This appropriates <br />$40,457.13 for parking lot imprOvements in connection with the new Public Health center. ~fhile the contract <br />has not been awarded for the construction of the new Public Health .~Center, these funds are being requested at <br />this time as these improvements have been included in the contract that Portsmouth General Hospital has for <br />the improvements to the parking lot area. <br /> <br /> ??.is area will be used on a joint baSis between the Health Center and the Hospital, and is located along <br />Bffingham Street at the rear of the proposed Health Center." <br /> <br /> On motion of ~4r. This appropriates <br />$7,940 for preliminary plarming study for sewers for the Churchland area. This planning study is necessary <br />in order that we can establish the location of sewer lines as they relate to the necessary trunk lines that <br />the Hampton Roads Sanitation District Com~nission will build. <br /> <br /> ~nis also includes the necessary study to provide sewers for the new sugar refinery and the Coimt Guard <br />Base to be located in the West Norfolk area." <br /> <br /> On motion of Mr. Smith, the following ordinance ~as approved on first reading, and by the following vote: <br /> <br />~"kN ORDINANCE TO APPROPRIATE $7,940.00 FROb,,~ THE GENERAL CAPITAL IMPRO%~v[ENT FUND FOR A~ <br /> SEWER PLAN%~ING STUDY IN THE ~4URCHLkYD AREA." <br /> <br />Ayes: Barnes, Bastes, Holley, Johnson, King, Smith, Turner <br />Nays: None <br /> <br /> 70-192 - "I submit the attacZned ordinance and recommend it be olaced on first reading. ~is appropriates <br />$4,400 of funds to be received from the State and Federal G0vernmen~s for the purchase of library books. <br /> <br /> It is necessary for t2qe City to appropriate these funds and issue the purchase order for the books before <br />the funds can be recovered from the State. This appropriates <br />$48,330.13 as the City's cost in improving Crawford Street from Columbia Street to London Street, and the <br />widening of Comnty Street from Crawford Street to Court Street. <br /> <br /> These funds cover the City's cost for the portion of Crawford Street between Columbia and County. The City <br />is required to pay the full cost for this section. The balance of the i~mprovements to Crawford Street and <br />County Street will be paid by the Portsmout/n Redevelopment and Housing Authority with Federal funds under the <br />Crawford Urban Renewal Project." <br /> <br />On motion of Mr. King, the following ordinance was approved on first reading, and by the following vote: <br /> <br />"AN ORDINkNCE TO APPROPRIATE $48,350.13 FRO;d THE GENERAL CAPITAL IMPROVEkMNT FUND FOR <br />I~ROVEIV~NTS TO CRAWFORD STREET BET}VEEN COUNTY STREET .AND COLUMBIA STREET." ~ <br /> <br />Ayes: Barnes, Bastes, Holley, Johnson, King, Smith, Turner <br />Nays: None <br /> <br /> 70-194 - "I submit the attached resolution and recommend its adoption. This authorizes the submission <br />of an application for Federal funds under the Law Enforcement Assistance Act. This is a discretionary grant <br />request for the acquisition of a mobile crime laboratory and a portable police laboratory to be housed at Police <br />Headquarters. It will also provide equipment needed for the purpose of preserving, collecting and field analyz- <br />ing potential evidence at the scene of a major crime. It will also provide for the training of officers in the <br />use of this equipment, plus modern photographic equipment. <br /> <br /> The request is for a grant amomnting to $77,481, of which the City's participating cost amounts to <br />$50,992 or 40%. However, it will require no outlay of City funds as we~wilI match the Federal grant with <br />services and personnel already employed." <br /> <br />On motion of Mr. Smith, the following resolution was adopted, and by the following vote: <br /> <br />"RESOLUTION AIFfZHORIZING THE FILING OF 7~ APPLICATION FOR A GRANT FRO~4 THE L~ ENFORCEmeNT <br />ASSISTANCE RD~4INISTRATION UNDER THE O~IBUS CRI~fE CONTROL AND SAFE STREETS ACT. <br /> <br /> <br />
