1970 <br /> <br />Cradock <br /> <br />The "red" pipe lines and '~ellow" curb and gutters outlined on the attached map is con~istemt~i~ <br />"Cradock~ - Phase II" as presented in ~e Five-Year Capital Improvement Plan. This particular area <br />is a frequent source of minor flooding, traffic interruption and the breakdown of the street pavements <br />because of standing water. The sanitary sewers are adversely affected by infiltration of water, sand <br />and grit. <br /> <br />Detailed construction plans are available and the anticiBm~ed cost is $48,000 for drainage and <br />$127,000 for curb and gutters or a total cost of $175,000. <br /> <br />3. North Truxton <br /> <br />The problems in this area are roadside standing water and sanita~7 sewer infiltration. The inconven- <br />ience and hardship generated by the inability to get to the street from one's residence is indeed <br />exasperating and we emphasize this situation. The sanitary sewer system is far from desirable due ~ <br />the original World War II trailer park design. We would anticipate that the positive run-off from the <br />proposed storm drain system would significantly reduce the trapped water that is now draining into the <br />sanitary sewers and ca~sing overflows. Prier to the construction of curb and gutters, but after the <br />drainage pipes are func~ioDing, a detailed study should be made of this sanitary sewer system as to <br />the necessity of upgrading the system if infiltration is still a problem. <br /> <br />Detailed construction drawings are available and the. anticipated cost is $35,000 for the drainage; <br />$160,000 for the curb and gntter or a total of $195,000 excluding any sanitary sewer consideration. <br /> <br />4. Pennock Street <br /> <br />The i~4orovements to North Truxton and the proposed DeKalb-Elli~tt drainage will greatly compound the <br />open ditch situati~nhadjacent to Pennock Street. These improvements will reduce the amount of <br />vegetation and trash that now constrict the entrance of the ~in corrugated metal pipes crossing Deep <br />Creek Boulevard, ther~ey, causing flooding. The improvements will, however, increase the voluMe~f <br />water entering this open ditdn. <br /> <br />~ne size drainage structure necessary to accommodate this amount of water on such a flat grade has <br />been determined to be a 9' x 5' concrete box culvert, The weight of this sttm%cture requires piling <br />in this location ,md, t~hereforg, the anticipated cost would exceed $300,000. <br /> <br />Detailed construction drawings have not been prepared and we assure two to three months would be <br />required to prepare plums after authorization. <br /> <br />5. Mimosa Road <br /> <br />Access to the Olive Branch School and the amount of traffic for the general area dictates improvements <br />for this street. <br /> <br />We would suggest that curb and gutters should not be installed until the s~nitary sewers have been <br />constructed in this area. ~ne storm drain pipes could be installed and this would improve the present <br />situation. The underground drains and ditch cleaning should cost approximately $55,000; curb and <br />gutters are estimated to cost]S70,000 or a total of $125,000 exclusive of s~nitary sewers. <br /> <br />Detailed construction plans have not been prepared as of this date. <br /> <br />6. DeKalb - E!liott <br /> <br />The most apparent evidenc$ of the poor drainage in this area is between Highland Biltmore and Academy <br />Park. A large pond develops on eamh side of Elliott Avenue east of DeKalb. This area presently drain'. <br />southwesterly, under DeKalb, to a wooded area where it meanders out to Greenwood Drive, t~hence to <br />Victory Boulevard, Gust Lane, under Claremeont Drive and eventually to St. Juliens Creek, in Chesa~e~-k <br />During tn. recent heavy rains, we were unable to collect irash and garbage on several streets for - <br />several days because of standing water. Although this is a local situation, it is most significant <br />to the residents of this area, <br /> <br />In lieu of the long and complicated existing drainage route, we are p~sposing to drain this area to <br />the east along Elliott to Pennock Street. Construction of this trunk line on Elliott will provide <br />~Ln outlet for several additional problem areas in Highland Biltmore section. A particular problem <br />area is adjacent to the Highland Biltmore Element~l~r School. <br /> <br />Sanitary sewer infiltration is also a factor inconsidering this drainage area, (i.e., DeKalb Avenue <br />pumping station is overloaded during wet periods). <br /> <br />The estimated costs for this drainage improvement is $215,000. We do not have detailed construction <br />plans for this work and would anticipate ,lent to twelve weeks would be required to prepare t~aese <br />plans. <br /> <br />The following listed locations are individual drainage problem areas that are not conducive to <br />g ~ <br /> roup~ng. <br /> <br />(1) Darren Drive and Basie Crescent - school involvement, low street elevation - large drainage area <br /> to Cavalier Kou!evard ditch. <br /> <br />(2) <br /> <br />Airline Boulevard between Laigh Road and Greenwood Drive - This is a heavily traveled route which <br />is building up commercially very fast - it is a bus route. Inis section shou!d~ if possible, be <br />carried e~st. on Airline Boulevard to Chowan Drive to tie in with the proposed curb and gutter <br />project whimh will rthn from Airline and ¥ictory to Chowan Drive. <br /> <br /> <br />
