<br /> ~.,CdE..REAS, the Omnibus Crime Control and Safe Streets Act provides for the making of grants by the
<br />Department of Justice to states and local public bodies to assist them in the improvement of their law
<br />enforcement programs; and
<br />
<br />WHEREAS, the City of Portsmouth desires to improve its local law enforcement program.
<br />
<br />NOW, THEREFOPd~, BE IT RESOLVED by the Council of the City of Portsmouth, Virginia:
<br />
<br />That application be made to the Department of Justice for a grant in mn amount authorized
<br />by Title I of the Omnibus Crime Control and Safe Streets Act for imprqvement 6f the local
<br />law enforcement Drogram, whic~h amount is presently estimated to be Fe~ty-six ~nousand
<br />Five Hundred ($4~,500) Dollars and that the City of Portsmouth will provide the balance
<br />of the cost from other funds available to it of the estimated total project oost of Seventy-
<br />seven T~nousand Five Nundred ($77,500) Dollars.
<br />
<br />That the City Manager is hereby authorized and directed to execute and file such application
<br />with the Department of Justice, toprovide such additional information, to furnish su~n
<br />documents as may be required by said department, to execute such contracts as ~re required
<br />by said department, and to act as the authorized correspondent of the City of Portsmouth.
<br />
<br />That the United States of America and the Attorney General of the United States ~e, and they
<br />hereby are, assured of full compliance by the City of Portsmouth with regulations of the
<br />Department of Justice effectuating Title VI of the Civil Rights Act of 1964."

<br />the closing of Loxley Read from the southern right-of-way of Victory Boulevard south to the western right.of-
<br />way of Deep Creek Boulevard.

<br />Mr. H. L. Walker has requested this closing and it has been.approved by the Planning Commission."

<br /> %~AEREAS, H. L. Walker has made application to vacate and close the hereinafter descrfoed portion of a
<br />~ertain street and it appearing that notice of the application and request for the appointment of viewers
<br />was duly posted on April 27, 1970, on the bulletin board of the Court of Hustings for the City of Portsmouth,
<br />on the bulletin board of the Circuit Court of the City of Portsmouth, and on the bulletin board of the
<br />Municipal Court of the City of Portsmouth.

<br /> N0~I, i~IEREFORE, BE IT RESOLVED by the Council of the City of Portsmouth, Virginia, that Frank N. Bilisoly,
<br />Joseph Kiss, R. A. Craig~ Jr., Joseph C. Barber and James Choate be appointed viewers to view the hereinafter
<br />described portion of such street and report to ~is CounCil in writing whether in their opinion mny, and if
<br />any, what iDconvenience would result from vacating and closing the following:

<br /> 70-196 - "I submit the attached agreement between the Portsmouth Port and Indusgrial Commission and the
<br />City of Portsmouth and recommend that the proper City officials be authorized to sign, The Portsmouth Port
<br />Commission has requested the use of City-owned property adjacent to the sewage treatment plant for the purpose
<br />of a parking lot for use by Marine Terminal emrployees.
<br />
<br /> This agreement will grant use of the land to the Portsmouth Port Commission on a month-tormonth basis
<br />until such time as the City has need for the land for expansion of the sewage treatment plant."
<br />
<br /> Motion of Mr. Smi{h that the proper city ~fficials be authorized to sign the agreement was adopted,
<br />without dissenting vote;
<br />
<br /> 70-197 - "I recommend that I be authorized to transfer to the Portsmouth Port and Industrial Commission
<br />three parcels of land located on the southside of Seaboard Avenue in Pirmers Point. q~nese are designated as
<br />Lots 41, 42 and 45 on the plat ~of the Pinners Point Waterfront Company. The City has previously conveyed
<br />property at this location to the Portsmouth Port and Industrial Commission for the purpose of constructing
<br />a warehouse on this property. The Port Comamission has fum~ished the City wi~ a note for the cost of t/nis
<br />property ."

<br /> 70-198- "I submit the attached agreement between the City of Chesapeake land the City .of Portsmouth and
<br />recommend that the proper City off~clals be authorized to sign. This is a supplemental agreementto the
<br />present water contract between the City of G~es~neake and the City of Portsmouth.
<br />
<br /> Under this supplemental agreement, the City of Portsmouth will furnish water service directly to residents
<br />of ~esapeake from our transmission line along Route 337. ~his has been requested by the City Of Chesaoeake
<br />on a temporary basis until such time as the City of Cnesapeake can install the necessary, transmission lines
<br />to serve these residents. ~nis will not create any additional expense to the City of Portsmouth."
<br />
<br /> Motion of Mr. King that the p~oper city officials be authorized to sign the agreement was adopted, with-
<br />out dissenting vote.
