort to develop and coordin~ summer youth employment. The funding for this program will be on a 75% federal, 25% non-federal basis for net project costs. Portsmouth City is required to provide (from any source other than federal) 25% cash share (one local dollar for every three federal dollars). The federal amQunt re- served for Portsmouth's application is $3750, Portsmouth's matching share is $1250. A brief description of Portsmouth's efforts will have to be in the NLC/USCM Youth Transportation Project, 1612 K Street, N. W., Washington, D. C. 20006 by April 17, 1970. Upon satisfaction of the preceeding requirement, the city will be requested to submit a formal proposal. The Mayor's Youth Employment Commission recommends that the Portsmouth City Council respond favorably in accepting to fund the 2S% ($12S0) local share of this worthwhile project. Motion of Mr. Johnson to endorse the project was adopted, without dissenting vote. 70-158 - The City Manager made a recommendation to Council that the Southeastern'Vir.giniai Planning District Commission be requested to make a study of the method of contributions to ~ the Commission, suggesting that cities be assessed according to their ability to pay as well as on a per capita basis. Motion of Mr. Turner that the City Attorney be requested to draw a resolution to this effect and that the same method be considered in all area-wide matters, was adapted, without dissenting vote. 70-159 - Motion of Mr. Johnson that the City Park checked, and if dredging is without dissenting vote. the,City Manager have the boat launching area at needed, that it be done immediat,~ly, was adopted, On motion adjuurned.
