26, 1970 <br /> <br /> 70-217 - "I am in receipt of a letter from the Portsmouth Catholic High School requesting permission to <br />use Frank D. Lawrence Stadium for approximately three months in the fall of 1970, and approximately three <br />months in the soring of 1971. The school system is in need of a facility to conduct their physical education <br />classes for bot~ their elementary, and high sc~hool students and would like to use the field at the stadium for <br />four days a week, and have approximately three 30-student classes a day. <br /> <br /> ~ey are also requesting permission to use the facilities for approximately six soccer games in the fall, <br />omd ten baseball games in the spring. Tliey do not plan to charge admission for any of these events which will <br />be held during daylight hours. <br /> <br /> It is ~ recommendation that the Portsmouth Catholic School Board be granted permission to use this <br />facility, and that they coordinate their activities with the Portsmouth Pulbic School System and the Recreation <br />Department." <br /> <br />Motion of Mr. Smith to refer to the Recreation Am~msory Board was adopted, without dissenting vote. <br /> <br /> 70-218 - "At a previous meeting, certminL'~matters were referred to me for investigation. I wish to report <br /> <br /> t~_ese at <br />on h this time: <br /> <br />(1) Painting of City Trucks. <br /> <br />A program is in progress to paint the City t~-acks.. ~e have had five load packers on order since <br />October, 1969, that have not been delivered. Due to the increase in trash and garbage collection, <br />we have not been able to take the old ones out of service to paint. ~e new trucks are scheduled to <br />be delivered in June mud we will then be able to take these trucks out of service for painting. <br /> <br />(2) Parking in 500 block of Cava~e_ Boulevard. <br /> <br />The "No Parking" signs have been removed for approximately one-half block. There is still no parking <br />from Victory Boulevard to the first court off of Cavalier Boulevard. From the court to <br />however, parking is being allowed. <br /> <br />~e Traffic Engineer feels that parking should be rest~icted~ in the first half o~ Cavalier Boulevard <br />due to the weaving movement with cars coming down Cavalier, some turning onto Interstate 264 and <br />some continuing straight. <br /> <br />(S) Monthly report on removal of abmndoned automobiles. <br /> <br />A reporting procedure has been developed for this activity by the Health Department and the Police <br />Department. Beginning June 1 ~qe new report for_~ will be available and a montlnty report will be <br />s~omitted to the Council on all automobiles removed. <br /> <br />(4) <br /> <br />Planting of shrubbery under ~ne interstate highway. <br /> <br />This has been discussed wi~h th~ State Hi~nvay Department and we are advised that this~ is the respon- <br />sibility of the city. Tl~-e State did advise that they ~ad attempted t~o, grow grass in taese areas but <br />had failed due to lack of moisture and low light. This would create the same problem for shrubbery. <br /> <br />It appears that the best solution would be t'o pave the areas and install decorative lighting. It is <br />proposed that we continue to study the problem as any solution would be ex"peri,mental. <br /> <br />(5) Planting of trees alongside open ditches. <br /> <br />Due to the slope of the ditches, it is not feasible to place mowing equipment into these ditches for <br />cor~plete mainten~ce. We are required to mow from the roadside edge and if trees are planted along <br />these ditmhes, it would require us to do 100 percent manual labor. ~Ris would mean additional <br />personnel. There are certain locations suoh as str6e~ intersections where some beautification can <br />be done.
