<br />THE GENERAL ORDINANCES OF THE CITY PERTAINING TO THE ASSESSMENT AND TAXATION OF REAL AND
<br />PERSONAL PROPERTY."

<br /> 70-258 - "I submit the attached ordinance and recommend it be placed onffirst reading. This establishes
<br />a compensation plan for all City em~Ioyees other than fire and police. It provides for a 6% increase for all
<br />employees with a minimum rate of $1.9S for hourly employees during a 6-months probation period. At the ex-
<br />piration of the 6-months' period, they must be increased to $2.00 an hour. It further provides for automatic
<br />step increases for hourly employees, plus provisiens for merit increases for office employees."

<br />a compensation plan for members of the Fire and Police Departments. E.t provides for a 6% increase for all of
<br />these employees. It further establishes a minimum of $100 between ranks and-reduces ~the 10-year step to a
<br />7-year step."

<br />CERTAIN FIREFIG{TERS AND POLICEMEN OF THE CITY OF PORTSMOUTH."

<br />$S8,S97 as the City of Portsmouth's sharetowards the purchase of lmnd by the Tidewater Association for Re-
<br />tarded Children, Inc. for a new hospital.
<br />
<br /> The Tidewater Association for Retarded Children, Inc. will purchase 100 acres of land adjacent to Inter-
<br />state 64 in Chesapeake. The land will be deeded to the CommOnwealth of Virginia and a. hospital for retarded
<br />children will be built by the State~

<br /> ~It is my understanding that the three other political subdivisions in the area have committed their pro-
<br />rata share, based on population, towards the purchase ofthis lmnd*"

<br />On motion of Mr.: Turner, the following ordinance was approved on first reading and by the following vote:

<br />"AN ORDINANCE TO APPROPRIATE $58,597,00 FROM THE GENERAL ~APITAL IMPROVEMENT FUND AS
<br />THE CITY'S SHARE OF THE COST FOB THE PURfMASE OF LAND FOR A HOSPITAL .FOR RETARDED CHILDRF2~."

<br />voting procedure bM the members of the City Council. Itprovides that the Mayor will vote last rather than
<br />first as is presently the c~tom. This will conform to the procednre of all oft he other political snbdivision:

<br />On motion of Mr. Turner, the following ordinance was approved on first reading and by the following vote:

<br />"AN ORDINANCE TO AMEND SECTION 2-21 OF THE CODE OF THE CITY OF PORTSMOUTH, VIRGINIA,
<br />1961, PERTAINING TO THE VOTING PROCEDURES OF THE CITY COUNCIL."

<br /> 70-242 - "I submit the attached ordinance and recommend it be placed on first reading, This closes a
<br />portion of Bart Street between Westmoreland Avenue and Bain's Creek. Ivan George Fisk and ~. T. Stewe have
<br />requested this closing. The Planning Corm~ssion has approved the closing and a report of the viewers is at-
<br />tached hereto."
