. May 26, 1970 <br /> <br /> 70-212 - "I submit the attached resolution and recommend its adoption. This appoints viewers-for the <br />closing of Bart Street westerly of its intersection with ~estmorelmnd~Avenue. Ivan George Fisk and ~{. T. Stowe <br />have made application to close this street and it has been approved by the Planning Commission." <br /> <br /> On motion of Mr. Turner, the following resolution was adopted, and by the following vote: <br /> <br /> "RESOLL~!ON APPOINTING VtE~gERS FOR CLOSING OF A PORTION OF BART STREET <br /> <br /> ~FHEREAS, Ivan George F~sk and W. T. Stowe have made application to vacate and close t~he hereinafter des- <br />cribed portion of a certain street and .it appearing that notice of the application and request for the appoint- <br />ment of viewers was duly posted on May 6, 1970, on the bulletin board of the Court of Hustings for the City of <br />Portsmouth, on the bulletin board of t~he Circuit Court of t}le City of Portsmouth, and on the bulletin board of <br />the Municipal Court of the City of Portsmouth. <br /> <br /> N~;, THEP~FORE, BE IT RESOLVED by the Council of ~e City of Portsmouth, Virginia, that Frank N. Bilisoly, <br />R. A. Craig, Jr., Luther T&pp, Zalmon I. Blachman and James V. McGehee, be appointed vimvers to view the here- <br />inafter described portion of such street and report to this ~ouncil in writing ~ether in their opinion any, <br />and if any, what inconvenience would result from vacating and closing the following: <br /> <br />Bart Street Westerly of its Intersection with Westmoreland Avenue." <br /> <br />Ayes: Barnes, Eastes, Holley, Johnson, King, Smith, Turner <br />Nays: None <br /> <br /> 70-213 - "~ recommend that I be authorized to convey City-owned property to the Portsmouth General Hospital <br />We propose to transfer the building and site of the Nott .Memorial Clinic to the Portsmouth General Hospital. <br />This is property, 70' by i00', located on Fort Lane in front of the Portsmouth General Hospital. <br /> <br /> The Portsmouth General Hospital, in turn, will convey property at the northwest corner of Effingham Street <br />and Crm~ford Parkway to the City ~or the construction of the new Public Health Center." <br /> <br /> Motion of Mr. Smith to authorize the city Manager to convey the property to the Portsmouth General Nospital <br />was adopted, without dissenting Vote. <br /> <br /> 70-214 - "I submit the attached lease between the Kirk-Cone Rehabilitation Center and the City of Por~smoutJ <br />and recommend that the proper City officials be authorized to sign. This leases the old Key Road Smhool to the <br />Kirk-Cone Rehabilitation Center for the training and employment of handicapped persons. This will provide em- <br />ployment for severely hmndicapped persons on the basis of work they can do at a pace they can maintain. I am <br />advised there are thirty (30) severely handicapped persons currently waiting to avail themselves of the training <br />and vocational opportunities available in this type of workshop. <br /> <br /> There Will he no rent charged to the Rehabilitation Center for the use of this property as long as it is <br />used for this type of activity. They will be required to provide the necessary insurance and they intend to <br />make renovations to the building." <br /> <br /> Motion of Mr. Turner that the proper officials be authorized to sign the Iease was adopted without dis- <br />senting vote. <br /> <br /> 70~215 - "At the request of the City Council, the Engineering Department has reviewed overall drainage <br />and curb and gutter needs for the. City. Since no preliminary engineering has been done in the area annexed in <br />1968, no consideration has been given to this area in this report. The estimated cost of all the drainage and <br />curb and gutter work for all other sections of the City is: <br /> <br />Drainage <br />Curb and Guttering <br /> <br />$6,500.00 <br />S,000.00 <br /> <br /> Submitted herewith is a City map showing existing improved and curbed and guttered streets as of even date. <br />Also shown on the base map are the drainage lines (in red) which have been prooosed in the master drainage Dls~n <br />but have not yet been built. ~ ~ ~ <br /> <br /> In addition, there is shown on one trmnsparent overlay, the areas in the older part of the City which need <br />drainage improvement but for which we do not now have plans. These areas are shown in transparent red film. <br /> <br /> Further, on a second overlay, there are shown by fine, dotted sym?~o!s those areas which do not n~v have <br />sanitary sewer facilities. For the areas not now served but for which pt~ns are complete~ ~e dotted symbols <br />have been tinted light green. <br /> <br /> This should be a guide to you in determining where street improvements should be made since the drainage <br />and sewers should first be installed before curbs and gutters are built. <br /> <br /> The following listed locations ~are areas ithat surface drainage are the most needed according to our most <br />recentstudy. ~ <br /> <br /> We have attempted to list these areas in relative importance as to general traffic, frequency of flooding <br />and effect on school traffic. No pattern has emerged that estmblished a priority of constructing u~dergrou~d <br />drainage and CUrD and gutters; therefore, the areas have been listed individually in decreasing priority: <br /> <br /> 1. Taft - Bunche <br /> <br />The intersection of Taft Drive and Bunche Boulevard appears to be t~he most demanding as far as inter- <br />rup~ion to the most ntnmber of peiple, traffic flow, bus routes, sbJhool involvement and sanitary sewer <br />infiltration. This intersection becomes i~assable after every heavy rain and there are two businesses <br />which were disrupted four times last year b$cause of sewer malfunctions. These malfunctions were caused <br />by the introduction of storm water into the Victory Park sanitary sewer system. The attached mao "I - <br />Taft-Bunche" indicates in red the prpposed routing of the drainage pipes and catch basins location. The <br />detailed construction plans are available for this project. The anticipate~ cost is $70,000 for ti%is <br />trlln, k line which will serve the adjacent areas in addition to this one ~ntersection. <br /> <br /> <br />
