.hme 9. 1970 <br /> <br />70-249 - The following letter from Bernard D. See was read: <br /> <br /> "It appears that the Portsmouth City budget for the coming years will certainly increase. However, ad- <br />ditionaI sources of revenue always is a difficult and debatable subject with City Council mud citizens alike. <br /> <br /> I believe that City Council will hold the line on real estate taxes for the coming fiscal year, but what <br />will happen next year. I have lived in Portsmouth all my life and I realize that operating expenses are in- <br />creasing, but I do not believe increasing real estate taxes by any means is the answer to increased revenue. <br />After all Portsmouth has one of the highest, if not the highest realeeS~ate tax structures in the Tidewater <br />area. Unfortunately, many of the City's residents reside in apartments or rented houses and feel only minor <br />effects of a tax increase but the average homeowner feels a substantial financial burden. In order to decrease <br />this unjust penalty to homeowners, I believe some other means of taxation should be imposed -such as increased <br />tobacco tac, alcoholic tax and particular sales tax. After all, eve~% citizen who resides in the City should <br />be required to pay their fair share to maintain and operate the City." <br /> <br />~t[pn of Mr. Turner to receive as information, was adopted without dissenting vote~ <br /> <br />70-250- The following letter from the Director of City Planning was read: <br /> <br /> "At its regular monthly meeting on June 2, 1970, the City Planning Commission resolved to declare the <br />following two pieces of municipal property surplus and to recommend their disposal in the manner prescribed <br />by law: <br /> <br />A small trangle (25', 50' and 40' approximately) on the west side of Frederick Boulevard, <br />approximately 400 feet south of PortsmoUth Boulevard, This is part of an old paper sub- <br />division and aliability to the city. (Tax Plate 147, Lot 185, Parcel $5.1) <br /> <br />A parcel 50' x 110' on the south side of Beechdale Road; beginning 370 feet east of Busche <br />Boulevard originally intended as a street stub but never platted as such. (Tax Plate S39, <br />Parcel 48), <br /> <br />On motion of Mr. Eastes, referred to the City Attorney, without dissenting vote. <br /> <br />70-251 - The following letterffrom David L. Muckle was read: <br /> <br />"I submit herewith my resignation as a member of the Citizens Advisory Committee. of the City. <br /> <br /> I take this action because it appears that there is no inclination or desire on the part of the majority <br />of the members of the Committee to perform the service in the community for which it was created. <br /> <br /> There are many and varied problems confronting our City towards which this committee'should direct its <br />attention; however, there seems to be interest only, in listening to reports from DePartment Heads giving <br />approval without having any indepth study of the matter presented. <br /> <br />I respectfully request that this resignation become effective forthwith." <br /> <br /> Motion of Mr. Holley that the resignation be received with regret and that Mr. Mu~kle be advised byyletter <br />mud commended for his services on the Committee, and.further that the question of the vacancy on the Committee <br />be .referred to a conference. <br /> <br />70-252 - The following letter from the Portsmouth Port and Industrial Commission was read: <br /> <br /> "At the regular meeting of the Portsmouth Port and Industrial Commission on June 2, the following action <br />was taken: <br /> <br /> ~rhe Commission concurs with the statement that Mr. Goode registered with the Regional Planning D~strict <br />and recommends that said proposals be incorporated in the 1985 Regional Highway Planning update.' <br /> <br /> The commission urges council to endorse this statement and requests council to take whatever action as may <br />be necessary to implement this action," <br /> <br /> Motion of Mr. Eastes that the letter be referred to the Southeastern Virginia District Planning Commission <br />and that the Port and Industrial Commission be so advised was adopted, without dissenting vote. <br /> <br />70-25~ - The following letter from the Industrial Development Authority was read: <br /> <br /> "At the regular meeting of the Industrial Development Authority of Portsmouth, Virginia on June 2, the <br />following action was taken: <br /> <br /> 'The Authority concurs with the statement that Mr. Goode registered with the Regional Planning District <br />and recommends that said proposals be incorporated in the 1985 Regional Hifhway:Pl,anningupdate.' <br /> <br /> The Authority urges coumci.1 to endorse this statement and requests council to take whatever action as may <br />be necessary to implement this action." <br /> <br /> Motion of Mr. Bastes that the letter be referred to the Southeastern Virginia District Planning Commission <br />and that the Industrial Development Authority be so advised was adopted, without dissent}ng vote. <br /> <br /> 70-254 - The following letter from Marshall D. Owens, Chairman, Recreation and Parks Commission was read: <br /> <br /> ~'A committee from the Recreation and Parks Commission has met with representatives from the Portsmouth <br />Anglers Club to discuss possible improvements to the boat ramp at City Park. <br /> <br /> One of the recommendations, that of dredging, has been accomplished. However, a further recommendation <br />was made to extend the pier approximately 70' on either side of the channel. Mr. Mobley of the City Engineerin <br />Department has estimated the cost of thisaddition at approximately $2,500. <br /> <br /> <br />
