June 9, 1970 <br /> <br />70-210 - The following ordinance, approved On first reading at last meeting was taken up and read: <br /> <br />"kN ORDINANCE TO APPROPRIATE $4,650.00 FROM THE GENERAL CAPITAL I~4PROVEM~r FUND <br />FOR THE CONSTRUCTION OF REST RO0~S FOR q~IB T~IN PINES RECREATION CENTER." <br /> <br />On motion of Mr. Turner, the ordinance was adopted and by the following vote: <br /> <br />Ayes: Barnes, Eastes, Holley, Johnson, King, Turner <br />Nays: None <br /> <br />70-222 - The following resolution which was requested at the last meeting was presented: <br /> <br />"RESOLUTION CO~fl~NDING BENJAMIN A. HADDON FOR HIS, SERVICES AS (]{AIRMAN OF THE <br />PORTSMOUTH-DUNEDIN CIVIC UNDERSTANDING C0~{ISSION <br /> <br /> WHEREAS, Mr, Benjamin A. Haddon~has served for over seven years as Chairman of the Portsmouth-Dunedin <br />Civic Understanding Commission; and <br /> <br /> WHEREAS, this service demanded a great deal of time and effort on the part of Mr. Benjamin A. Haddon, in <br />promoting friendship with ou~ "Sister City"; and <br /> <br /> WHEREAS, as a result of his ~ireless efforts Portsmouth received the award for the best single project in <br />the Siste~ City Pmog~am in 1967 for cities in its class. <br /> <br /> NOW, THEREFORE, BE IT RESOLVED by the Council of the City of Portsmouth, Virginia, in session assembled <br />on this 9th day of June, 1970, that the valuable contribution to international friendship and understanding <br />made by Mr. Benjamin A. Haddon tlrrough his years of service on the Portsmouth-Dunedin Civic Understanding Com- <br />mission be acknowledged with sincere gratitude; and <br /> <br /> BE IT FURTHER RESOLVED that a copy of this resolution be presented to Mr. Benjamin A. Haddon, and that it <br />be made a part of the permanent records of the City Council." <br /> <br /> On motion of 5{r. Johnson the resolution was adopted and the Clerk instructed to invite Mr. Haddon to the <br />meeting of the Council on June 2$rd. <br /> <br />- NEW BUSINESS <br /> <br />70-247 - The following letter from the Portsmouth Chamber of Commerce was read: <br /> <br /> "We hope you will continue to use your influence to see that the reco~endations by the Portsmouth <br />Planning Commission as referred to in t~!e attached resolution are incornorated in the "1985 Regional Highway <br />Plan" update. <br /> <br />On behalf of the Portsmouth Chamber of Commerco, I remain" <br /> <br /> Motion of Mr. Eastes to receive the letter and that Mr. Reed be assured by letter ~hat the Council will <br />continue its efforts in behalf of the 1985 Regional Highway Plan, was adopted~ without dissenting vote. <br /> <br />70-248 - The following letter from Marshall D. Owens, Chairman Parks and Recreation Commission was read: <br /> <br /> "At the regular monthly meeting of the Parks and Recreation Commission there was considerable discussion <br />conceluling, what the members feel, is an unhealthy situation de~eloping between the Council and .the Parks and <br />Recreation Commission. <br /> <br /> Specifically, the Commission feels that Council has taken action on two items recently that pertain to <br />R~creation without giving the Commission the courtesy of reviewing those items and making a recommendation. <br /> <br /> /hose two items are (1) the approval of the use of Lawrence Stadium by Portsmouth Catholic High School and <br />[2) the appropriation of $4~650 to constrnct rest rooms at the Twin Pines Recreation Area. <br /> <br /> The Commission has just recently reviewed a request from school officials for the use of Lawrence Stadium <br />by the physical education classes at Harry Hunt Jr. High School and had recommended that because of possible <br />damage to the turf~ only the girls classes would be allowed to %tse the facility. This recommendation was made <br />after conferring with Mr. Eaton, Director of Parks and Beautification and Mr. Campbell, Director of Recreation. <br /> <br /> Regarding the allocation of funds for the rest rooms, the Commission feels that ther are other long-stand- <br />ing items that should receive higher priority than this item. <br /> <br /> These issues aside, however, the Commission feels that when such items are brought to the attention of the <br />Council, they should be referred to the Cormmission for action, reme~ering all the while that in the final <br />analysis, Council has the authority to accept or reject any recommendation. <br /> <br /> It is the sincere desire of this group to be of service to the City as the Council's representative body <br />for recreation and park matters.
