~av ~2_ 1970 <br /> <br />At a regular meeting of the City Council, held on May 12~t, there were present: <br />Jack P. Barnes, George D. Eastes, James W. Holley~ Burrell R. Johnson, Isaac W. King, R. Irvine Smith, <br />Raymond Turner, A. P. Johnson, Jr., City Manager, and M. A. Korb, Jr., City Attorney. <br /> <br />The meeting was opened with prayer by Mr. King. <br /> <br /> The following reports from the City Manager were read: <br /> <br /> 70-186 - "I submit the attached ordinance and recommend it be placed on first reading. ~is establishes <br />the Tax Study Commission on a permanent basis and repeals the previous ordinance pertaining to this Tax Study <br />Commission. It provides for ~seven-member commission with terms to begin on July 1, 1970, and provides for <br />staggered terms with two of the members being appointed for a term of one year, two for a term of two years, <br />and three for a term of three years. <br /> <br /> It is the duty of this commission to study' the financial condition of the City, possible sources of re- <br />venue, the taxes levied by the City, and the methods of collecting same. They are to make recommendations <br />to the City Council with respect to the taxing policies so as to provide ~n equitable distribution of ~he tax <br />burden." <br /> <br />On motion of Mr. King, the following ordinance was approved on first reading and by the following vote: <br /> <br />"AN ORDIN;~NCE TO ;~MEND /~HE CODE OF THE CITY OF PORTSMOb~FH, VIRGINIA, 1961, BY ADDING TO CHAPTER 10 <br />THEREOF, A NEW ARTICLE NU~,~ERBD XVII, CONSISTING OF SECTIONS t0~128 THROUGH 10-1S1, INCLUSIVE, CREATING <br />THE PORTS~4OUTH TAX STUDY CO~,~ISSION PROVIDING FOR THE APPOINTMENT OF Al~ PRESCRIBING THE TE~ OF OFFICE <br />OF THE ~MMBERS OF SAID CO._u~ISSION, PROVIDING FOR THE FILLING OF IzACANCIES ON SAID CO~.ISSION, FOR THE <br />CO~ENSATION OF SAID ~{~MBERS, ~ND FOR THE ORGANIZATION OF SAID CO.~,~IISSION, ~ND PRESCRIBING THE DUTIES <br />OF SAID CO~B~!SSION." <br /> <br />Ayes: Barnes, Eastes, Holley, King, Smith, Turner <br />Nays: None <br /> <br /> 70-187 - "I submit the attached ordinance and recommend it be placed on first reading. This changes the <br />name of Teal Court and Linnet Court. It recommends that Teal Court be changed to Cinnamon Teal Court since <br />there is already in existence a Teal Street in the City. Teal Court is in the Hunter's Point section of the <br />City and has houses under construction, but no one occupying them. <br /> <br /> It is recom~mended that Linnet Court be changed to L~n Court. This is requested due to the similarity <br />between Linnet Court and Linnet Lane. Due to the similarity of names and duplication of numbers, this ls <br />creating a problem. To change the numbers would inconvenience a minimum of fourteen peoole. To change ~e <br />name would inconvenience only seven people. Therefore, it is suggested that the name be ~hanged rather than <br />the numbers ." <br /> <br /> ~ motion of Mr. Turner, the following ordinance was approved on first reading, and by the following <br />vote: <br /> <br />"AN ORDINANCE TO CH~GE THE NM~E OF TEAL COURT TO CINN~,ION TEAL COURT ~ND THE NB=u~5;OF LINNET <br />COURT TO LOON COURT." <br /> <br /> AMes: Barnes, Bastes, Holley, King, Smith, Turner <br /> Nays: None <br /> <br /> 70-188 - "I submit the attached ordinance and recommend it be placed on first reading. <br />the voting places of Precincts Nu~oer 4 and 5. <br /> <br />This changes <br /> <br /> The voting place for Precinct No. 4 will be meued from the fire station a~ Lincoln Street and Gordon <br />Street to the Wright Memorial ~i_ethodist Church. <br /> <br /> The voting place for Precinct No. 5 will be changed from 1625 Elm Avenue to the Robert E. Lee Elementary <br />school. These changes have been recommended by the Electoral Board." <br /> <br /> On motion of Mr. Holley, the following ordinance was approved on first reading, and by the following <br />vote: <br /> <br />"22~ ORDINANCE TO ~ND SECTIONS 37.1~42 and 37.1-43 OF THE CODE OF THE CITY OF PORTSE~OUTH, <br />VIRGINIA, 1961, TO CHJ~NGE THE VOTING PLACE FOR PRECINCT NO. 4 TO THE WRRGHT F~MORIAL <br />~THODIST CHURCH ~qD THE VOTING PLACE FOR PRECINCT NO. 5 TO THE ROBERT E. LEE ELEMENTARY <br />SC~{OOL." <br /> <br />Ayes: Barnes, Eastes, Holley, King, Smith, Turner <br />Nays: None <br /> <br />Mr. Johnson present. <br /> <br /> 70-189 - "I submit the attad~ed ordinance and recommend it be placed on first reading. ~%is authorizes <br />the issuance of $975,000 in General Obligation Donds. While we do not anticipate issuing these bonds in the <br />near future, it is necessary to adopt this ordinance in order that we can do temporary borrowing on various <br />capital projects under construction. ~nis, will allow the City to issue temporary notes for ~%e funding of <br />these projects and it will not be necessary to repay from the general revenues of the City. <br /> <br />These projects cover u~ean renewal, street improvements, public buildings, and the purchase of land." <br /> <br />On motion of ~ ~ <br /> ~'~r. Smith,the~following ordinance was approved on first reading, and by the foltmving vote: <br /> <br />"AN ORDINANCE AUTHORIZING THE ISSUANCE OF NINE HUNDRED SEVEN-fY-FIVE %qOUSN~D ($975,000.00) DOLLARS <br />OF BONDS OF /~HE CITY OF PORTS~4OL~H, VIRGINIA.
