On this basis, our estimate of storm drain costs is $129,000. Therefore, the total cost for street
improvements and storm drains is:

For Streets $543,000
For Drainage 129,000

$672,000

As you are probably mvare, there are plans to build a large shopping center on the east side of Victo~z
Boulevard and souCn of the SCL Railroad. Beginning of construction is expected some time during this spring
or summer, if possible.

The location of this shopping center, and the size of the buildings and paved pBrking areas are such that
a marked increase in drainage runoff under the railroad and under Airline Boulevard may be expected.

As a matter of information, the buildings to be built will total approximately 500,000 square feet. At an
estimated cost of $10/sq. ft., the building cost will be about $5,000,000.

Tke~roSab~le<valhe~of~ith~paving;>~'curbs~,c~all&~i6%6~';~ (~pp'roximat?ly 40 acres) would be around $500,000.
Land value would be in the neighborhood of $1,000,000 after construction of the shopping center.

Total taxable value would be rOughly $6.S mAtlion (an annual tax of about $100,000).

It will be necessary to follow the mas~er drainage plan and possibly increase the capacities of the outfall
culverts and pipes.

Our preliminary estimate of co~ts for the drainage installation is $673,000. This includes engineering,
land, and actual construction costs with a contingency cost of 10%.

An estimate of costs for building storm sewers and appurtenances on Airline Boulevard from the west City
limi~s to the intersection of Laigh Road follows. Our estimate is based on the pipe sizes shown on the master
drainage plans. Branch lines in the drainage area are not included; only the single main line on Airline Boule-
vard, pllm a few cross-street lines. ~qe pipe sizes range from 66" diameter at the outfall to 18" diameter for
cross-street drainage. Our estimate for this work is $242,660.

An alternate plan, showing double lines of smaller diameter on part of Airline Boulevard was not used since
the cost figured ~oout $92,000 more than for '~e single larger tines~

~nis covers the drainage system for the GEX site, Harold Beaver, David Levine s~d Leonard Karp's property.

These two drainage projects should be h~andled outside of the annual appropriation of $250,000 for drainage
and curb and guttering. ~ey will require a bond issue or temporary financing.

It is recommended that a program of drainage and curb and guttering be prepared amounting to $500~000.
This represents the appropriation for fiscal year 1969-70 and 1970-71. The Engineering Department can have this
program a~ailable for consideration bY the City Council at its first meeting in July."
